【摘要】：礦產(chǎn)資源總量控制是礦產(chǎn)資源管理的重要手段之一,總量控制指標(biāo)分配是否科學(xué)合理,關(guān)系礦產(chǎn)資源總量控制政策的效果。本文針對(duì)礦產(chǎn)資源總量控制指標(biāo)分配的問題,以黑龍江省石墨資源總量控制指標(biāo)分配問題為實(shí)踐對(duì)象,選取對(duì)指標(biāo)分配有重大影響的因素,通過建立石墨資源優(yōu)勢(shì)度指標(biāo)體系,利用綜合評(píng)價(jià)法和比例分配法2種方法,確定出總量控制指標(biāo)分配給各地區(qū)的數(shù)值。
[Abstract]:The total quantity control of mineral resources is one of the important means of mineral resources management. Whether the distribution of total quantity control indexes is scientific and reasonable is related to the effect of the total quantity control policy of mineral resources. In this paper, aiming at the problem of the distribution of the total quantity control index of mineral resources, taking the distribution of the total quantity control index of the graphite resources in Heilongjiang Province as the practical object, selecting the factors which have a great influence on the distribution of the indexes, and establishing the index system of the degree of the graphite resources superiority. By using two methods, the comprehensive evaluation method and the proportional distribution method, the value of the total quantity control index allocated to each region is determined.
