“一帶一路”下黑龍江省煤炭產(chǎn)業(yè)服務(wù)外包問(wèn)題研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,煤炭資源的生產(chǎn)與消費(fèi)方式在不斷變革,國(guó)際及國(guó)內(nèi)市場(chǎng)上煤炭供求關(guān)系也在不斷變化。煤炭產(chǎn)業(yè)目前普遍面臨著產(chǎn)能過(guò)剩和效益低下等問(wèn)題,加之綠色生態(tài)與節(jié)能減排等經(jīng)濟(jì)建設(shè)新要求的倒逼,煤炭產(chǎn)業(yè)的轉(zhuǎn)型升級(jí)已是大勢(shì)所趨。就黑龍江省煤炭產(chǎn)業(yè)發(fā)展現(xiàn)狀而言,目前存在著供需嚴(yán)重不平衡、企業(yè)連年虧損、企業(yè)工人嚴(yán)重富余、職工分流難等諸多問(wèn)題。黑龍江省煤炭產(chǎn)業(yè)若要實(shí)現(xiàn)可持續(xù)發(fā)展,不能再單純依靠傳統(tǒng)化的發(fā)展方式,而應(yīng)尋求新的發(fā)展路徑。事實(shí)上,國(guó)家"一帶一路"戰(zhàn)略發(fā)展規(guī)劃頒布之后,煤炭市場(chǎng)的國(guó)內(nèi)與國(guó)際經(jīng)濟(jì)環(huán)境開(kāi)始發(fā)生了變化,黑龍江省煤炭產(chǎn)業(yè)也在這一戰(zhàn)略背景下迎來(lái)了新的發(fā)展機(jī)遇。"一帶一路"沿線的許多國(guó)家煤炭資源較為豐富,黑龍江省煤炭產(chǎn)業(yè)可以利用其自身的技術(shù)、人力等方面的優(yōu)勢(shì),與這些地區(qū)形成優(yōu)勢(shì)互補(bǔ),將生產(chǎn)領(lǐng)域延伸到國(guó)外,實(shí)現(xiàn)煤炭企業(yè)的順勢(shì)"走出去"。借助"一帶一路"戰(zhàn)略來(lái)實(shí)現(xiàn)黑龍江省煤炭企業(yè)"走出去"將在很大程度上解決黑龍江省煤炭產(chǎn)業(yè)發(fā)展中面臨的產(chǎn)能過(guò)剩和職工分流難等問(wèn)題,而"走出去"的最有效路徑就是以我省煤炭企業(yè)作為接包方,承接跨國(guó)服務(wù)外包。因此,文章立足于黑龍江省煤炭產(chǎn)業(yè)如何發(fā)展的問(wèn)題,探究了服務(wù)外包對(duì)經(jīng)濟(jì)增長(zhǎng)、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、就業(yè)以及技術(shù)進(jìn)步的作用機(jī)理,在此基礎(chǔ)上,分析了我省煤炭產(chǎn)業(yè)及其服務(wù)外包的發(fā)展現(xiàn)狀以及發(fā)展中存在的制約因素,進(jìn)而明確了黑龍江省煤炭產(chǎn)業(yè)發(fā)展服務(wù)外包的必要性和可行性。然后,進(jìn)行"一帶一路"下黑龍江省煤炭產(chǎn)業(yè)發(fā)展服務(wù)外包的模式構(gòu)建,其中分析合作基礎(chǔ)是前提,研究合作空間是模式構(gòu)建的首要環(huán)節(jié),通過(guò)分析"一帶一路"沿線國(guó)家的煤炭資源稟賦情況,明確黑龍江省煤炭產(chǎn)業(yè)開(kāi)展服務(wù)外包業(yè)務(wù)的合作對(duì)象,進(jìn)而研究并制定出符合我省煤炭產(chǎn)業(yè)發(fā)展所需的四種服務(wù)外包合作方式,包括"一種生產(chǎn)+兩種投資"的全部外包方式、"對(duì)內(nèi)合作+對(duì)外合作"的新型BPO外包方式、"生產(chǎn)為主+后勤為輔"的勞務(wù)外包方式和選擇性外包方式。最后,針對(duì)以上研究?jī)?nèi)容,從政府層面和企業(yè)層面兩個(gè)角度為黑龍江省煤炭產(chǎn)業(yè)更好的開(kāi)展服務(wù)外包業(yè)務(wù)提出相應(yīng)的對(duì)策建議,政府層面建議包括提供良好的法律保障、加強(qiáng)對(duì)煤企"走出去"指導(dǎo)和服務(wù)、深化國(guó)際間交流合作、加強(qiáng)金融支持力度;企業(yè)層面建議包括注入綠色發(fā)展的經(jīng)營(yíng)理念、注重文化差異管理、提升企業(yè)競(jìng)爭(zhēng)力、加強(qiáng)專(zhuān)業(yè)人才培養(yǎng)。
[Abstract]:With the development of economy, the mode of production and consumption of coal resources is constantly changing, and the relationship between supply and demand of coal is also changing in the international and domestic markets.At present, the coal industry is faced with the problems of overcapacity and low efficiency, and the new requirements of economic construction, such as green ecology and energy saving and emission reduction, have led to the transformation and upgrading of the coal industry.As far as the present situation of coal industry in Heilongjiang Province is concerned, there are many problems, such as serious imbalance between supply and demand, loss of enterprise year after year, serious surplus of workers, difficulty in diverting workers and so on.If the coal industry of Heilongjiang Province wants to realize the sustainable development, it should not simply rely on the traditional way of development, but should seek a new way of development.As a matter of fact, the domestic and international economic environment of the coal market has begun to change after the promulgation of the national "Belt and Road" strategic development plan, and the coal industry in Heilongjiang Province has also ushered in a new development opportunity under this strategic background. "Many countries along Belt and Road's route are rich in coal resources. The coal industry in Heilongjiang Province can make use of its own advantages in technology and manpower to complement the advantages of these areas and extend the production field to foreign countries.Coal enterprises to achieve the trend of "going out."The strategy of "Belt and Road" to realize the "going out" of coal enterprises in Heilongjiang Province will, to a large extent, solve the problems of overcapacity and the difficulty of diverting workers and staff faced in the development of coal industry in Heilongjiang Province.And the most effective way to go out is to take the coal enterprises as the contracting parties to undertake transnational service outsourcing.Therefore, based on the problem of how to develop the coal industry in Heilongjiang Province, this paper explores the mechanism of service outsourcing on economic growth, upgrading of industrial structure, employment and technological progress.This paper analyzes the present situation of the coal industry and its service outsourcing in our province and the restrictive factors in the development, and then clarifies the necessity and feasibility of the development of the service outsourcing of the coal industry in Heilongjiang Province.Then, we construct the model of Heilongjiang coal industry development service outsourcing under Belt and Road, in which the basis of analysis and cooperation is the premise, and the research space of cooperation is the primary link of the mode construction.By analyzing the natural endowment of coal resources in the countries along the route of "Belt and Road", it is clear that the coal industry of Heilongjiang Province will cooperate in the service outsourcing business.Furthermore, the paper studies and formulates four modes of service outsourcing cooperation that meet the needs of the development of coal industry in our province.It includes the whole outsourcing mode of "one production and two investments", the new type of BPO outsourcing mode of "domestic cooperation and foreign cooperation", the labor outsourcing mode of "production as the main logistics auxiliary" and the selective outsourcing way.Finally, in view of the above research content, from the government level and the enterprise level two angles for Heilongjiang province coal industry to carry out the service outsourcing business to put forward the corresponding countermeasure suggestion, the government level suggestion includes provides the good legal safeguard,Strengthening guidance and services for coal enterprises to "go out", deepening international exchanges and cooperation, and strengthening financial support; suggestions at the enterprise level include injecting green development into the business philosophy, paying attention to the management of cultural differences, and enhancing the competitiveness of enterprises.Strengthen the training of professional talents.
