藥品集團采購組織的市場競爭效應(yīng)——基于我國GPO試點的理論分析

【摘要】:中國醫(yī)藥衛(wèi)生體制改革中"看病難,看病貴"的問題依然存在,醫(yī)療保險基金支出壓力巨大。本文通過理論建模,發(fā)現(xiàn)藥品集團采購組織(GPO)通過第三方的集中競價模式,提高采購效率,降低藥品價格,對于降低醫(yī)療費用具有直接正向作用。同時,集團采購的組織形式對于緩解中國醫(yī)療體系中存在的公立醫(yī)院壟斷,實現(xiàn)"醫(yī)藥分開"具有一定的輔助作用。另外,藥品GPO作為具有壟斷勢力的買方,在藥品采購時的非中立性可能會損害上游醫(yī)藥企業(yè)的公平競爭,長此以往甚至會損害藥品的多樣性;過分追求降價的不合理措施反而會導致潛在壟斷與劣質(zhì)服務(wù)。因此,我國在進行GPO改革時,一定要注意競爭效應(yīng),可以在GPO層面引入競爭,防止GPO對公平競爭市場秩序的破壞。
[Abstract]:In the reform of Chinese medical and health system, the problem of "difficult and expensive to see a doctor" still exists, and the expenditure of medical insurance fund is under great pressure.Through theoretical modeling, it is found that GPOs, through the centralized bidding mode of the third party, can improve the purchasing efficiency and reduce the drug price, which has a direct positive effect on reducing the medical cost.At the same time, the organizational form of group procurement is helpful to alleviate the monopoly of public hospitals in Chinese medical system and to realize the separation of medicine and medicine.In addition, as a buyer with monopoly power, the non-neutrality of drug GPO in drug procurement may damage the fair competition of upstream pharmaceutical enterprises, and even damage the diversity of drugs in the long run.Excessive pursuit of unreasonable measures to reduce prices will lead to potential monopolies and poor quality services.Therefore, our country must pay attention to the competition effect when carrying on the GPO reform, may introduce the competition in the GPO level, prevents the GPO to the fair competition market order destruction.
