【摘要】：兩化融合,即工業(yè)化和信息化的深度融合,是指電子信息技術(shù)廣泛應(yīng)用到工業(yè)生產(chǎn)的各個(gè)環(huán)節(jié),信息化成為工業(yè)企業(yè)經(jīng)營管理的常規(guī)手段以信息化帶動(dòng)工業(yè)化、以工業(yè)化促進(jìn)信息化,走新型工業(yè)化道路。兩化融合的核心就是信息化支撐,追求可持續(xù)發(fā)展模式。兩化融合重信息化進(jìn)程和工業(yè)化進(jìn)程不再相互獨(dú)立進(jìn)行,不再是單方的帶動(dòng)和促進(jìn)關(guān)系,而是兩者在技術(shù)、產(chǎn)品、管理等各個(gè)層面相互交融,彼此不可分割,并催生工業(yè)電子、工業(yè)軟件、工業(yè)信息服務(wù)業(yè)等新產(chǎn)業(yè)。兩化融合是工業(yè)化和信息化發(fā)展到一定階段的必然產(chǎn)物。隨著人類進(jìn)入信息社會(huì),信息化在經(jīng)濟(jì)社會(huì)發(fā)展中扮演的角色越發(fā)重要,新一代信息技術(shù)在推動(dòng)制造業(yè)轉(zhuǎn)型升級(jí)中的作用越發(fā)明顯,兩化融合的需求越發(fā)強(qiáng)烈。以德國、美國、日本等為代表的世界主要發(fā)達(dá)國家都在積極搶占制造業(yè)下一個(gè)發(fā)展制高點(diǎn),紛紛提出了工業(yè)4.0、工業(yè)互聯(lián)網(wǎng)、制造業(yè)回歸等重大戰(zhàn)略,超前謀劃、深入布局。新常態(tài)下,我國密集出臺(tái)了"中國制造2025"、"互聯(lián)網(wǎng)+"等多個(gè)涉及兩化融合的國家戰(zhàn)略,以更加主動(dòng)和積極的姿態(tài)推進(jìn)兩化融合這一歷史進(jìn)程,實(shí)現(xiàn)彎道超車。鹽城市作為二、三線城市的代表,在兩化融合進(jìn)程中做了有益的嘗試與探索,取得了一定的成效,但也存在著許多問題。因此,有必要對(duì)鹽城當(dāng)前兩化融合的現(xiàn)狀與推進(jìn)政策進(jìn)行分析,在此基礎(chǔ)上研究提出鹽城市兩化融合的重點(diǎn)領(lǐng)域與建議對(duì)策,推動(dòng)鹽城工業(yè)經(jīng)濟(jì)的轉(zhuǎn)型升級(jí)與健康快速發(fā)展。本文綜合運(yùn)用了文獻(xiàn)研究法、案例分析法、實(shí)證分析法,對(duì)鹽城市兩化融合的現(xiàn)狀做了分析,提出了政府在推進(jìn)兩化融合過程中存在的問題,并給出了相應(yīng)的對(duì)策建議。本文共分七個(gè)部分,第一章是緒論,闡述了論文的編寫背景與研究的方法;第二章是核心概念與相關(guān)理論,主要解釋了兩化融合涉及的學(xué)理概念與公共管理學(xué)理論基礎(chǔ);第三章是鹽城市兩化融合政策生成背景,主要從政治、環(huán)境、工業(yè)、信息化四個(gè)方面闡釋了鹽城兩化融合政策生成的基礎(chǔ);第四章從產(chǎn)業(yè)政策理論的角度進(jìn)行剖析,闡述了鹽城市兩化融合的現(xiàn)行政策;第五章是鹽城市兩化融合現(xiàn)狀分析,通過調(diào)研問卷的分析,對(duì)鹽城市兩化融合整體水平做出一個(gè)客觀評(píng)價(jià);第六章提出了鹽城市政府在推進(jìn)兩化融合進(jìn)程中存在的問題及原因;第七章是國內(nèi)其他地區(qū)兩化融合成功案例分析,通過與青島、南京、重慶等地的比較,得出對(duì)鹽城兩化融合的啟示;第八章是鹽城市推進(jìn)兩化融合的對(duì)策建議,從七大領(lǐng)域四個(gè)方面給出了鹽城市推進(jìn)兩化融合的政策路徑。
[Abstract]:The integration of the two industries, that is, the deep integration of industrialization and information technology, refers to the extensive application of electronic information technology to all aspects of industrial production. Information technology has become a routine means of management and management of industrial enterprises. Promote informationization with industrialization, walk new industrialization road. The core of the integration of the two is the support of information and the pursuit of sustainable development model. The integration of the two processes and the industrialization process are no longer independent of each other and no longer a one-sided driving and promoting relationship, but are intermingled with each other at the various levels of technology, products, management, etc., and they are inseparable from each other and give birth to industrial electronics. Industrial software, industrial information services and other new industries. Integration of the two is the inevitable outcome of industrialization and informatization development to a certain stage. As mankind enters the information society, information plays an increasingly important role in the economic and social development. The role of the new generation of information technology in promoting the transformation and upgrading of manufacturing industry becomes more and more obvious, and the demand for the integration of the two becomes more and more intense. The world's major developed countries, represented by Germany, the United States and Japan, are actively seizing the next commanding height of the development of the manufacturing industry. They have put forward major strategies such as industry 4.0, the industrial Internet, and the return of the manufacturing industry, so as to plan ahead and make a thorough layout. Under the new normal condition, our country has introduced "made in China 2025", "Internet" and many other national strategies involving the integration of the two systems, so as to push forward the historical process of the integration of the two systems with a more active and positive attitude, and to realize the detour overtaking. As the representative of the second and third tier cities, Yancheng City has made a beneficial attempt and exploration in the process of the integration of the two cities, and has achieved certain results, but there are also many problems. Therefore, it is necessary to analyze the current situation and promotion policy of Yancheng's current integration of the two industries, and on this basis, to study and put forward the key areas and suggestions for the integration of Yancheng and Yancheng, and to promote the transformation, upgrading and healthy and rapid development of the industrial economy of Yancheng. This paper synthetically uses the literature research method, the case analysis method, the demonstration analysis method, has made the analysis to the present situation of the Yancheng two transformation fusion, has proposed the government in the advancement two transformation fusion process existence question, and has proposed the corresponding countermeasure suggestion. This paper is divided into seven parts: the first chapter is the introduction, the second chapter is the core concepts and related theories, which mainly explains the academic concepts involved in the integration of the two methods and the theoretical basis of public management. The third chapter is the background of the formation of the integration policy of Yancheng, mainly from the political, environmental, industrial, information four aspects of the formation of the integration policy of Yancheng, the fourth chapter from the perspective of industrial policy analysis, The fifth chapter is the analysis of the current situation of the integration of the two systems in Yancheng City, and an objective evaluation of the overall level of the integration of the two cities is made through the analysis of the questionnaire. Chapter six puts forward the problems and reasons of Yancheng municipal government in the process of promoting the integration of the two cities. The seventh chapter analyzes the successful cases of the integration of the two systems in other regions of China, and compares them with Qingdao, Nanjing, Chongqing, etc. The eighth chapter is the countermeasures and suggestions to promote the integration of the two transformation in Yancheng City, and gives the policy path of promoting the integration of the two cities from seven major areas and four aspects.
