【摘要】：本文回顧了2016年我國(guó)天然氣行業(yè)發(fā)展形勢(shì),消費(fèi)回暖但增速仍不及預(yù)期,進(jìn)口被動(dòng)恢復(fù)快速增長(zhǎng),國(guó)內(nèi)生產(chǎn)受到抑制,非常規(guī)天然氣生產(chǎn)喜憂參半�？偨Y(jié)了天然氣體制改革政策進(jìn)展,價(jià)格市場(chǎng)化改革"快馬加鞭",輸配監(jiān)管取得重大突破,交易平臺(tái)正式運(yùn)行,改革有序推進(jìn),效果逐步顯現(xiàn)。展望2017年,改革紅利可期,"煤改氣"刺激下天然氣消費(fèi)有望持續(xù)回升。建議繼續(xù)深化改革,重點(diǎn)落實(shí)已出臺(tái)的改革政策,總結(jié)試點(diǎn)經(jīng)驗(yàn)并適時(shí)向全國(guó)推廣;通過出臺(tái)可中斷氣價(jià)等,多措并舉擴(kuò)大天然氣消費(fèi)。
[Abstract]:This paper reviews the development situation of China's natural gas industry in 2016. The consumption rebounds but the growth rate is still not as expected, the import recovers rapidly, the domestic production is restrained, and the unconventional natural gas production is mixed. This paper summarizes the development of natural gas system reform policy, the price marketization reform, the great breakthrough in the regulation of transportation and distribution, the formal operation of the trading platform, the orderly promotion of the reform, and the gradual effect. Looking ahead to 2017, reform dividend period, "coal to gas" stimulated by natural gas consumption is expected to continue to pick up. It is suggested that we should continue to deepen the reform, focus on the implementation of the reform policies that have been issued, sum up the experience of the pilot projects and spread them to the whole country in due course, and expand natural gas consumption simultaneously through the introduction of mid-cut gas prices and so on.
