【摘要】：本文利用30個(gè)省2005-2014年的面板數(shù)據(jù),在將綠色工藝創(chuàng)新分為清潔生產(chǎn)技術(shù)創(chuàng)新與末端治理技術(shù)創(chuàng)新兩種模式的基礎(chǔ)上,研究了不同環(huán)境管制工具對(duì)工業(yè)綠色工藝創(chuàng)新的影響。結(jié)果表明:三同時(shí)制度、排污費(fèi)制度、研發(fā)投入、市場需求對(duì)清潔生產(chǎn)技術(shù)創(chuàng)新和末端治理技術(shù)創(chuàng)新均具有積極作用;地區(qū)居民環(huán)保意識(shí)、市場制度均產(chǎn)生了負(fù)影響;環(huán)境影響評(píng)價(jià)制度、行政處罰案件數(shù)的影響均不顯著;市場競爭僅對(duì)清潔生產(chǎn)技術(shù)創(chuàng)新產(chǎn)生了顯著促進(jìn)作用,環(huán)境政策法規(guī)具有負(fù)向影響;而工業(yè)環(huán)境治理成本、環(huán)境投訴處理率僅對(duì)末端治理技術(shù)創(chuàng)新產(chǎn)生了顯著正向影響,污染治理投資制度僅對(duì)末端治理技術(shù)創(chuàng)新具有明顯抑制作用;企業(yè)規(guī)模對(duì)清潔生產(chǎn)技術(shù)創(chuàng)新產(chǎn)生了顯著的抑制作用,而對(duì)末端治理技術(shù)創(chuàng)新產(chǎn)生了顯著的促進(jìn)作用。綜合來看,除工業(yè)環(huán)境治理成本外,其余環(huán)境管制工具對(duì)兩種綠色工藝創(chuàng)新模式的影響具有一定滯后性。
[Abstract]:Based on panel data of 30 provinces from 2005 to 2014, this paper studies the effects of different environmental control tools on industrial green process innovation on the basis of dividing green process innovation into two models: cleaner production technology innovation and end management technology innovation. The results show that: 3 simultaneous system, sewage charge system, R & D investment, market demand have positive effects on cleaner production technology innovation and terminal management technology innovation, and local residents' awareness of environmental protection and market system have a negative impact; The impact of environmental impact assessment system and the number of administrative punishment cases are not significant; market competition has only a significant role in promoting cleaner production technology innovation, environmental policies and regulations have a negative impact; and industrial environmental governance costs, The rate of handling environmental complaints only has a significant positive impact on the technological innovation of terminal governance, and the investment system of pollution control only has a significant inhibitory effect on the technological innovation of terminal governance. The scale of enterprises has a significant inhibitory effect on the technological innovation of cleaner production and a significant promoting effect on the technological innovation of terminal governance. In a word, except for the cost of industrial environment treatment, the influence of other environmental control tools on the two green process innovation modes is lagging behind to a certain extent.
