能源消費結(jié)構(gòu)優(yōu)化視角下的中國區(qū)域能源效率研究

【摘要】:隨著全球經(jīng)濟(jì)的持續(xù)發(fā)展,人類對于能源的需求與日俱增,我國作為全球經(jīng)濟(jì)增長的重要引擎,仍然處于能源需求總量的上升階段。在我國經(jīng)濟(jì)進(jìn)入“新常態(tài)”的新形勢下,能源結(jié)構(gòu)不合理、總量增長過快、資源約束增強(qiáng)等問題仍然是制約我國經(jīng)濟(jì)社會發(fā)展的關(guān)鍵問題。隨著我國加快推進(jìn)供給側(cè)結(jié)構(gòu)性改革,能源供給結(jié)構(gòu)和需求結(jié)構(gòu)正在發(fā)生深刻變革。黨的十八大明確提出“堅持資源節(jié)約和保護(hù)環(huán)境的基本國策”;黨的十八屆五中全會將“綠色發(fā)展”作為“十三五”規(guī)劃的五大發(fā)展理念之一,提出進(jìn)一步推動能源消費革命,在控制能源消費總量的前提下,加強(qiáng)節(jié)能降耗,確保國家能源安全。由于我國區(qū)域多方面的差異性,導(dǎo)致的能源結(jié)構(gòu)與效率差異是我國能源發(fā)展的基本現(xiàn)實。當(dāng)前,如何準(zhǔn)確認(rèn)識我國能源結(jié)構(gòu)和效率的差異,針對性的提出能源效率提升政策,對于我國構(gòu)建現(xiàn)代能源體系、推動能源生產(chǎn)和消費革命、實現(xiàn)綠色發(fā)展具有重要的理論和現(xiàn)實意義。本文首先選取能源消費結(jié)構(gòu)作為研究視角,通過柯布-道格拉斯生產(chǎn)函數(shù),取得相應(yīng)系數(shù)以顯示GDP與三類一次能源的比例關(guān)系,從而將籠統(tǒng)的GDP增長數(shù)據(jù)進(jìn)行分離,獲取由一次能源消費所帶來的GDP增長量;隨后,利用數(shù)據(jù)包絡(luò)分析法,對上述增量連同一次能源投入等指標(biāo)進(jìn)行測算,得出更為客觀的省際能源效率指標(biāo);最終,運用所獲得的效率數(shù)據(jù)及一次能源投入量,對不同能源效率區(qū)域進(jìn)行松弛變量分析,獲得能夠提高能源利用效率的區(qū)域能源消費結(jié)構(gòu)目標(biāo)值。本文的創(chuàng)新之處在于對GDP數(shù)據(jù)進(jìn)行前期處理,獲取僅由一次能源投入所產(chǎn)生的GDP增量,從而使隨后的DEA模型結(jié)論更為合理、更具說服力。在進(jìn)行效率分析的同時,改進(jìn)了指標(biāo)體系,突出全面性,充分考慮了相關(guān)負(fù)產(chǎn)出的測算。對全國區(qū)域運用松弛變量法測算達(dá)到最佳效率的能源結(jié)構(gòu)目標(biāo)值,以供行政規(guī)劃參考。
[Abstract]:With the continuous development of global economy, the demand for energy is increasing day by day. As an important engine of global economic growth, China is still in the rising stage of total energy demand. Under the new situation of China's economy entering the "new normal", the energy structure is unreasonable, the total amount increases too fast, and the resource constraints are strengthened, and so on, which are still the key problems restricting the economic and social development of our country. As our country speeds up the structural reform on the supply side, the structure of energy supply and demand is undergoing profound changes. The 18th National Congress of the Party clearly put forward "the basic national policy of adhering to the policy of saving resources and protecting the environment." the Fifth Plenary session of the 18th CPC Central Committee took "green development" as one of the five development concepts of the 13th Five-Year Plan, and proposed further promoting the revolution in energy consumption. Under the premise of controlling total energy consumption, we should strengthen energy conservation and reduce energy consumption to ensure national energy security. The difference of energy structure and efficiency is the basic reality of energy development in China. At present, how to accurately understand the difference of energy structure and efficiency in our country and put forward the policy of improving energy efficiency will promote the revolution of energy production and consumption in order to construct the modern energy system in our country. The realization of green development has important theoretical and practical significance. This paper firstly selects the energy consumption structure as the research angle, obtains the corresponding coefficient through the Cobb-Douglas production function to show the relation between GDP and three kinds of primary energy, and then separates the general GDP growth data. Get the GDP growth caused by primary energy consumption. Then, using the data envelopment analysis, we measure the above increment together with the primary energy input to get more objective inter-provincial energy efficiency indicators. Using the efficiency data and the input of primary energy, the relaxation variables of different energy efficiency regions are analyzed, and the target value of energy consumption structure in different energy efficiency regions is obtained. The innovation of this paper is that the GDP data is processed in the early stage, and the GDP increment produced by the primary energy input is obtained, which makes the conclusion of the subsequent DEA model more reasonable and persuasive. In the process of efficiency analysis, the index system is improved, and the measurement of related negative output is fully taken into account. The relaxation variable method is used to calculate the target value of energy structure to achieve the best efficiency in the whole country for the reference of administrative planning.
