【摘要】：隨著中國(guó)實(shí)施改革開放的偉大創(chuàng)舉進(jìn)一步推進(jìn),中國(guó)經(jīng)濟(jì)發(fā)展迅速,隨著經(jīng)濟(jì)總量的逐漸強(qiáng)大,經(jīng)濟(jì)發(fā)展中所消耗的能源也會(huì)越來(lái)越多,然而目前中國(guó)的能源資源十分短缺,因此在經(jīng)濟(jì)發(fā)展中出現(xiàn)了能源供應(yīng)不足的情況,這在一定程度上限制了經(jīng)濟(jì)發(fā)展的步伐,不利于中國(guó)綜合實(shí)力的進(jìn)一步提高。面對(duì)這樣的狀況,中國(guó)必須要從其他國(guó)家進(jìn)口能源產(chǎn)品,以此滿足經(jīng)濟(jì)發(fā)展的需求。俄羅斯本身能源資源十分豐富,對(duì)外(特別是中國(guó))出口能源資源一直以來(lái)就是俄羅斯增加本國(guó)收入的一種方式,因此俄羅斯愿意與中國(guó)建立能源貿(mào)易領(lǐng)域的穩(wěn)固的合作關(guān)系,碳?xì)浠衔镱惸茉促Y源成為主要出口能源類型,這對(duì)于發(fā)展俄羅斯本國(guó)的經(jīng)濟(jì)具有重要作用。因此,中俄兩國(guó)在能源資源貿(mào)易領(lǐng)域,尤其是天然氣和石油,具有非常廣闊的合作前景�；ダセ莸馁Q(mào)易合作也為兩國(guó)繼續(xù)建設(shè)長(zhǎng)期戰(zhàn)略合作伙伴奠定了堅(jiān)實(shí)基礎(chǔ)。俄羅斯和中國(guó)在天然氣和石油等能源資源貿(mào)易的戰(zhàn)略合作上,達(dá)成了一致,這對(duì)于雙方來(lái)說(shuō)是共贏的,而且符合兩國(guó)的根本利益。中國(guó)與俄羅斯一直以來(lái)有著良好的政治關(guān)系,而且當(dāng)今中俄全面戰(zhàn)略協(xié)作伙伴關(guān)系進(jìn)入了新階段。在地理位置上,俄羅斯和中國(guó)屬于鄰近國(guó)家,領(lǐng)土接壤,歐亞大陸橋的建設(shè)使得兩國(guó)在人員、資源上的運(yùn)輸更加便利,加之中國(guó)需求量巨大的石油和天然氣等能源資源在俄羅斯能源開采比重較大,這些都為兩國(guó)建立能源合作伙伴關(guān)系提供了便利。此項(xiàng)合作對(duì)于貿(mào)易雙發(fā)都有重要影響。對(duì)于中國(guó)來(lái)說(shuō),不僅補(bǔ)充了中國(guó)在經(jīng)濟(jì)發(fā)展的過(guò)程中急需的天然氣和石油等短缺能源,而且促進(jìn)了經(jīng)濟(jì)的進(jìn)一步發(fā)展,優(yōu)化了中國(guó)能源資源的發(fā)展,有利于中國(guó)經(jīng)濟(jì)的可持續(xù)發(fā)展。對(duì)俄羅斯來(lái)說(shuō),兩國(guó)建立能源合作關(guān)系,對(duì)于俄羅斯能源市場(chǎng)的發(fā)展起到了極大的促進(jìn)作用,特別是使得天然氣和石油所占的市場(chǎng)份額進(jìn)一步擴(kuò)大。與此同時(shí),加快了俄羅斯西伯利亞地區(qū)以及遠(yuǎn)東地區(qū)的開發(fā)速度。由此可見雙方在此項(xiàng)合作中的共贏關(guān)系。俄羅斯與中國(guó)能源合作的研究越來(lái)越重要,對(duì)于兩國(guó)的發(fā)展來(lái)說(shuō)都是非常有意義的,但是在俄羅斯與中國(guó)的能源合作中不可避免地會(huì)出現(xiàn)了一些問(wèn)題,只有妥善的解決這些問(wèn)題,才能促進(jìn)俄羅斯與中國(guó)能源合作的進(jìn)一步發(fā)展。
[Abstract]:With the great innovation of China's reform and opening up, China's economy is developing rapidly, and with the gradual strengthening of the total economic volume, more and more energy will be consumed in economic development. However, at present, China's energy resources are very short. Therefore, there is a shortage of energy supply in economic development, which limits the pace of economic development to a certain extent and is not conducive to the further improvement of China's comprehensive strength. Faced with this situation, China must import energy products from other countries to meet the needs of economic development. Russia itself is rich in energy resources, and the export of energy resources to foreign countries (especially China) has always been a way for Russia to increase its own income. Therefore, Russia is willing to establish a solid cooperative relationship with China in the field of energy trade. Hydrocarbon energy resource has become the main export energy type, which plays an important role in the development of Russia's own economy. Therefore, China and Russia have very broad prospects for cooperation in the field of energy and resources trade, especially natural gas and oil. Mutually beneficial trade cooperation has also laid a solid foundation for the two countries to continue to build long-term strategic partners. Russia and China have agreed on strategic cooperation on trade in energy and resources, such as natural gas and oil, which is win-win for both sides and is in the fundamental interest of both countries. China and Russia have always had good political relations, and the comprehensive strategic cooperative partnership between China and Russia has entered a new stage. Geographically, Russia and China belong to neighboring countries, bordering their territories. The construction of the Eurasian Continental Bridge has made the transportation of personnel and resources more convenient between the two countries. In addition, China's huge demand for oil and gas and other energy resources in Russia's large proportion of energy extraction, these have facilitated the establishment of an energy partnership between the two countries. This cooperation has an important impact on both sides of the trade. For China, it not only complements the shortage of energy sources such as natural gas and oil, which China urgently needs in the process of economic development, but also promotes the further development of the economy and optimizes the development of China's energy resources. It is conducive to the sustainable development of China's economy. For Russia, the establishment of energy cooperation between the two countries has played a great role in promoting the development of Russia's energy market, especially in expanding the market share of natural gas and oil. At the same time, the speed of development in Siberia and the far East of Russia has been accelerated. This shows the win-win relationship between the two sides in this cooperation. The research on energy cooperation between Russia and China is becoming more and more important, and it is very meaningful for the development of both countries. But in the energy cooperation between Russia and China, some problems will inevitably arise. Only by properly solving these problems can we promote the further development of energy cooperation between Russia and China.
