【摘要】：正在經(jīng)過(guò)四年的"營(yíng)業(yè)稅改征增值稅"改革(以下簡(jiǎn)稱"營(yíng)改增")試點(diǎn)后,2016年5月1日起我國(guó)全面推行增值稅。實(shí)行"營(yíng)改增"后對(duì)不同的行業(yè)有不同的影響,施工企業(yè)具有產(chǎn)品空間固定、作業(yè)相對(duì)分散、流動(dòng)性強(qiáng)等特性,需要按照項(xiàng)目實(shí)行分級(jí)成本核算。由于項(xiàng)目的施工周期較長(zhǎng),需要預(yù)先墊支較多的資金,會(huì)造成企業(yè)周轉(zhuǎn)困難,且通過(guò)競(jìng)價(jià)中標(biāo)的建筑產(chǎn)品不具備成本轉(zhuǎn)嫁能力,"營(yíng)改增"的稅收政策對(duì)建筑企業(yè)造成了一定的影響,原有的建筑定額標(biāo)準(zhǔn)已經(jīng)不適
[Abstract]:After four years'"Business tax Reform and Value-added tax" reform (hereinafter referred to as "Business Reform and increase"), China has been implementing VAT in an all-round way since May 1, 2016. The construction enterprise has the characteristics of fixed product space, relatively dispersed operation, strong fluidity and so on, so it is necessary to carry out hierarchical cost accounting according to the project. Due to the long construction period of the project and the need to advance more funds in advance, the enterprise will have difficulty in turnover. Moreover, the construction products won the bid by bidding do not have the ability to transfer the cost, so the tax policy of "management reform and increase" has a certain impact on the construction enterprises, and the original standard of construction quota has been unsuitable.
