【摘要】：隨著科技高速發(fā)展,企業(yè)想要依靠技術(shù)領(lǐng)先和工藝水平在市場中獲取競爭優(yōu)勢越來越難。電子制造業(yè)企業(yè)對于原材料以及供應(yīng)商的依賴程度相當(dāng)大,來自于原材料的風(fēng)險主要有價格風(fēng)險,交付風(fēng)險,品質(zhì)風(fēng)險和服務(wù)風(fēng)險,因此,如何抓好企業(yè)的采購管理,控制企業(yè)的這一系列采購風(fēng)險就成了擺在廣大中小企業(yè)管理層面前的一個重要而迫切的任務(wù),加強(qiáng)對中小企業(yè)的采購管理的研究具有重要意義。TS公司由于成立時間短、規(guī)模小,缺乏核心競爭力,在采購模塊的活動上存在一系列的風(fēng)險,并越來越制約著企業(yè)的生存與發(fā)展。本文在對采購管理相關(guān)理論進(jìn)行綜述的基礎(chǔ)上,將理論與實(shí)踐相結(jié)合,主要采用案例研究方法,通過對TS公司的采購管理現(xiàn)狀進(jìn)行調(diào)查和分析,總結(jié)了 TS公司采購管理存在的問題,包括采購部門績效考核指標(biāo)不完善、供應(yīng)商管理體系不健全、采購管理的流程不夠完善、沒有建立完善的采購風(fēng)險管控體系等等。分析了形成這些問題的原因,包括尚未樹立起戰(zhàn)略采購的理念、采購人員專業(yè)技能有待進(jìn)一步提升、采購管理的制度化需要進(jìn)一步完善,并針對這些問題及原因,提出了 TS公司采購管理優(yōu)化的對策建議:主要包括強(qiáng)化戰(zhàn)略采購理念,加強(qiáng)采購風(fēng)險管理;優(yōu)化采購流程,加強(qiáng)采購制度建設(shè);加強(qiáng)供應(yīng)商關(guān)系管理,提升采購工作績效;完善采購部門績效管理,加強(qiáng)采購團(tuán)隊(duì)建設(shè)等等。并從轉(zhuǎn)變經(jīng)理層觀念、樹立以能為本的用人理念、確實(shí)完善供應(yīng)商激勵制度、完善購管理優(yōu)化效果評估體系等方面提出了 TS公司采購管理優(yōu)化的實(shí)施保障,以最大限度地規(guī)避風(fēng)險,提升企業(yè)市場競爭力。
[Abstract]:With the rapid development of science and technology, it is more and more difficult for enterprises to gain competitive advantage in the market. Electronic manufacturing enterprises rely heavily on raw materials and suppliers. The risks from raw materials include price risk, delivery risk, quality risk and service risk. Controlling this series of procurement risks of enterprises has become an important and urgent task in front of the management of small and medium-sized enterprises. It is of great significance to strengthen the research on procurement management of small and medium-sized enterprises. Lack of core competitiveness, there are a series of risks in purchasing module activities, and more restrict the survival and development of enterprises. On the basis of summarizing the relevant theories of purchasing management, this paper combines the theory with practice, mainly adopts the case study method, through investigating and analyzing the current situation of purchase management in TS Company. This paper summarizes the existing problems of procurement management in TS company, including the imperfect performance evaluation index of procurement department, the imperfect supplier management system, the imperfect process of procurement management, the failure to establish a perfect procurement risk control system and so on. This paper analyzes the reasons for these problems, including the fact that the concept of strategic procurement has not been established, the professional skills of procurement personnel need to be further improved, the institutionalization of procurement management needs to be further improved, and aiming at these problems and reasons, This paper puts forward some countermeasures and suggestions for the optimization of procurement management of TS Company: strengthening the strategic purchasing concept, strengthening the risk management of procurement, optimizing the procurement process, strengthening the construction of procurement system, strengthening the management of supplier relations, and improving the performance of procurement work. Improve procurement department performance management, strengthen procurement team building and so on. And from the aspects of changing the concept of manager, setting up the idea of employing people based on ability, perfecting the incentive system of suppliers, and perfecting the evaluation system of the effect of purchasing management optimization, the paper puts forward the implementation guarantee of the optimization of purchasing management in TS Company. In order to avoid risks to the maximum extent, enhance the competitiveness of enterprises in the market.
