【摘要】:安全與生產(chǎn)一直以來(lái)都是相互作用的矛盾的統(tǒng)一體,兩者之間既有正相關(guān)又有反相關(guān),安全問(wèn)題緊緊圍繞在生產(chǎn)的始終,生產(chǎn)過(guò)程也必須格外關(guān)注安全問(wèn)題。火電企業(yè)是支撐國(guó)民經(jīng)濟(jì)的重要發(fā)電企業(yè),這決定了火電企業(yè)同其他行業(yè)在安全生產(chǎn)的責(zé)任方面有著很大的不同。火電企業(yè)安全生產(chǎn)不僅關(guān)系到本企業(yè)職工的生命財(cái)產(chǎn)安全,同時(shí)也影響著國(guó)民經(jīng)濟(jì)的發(fā)展和社會(huì)的穩(wěn)定。社會(huì)經(jīng)濟(jì)的飛速發(fā)展使得安全管理問(wèn)題得到了從國(guó)家至基層工作人員的對(duì)重視,因此火力發(fā)電企業(yè)的安全管理也不得不提出提出更高的要求,火電企業(yè)的安全生產(chǎn)工作也面臨更高標(biāo)準(zhǔn)的挑戰(zhàn)。近年來(lái),隨著中國(guó)生產(chǎn)企業(yè)管理水平的不斷進(jìn)步,精益管理作為一種先進(jìn)的管理思想和方法被引入中國(guó)。國(guó)內(nèi)一些電力企業(yè)也進(jìn)行了精益管理的有益探索,特別是將精益管理的一些理論與方法應(yīng)用于電力企業(yè)安全生產(chǎn)實(shí)踐中,取得了一定效果。但是,學(xué)術(shù)界對(duì)此的研究還不多,對(duì)于火電企業(yè)安全精益管理的理論研究就更少。為此,開展火電企業(yè)安全精益化管理的理論與實(shí)踐的研究,不僅是對(duì)精益管理理論與實(shí)踐的豐富與完善,同時(shí)也將有助于精益管理理論在火電企業(yè)的推廣和應(yīng)用。通過(guò)綜合運(yùn)用精益管理與安全管理的相關(guān)理論,建立并實(shí)施安全精益管理方案,必將對(duì)火電企業(yè)升級(jí)改造、提升安全管理水平發(fā)揮重要的作用。因此,本文的研究具有一定的學(xué)術(shù)價(jià)值和實(shí)踐意義。本文從火電企業(yè)安全生產(chǎn)管理遇到的問(wèn)題出發(fā),搜集整理了大量安全管理相關(guān)的資料和文獻(xiàn),并對(duì)火電企業(yè)進(jìn)行了實(shí)地調(diào)研,總結(jié)歸納了國(guó)內(nèi)外火電企業(yè)安全管理的大量實(shí)踐經(jīng)驗(yàn),結(jié)合精益化管理的思想和工具,對(duì)火電企業(yè)安全精益管理進(jìn)行了深入研究。本文首先總結(jié)了我國(guó)火電企業(yè)安全生產(chǎn)所面臨的嚴(yán)峻形勢(shì),由此引出了本課題研究的背景及意義;其次,總結(jié)了安全管理理論、精益化管理理論和管理工具等基礎(chǔ)知識(shí),對(duì)火力企業(yè)安全生產(chǎn)精益化管理內(nèi)涵及內(nèi)容展開了細(xì)致的研究;第三,通過(guò)對(duì)我國(guó)火電企業(yè)安全管理現(xiàn)狀的深入研究,分析了存在的問(wèn)題以及其成因;第四,構(gòu)建了安全精益管理的總體框架,將此框架應(yīng)用到T發(fā)電公司,提出了T發(fā)電公司管理安全、人員安全、設(shè)備安全和環(huán)境安全精益化管理詳細(xì)方案并進(jìn)行了實(shí)施;最后,針對(duì)T公司安全精益管理實(shí)施的效果建立了評(píng)價(jià)模型,構(gòu)建評(píng)價(jià)指標(biāo)體系,利用層次分析法和熵值法進(jìn)行指標(biāo)權(quán)重的計(jì)算,最后綜合運(yùn)用灰色綜合評(píng)價(jià)法和多級(jí)物元可拓模型對(duì)安全精益化管理的實(shí)施效果進(jìn)行了評(píng)價(jià)。希望本文能夠?qū)痣娖髽I(yè)開展安全精益化管理提供一些新的思路和方法。
[Abstract]:Safety and production have always been the contradictory unity of interaction, there is both positive and negative correlation between the two, safety issues are closely around the production from beginning to end, the production process must pay special attention to safety issues.Thermal power enterprises are important power generation enterprises to support the national economy, which determines that thermal power enterprises are different from other industries in the responsibility of safe production.The safety production of thermal power enterprises is not only related to the life and property safety of employees, but also affects the development of national economy and social stability.With the rapid development of social economy, the problem of safety management has been paid more attention to from the state to the grassroots, so the safety management of thermal power enterprises has to put forward higher requirements.The safe production of thermal power enterprise also faces the challenge of higher standard.In recent years, with the development of management level of Chinese production enterprises, lean management is introduced into China as an advanced management thought and method.Some domestic electric power enterprises have also carried on the beneficial exploration of lean management, especially some theories and methods of lean management have been applied to the safety production practice of electric power enterprises, and some results have been obtained.However, there is not much academic research on this, and the theoretical research on safety lean management of thermal power enterprises is even less.Therefore, the research on the theory and practice of lean management in thermal power enterprises is not only the enrichment and perfection of the theory and practice of lean management, but also contributes to the promotion and application of lean management theory in thermal power enterprises.Through the comprehensive application of relevant theories of lean management and safety management, the establishment and implementation of safety lean management scheme will certainly play an important role in upgrading and upgrading thermal power enterprises and improving safety management level.Therefore, the research of this paper has certain academic value and practical significance.Starting from the problems encountered in the safety management of thermal power enterprises, this paper collects and collates a large number of relevant information and documents on safety management, and carries out a field investigation on thermal power enterprises.This paper sums up a large number of practical experiences in safety management of thermal power enterprises at home and abroad, and makes a deep study on safety lean management of thermal power enterprises in combination with the ideas and tools of lean management.This paper first summarizes the severe situation faced by thermal power enterprises in our country, which leads to the background and significance of this research; secondly, summarizes the basic knowledge of safety management theory, lean management theory and management tools, etc.The connotation and content of lean management of fire power enterprise safety production is studied in detail. Thirdly, through the in-depth study of the present situation of safety management in thermal power enterprises in China, the existing problems and their causes are analyzed.The overall framework of safety lean management is constructed and applied to T power generation company. The detailed scheme of management safety, personnel safety, equipment safety and environmental safety lean management of T power generation company is put forward and implemented.According to the effect of safety lean management in T Company, the evaluation model is established, the evaluation index system is constructed, and the index weight is calculated by using AHP and entropy method.Finally, the implementation effect of safety lean management is evaluated by using grey comprehensive evaluation method and multistage matter-element extension model.It is hoped that this paper can provide some new ideas and methods for thermal power enterprises to carry out lean safety management.
