新能源汽車產(chǎn)業(yè)公眾意識培育策略——北京數(shù)據(jù)與國際經(jīng)驗

【摘要】:全球新能源汽車產(chǎn)業(yè)發(fā)展的實踐表明,公眾意識的培育和提升對于產(chǎn)業(yè)發(fā)展至關(guān)重要。以"態(tài)度—行為缺口"為出發(fā)點,構(gòu)建以政策認(rèn)知、技術(shù)與產(chǎn)品認(rèn)知、環(huán)境價值認(rèn)知3個方面為核心的中國新能源汽車產(chǎn)業(yè)公眾意識培育缺口的分析框架。應(yīng)用該分析框架,通過分析和對比北京數(shù)據(jù),發(fā)現(xiàn)北京新能源汽車領(lǐng)域的公眾意識培育關(guān)鍵缺口在于公眾意識與政策實施效果、技術(shù)與產(chǎn)品性能、環(huán)境價值和環(huán)境效益等方面存在較大的差距。在此基礎(chǔ)上,選取新能源汽車產(chǎn)業(yè)發(fā)展較好的美國、德國、法國、日本和荷蘭等國家,總結(jié)和剖析這些國家成功的公眾培育經(jīng)驗。結(jié)合國際經(jīng)驗和北京實踐,認(rèn)為可以通過完善政策體系及其實施效果、推廣新技術(shù)和新產(chǎn)品并鼓勵商業(yè)模式創(chuàng)新、開發(fā)示范項目以提升環(huán)境價值這3個方面策略來培育和提升北京新能源汽車產(chǎn)業(yè)公眾意識。
[Abstract]:The practice of the development of new energy automobile industry shows that the cultivation and promotion of public consciousness is of great importance to the development of the industry. Taking the "attitude and behavior gap" as the starting point, this paper constructs an analytical framework of the gap in public awareness cultivation of China's new energy automobile industry, which focuses on three aspects: policy cognition, technology and product cognition, and environmental value cognition. By analyzing and comparing Beijing data, it is found that the key gap of public awareness in the field of new energy vehicles in Beijing lies in public awareness and the effect of policy implementation, technology and product performance. There is a big gap in environmental value and environmental benefit. On this basis, the successful public training experiences of these countries are summarized and analyzed, including the United States, Germany, France, Japan and the Netherlands, which have better development of the new energy automobile industry. In combination with international experience and Beijing practice, it is believed that new technologies and products can be promoted and business model innovations can be encouraged by improving the policy system and its implementation effects, To develop demonstration projects to enhance environmental value of the three strategies to cultivate and enhance Beijing's new energy automotive industry public awareness.
