【摘要】：軍民融合發(fā)展已經(jīng)上升為我國(guó)的國(guó)家戰(zhàn)略。軍工產(chǎn)業(yè)關(guān)系國(guó)家戰(zhàn)略安全,因此對(duì)價(jià)格不敏感,能夠在前沿和重大關(guān)鍵技術(shù)的開發(fā)、產(chǎn)業(yè)化過(guò)程中發(fā)揮重要作用,但軍工產(chǎn)品需求規(guī)模小、軍工企業(yè)數(shù)量少的特點(diǎn)又會(huì)造成封閉的軍工體系效率低、成本高。民用產(chǎn)業(yè)規(guī)模大、需求多元、企業(yè)數(shù)量多、產(chǎn)業(yè)分工細(xì)化,因此技術(shù)創(chuàng)新活躍,生產(chǎn)效率高,具有成本優(yōu)勢(shì)。通過(guò)軍民深度融合,不僅有利于帶動(dòng)民用高科技產(chǎn)業(yè)的發(fā)展,而且有利于提高軍工產(chǎn)業(yè)的效率,增強(qiáng)國(guó)防安全保障。軍民融合具有不同的層次,其深入推進(jìn)需要相關(guān)體制、機(jī)制和政策調(diào)整,也需要生產(chǎn)組織方式的變革。
[Abstract]:The development of military and civilian integration has become the national strategy of our country. The military industry is related to national strategic security, so it is not sensitive to price and can play an important role in the development and industrialization of leading edge and key technologies, but the demand for military products is small. The small number of military enterprises will result in low efficiency and high cost of closed military industry system. The scale of civil industry is large, the demand is diverse, the number of enterprises is many, and the division of labor is fine, so the technological innovation is active, the production efficiency is high, and the cost advantage is high. The deep integration of military and civilian is not only conducive to the development of civil high-tech industry, but also conducive to improving the efficiency of the military industry and strengthening the security of national defense. There are different levels of civil-military integration, which needs the adjustment of relevant system, mechanism and policy, and the transformation of production organization.
