【摘要】：針對(duì)新常態(tài)下中國工業(yè)技術(shù)創(chuàng)新資源配置的現(xiàn)狀,基于價(jià)值鏈視角,文章從研發(fā)投入、非研發(fā)投入、科技成果產(chǎn)出、產(chǎn)業(yè)成果產(chǎn)出四個(gè)方面構(gòu)建工業(yè)技術(shù)創(chuàng)新資源配置評(píng)價(jià)指標(biāo)體系,以2011-2014年中國30個(gè)省級(jí)地區(qū)的工業(yè)面板數(shù)據(jù)為樣本,運(yùn)用最大熵投影尋蹤耦合模型、泰爾指數(shù)和探索性空間數(shù)據(jù)分析法,對(duì)工業(yè)技術(shù)創(chuàng)新資源配置的地區(qū)差異、差異成因以及時(shí)空格局變化進(jìn)行實(shí)證研究。結(jié)果表明,一方面,我國工業(yè)技術(shù)創(chuàng)新資源配置持續(xù)呈現(xiàn)出一種東高西低的非均衡態(tài)勢,區(qū)域內(nèi)和區(qū)域間差異對(duì)總差異的影響程度大致相當(dāng),東部地區(qū)內(nèi)部差異尤為突出;另一方面,我國工業(yè)技術(shù)創(chuàng)新資源配置整體上表現(xiàn)為正的空間自相關(guān),即配置高的地區(qū)相鄰,配置低的地區(qū)相鄰,但相關(guān)性具有增強(qiáng)-減弱-增強(qiáng)的階段特征,整體高值集聚性逐漸增強(qiáng),省際工業(yè)技術(shù)創(chuàng)新資源配置存在不同的集聚模式,局部地區(qū)的集聚狀態(tài)發(fā)生時(shí)空格局演變,但總體空間分布格局隨著時(shí)間推移并沒有發(fā)生根本性變化。
[Abstract]:In view of the current situation of China's industrial technological innovation resources allocation under the new normal, based on the value chain perspective, the article from the R & D investment, non-R & D input, scientific and technological achievements output, The evaluation index system of industrial technological innovation resource allocation is constructed in four aspects of industrial achievement and output. Taking the industrial panel data of 30 provincial regions in China from 2011-2014 as a sample, the maximum entropy projection pursuit coupling model is used. Based on the Terre index and exploratory spatial data analysis, this paper makes an empirical study on the regional differences, the causes of the differences and the changes of spatial and temporal patterns of industrial technological innovation resources. The results show that, on the one hand, the allocation of industrial technological innovation resources in our country continues to present a kind of unbalanced situation of east high and west low, and the influence of the regional and interregional differences on the total difference is about the same, especially in the eastern region. On the other hand, the allocation of industrial technological innovation resources in China as a whole shows positive spatial autocorrelation, that is, adjacent regions with high allocation and adjacent areas with low allocation, but the correlation is characterized by the phase of enhancement, abatement and enhancement. The overall high value agglomeration is gradually enhanced, and there are different agglomeration patterns in the allocation of inter-provincial industrial technological innovation resources, and the spatial and temporal patterns of local agglomeration have evolved. But the overall spatial distribution pattern has not changed fundamentally over time.
