【摘要】：隨著經(jīng)濟(jì)的快速的發(fā)展,產(chǎn)業(yè)園區(qū)、科技園區(qū)、文化創(chuàng)意園區(qū)等經(jīng)濟(jì)組織形式已經(jīng)被世界各國所認(rèn)可和接受,因?yàn)樗兄锰飒?dú)厚的條件,統(tǒng)一完善的基礎(chǔ)設(shè)施、豐厚的人力資源、集中的優(yōu)惠政策及強(qiáng)力的經(jīng)濟(jì)輻射帶動(dòng)作用,這些因素都使得這種促進(jìn)經(jīng)濟(jì)增長的手段被迅速廣泛地應(yīng)用。而醫(yī)療器械產(chǎn)業(yè)園區(qū)也正是這種先進(jìn)經(jīng)濟(jì)推進(jìn)器在醫(yī)療衛(wèi)生行業(yè)的體現(xiàn),近年來隨著我國改革開放力度的逐步加深,醫(yī)療器械產(chǎn)業(yè)的變化也是日新月異,其發(fā)展勢頭迅猛。ZHM醫(yī)療器械產(chǎn)業(yè)園作為行業(yè)創(chuàng)新的實(shí)踐者和推動(dòng)者,在致力于成為具有影響力的健康產(chǎn)業(yè)集成運(yùn)營平臺(tái)的同時(shí),更是在不斷地加快發(fā)展步伐,醞釀著輻射全國乃至國際的高科技醫(yī)療器械產(chǎn)業(yè)園區(qū)的大戰(zhàn)略。當(dāng)前我國醫(yī)療器械行業(yè)繼續(xù)保持著良好的發(fā)展態(tài)勢,但普遍存在著企業(yè)生產(chǎn)規(guī)模小、產(chǎn)品影響力較弱等多方面的問題,同時(shí)又缺乏核心的關(guān)鍵技術(shù);國內(nèi)市場的高端醫(yī)療器械國產(chǎn)化率低,長期被外資品牌占據(jù),我國企業(yè)多聚焦在低附加值、低技術(shù)含量的醫(yī)療器械市場等諸多問題。上述情況嚴(yán)重阻礙著我國醫(yī)療器械企業(yè)向先進(jìn)型、高端型市場的發(fā)展。如何利用現(xiàn)有資源,整合國內(nèi)醫(yī)療器械市場,在國家政策的大力扶持下實(shí)現(xiàn)醫(yī)療器械行業(yè)的質(zhì)的飛躍已經(jīng)成為了亟待解決的使命。本文以醫(yī)療器械行業(yè)國內(nèi)外現(xiàn)狀形勢的對比作為切入點(diǎn),深刻地剖析了國內(nèi)醫(yī)療器械行業(yè)存在問題的原因,重點(diǎn)運(yùn)用PEST、SWOT分析法對ZHM醫(yī)療器械產(chǎn)業(yè)園進(jìn)行了全面的解析。在面臨國外醫(yī)療器械產(chǎn)業(yè)占據(jù)主導(dǎo)的劣勢下,制定科學(xué)合理的戰(zhàn)略規(guī)劃,充分挖掘政策優(yōu)勢、科技優(yōu)勢、金融優(yōu)勢、建設(shè)優(yōu)勢等。通過大量的文獻(xiàn)資料及實(shí)地調(diào)研,文中給出了ZHM醫(yī)療器械產(chǎn)業(yè)園應(yīng)緊緊圍繞“園區(qū)運(yùn)營、產(chǎn)業(yè)引領(lǐng)”的雙輪驅(qū)動(dòng)的發(fā)展原則,積極鼓勵(lì)創(chuàng)新型、環(huán)保型、有潛力的中高端醫(yī)療器械生產(chǎn)企業(yè)入園,充分發(fā)揮產(chǎn)業(yè)集群效應(yīng),制定短、中、長期發(fā)展目標(biāo),通過載體租售、創(chuàng)新孵化、產(chǎn)業(yè)投資等多渠道實(shí)現(xiàn)園區(qū)的利潤增長,進(jìn)一步提升園區(qū)的綜合競爭能力,創(chuàng)建品牌效應(yīng)和實(shí)現(xiàn)輻射帶動(dòng)作用。醫(yī)療器械行業(yè)是我國“十三五”規(guī)劃的重點(diǎn)產(chǎn)業(yè),隨著2016年醫(yī)藥生物產(chǎn)業(yè)政策相繼出臺(tái)落地,醫(yī)療器械行業(yè)必將迎來了歷史性的發(fā)展機(jī)遇,其前景也必然可期。
[Abstract]:With the rapid economic development, industrial parks, science and technology parks, cultural and creative parks and other forms of economic organization have been recognized and accepted by all countries in the world, because it has unique conditions and unified and perfect infrastructure. Rich human resources, concentrated preferential policies and strong economic radiation drive, These factors have made this means of promoting economic growth rapidly and widely used. And the Medical Devices Industrial Park is the embodiment of this advanced economic propeller in the medical and health industry. In recent years, with the deepening of China's reform and opening up, the medical device industry is changing with each passing day, and its development momentum is swift and violent. ZHM medical device industry park is the practitioner and promoter of industry innovation. While committed to becoming an influential integrated operating platform for the health industry, it is also accelerating its pace of development. At present, China's medical device industry continues to maintain a good development trend, but there is generally a small scale of enterprise production. At the same time, the domestic market has low localization rate of high-end medical devices, has been occupied by foreign brands for a long time, and Chinese enterprises focus on low added value. The medical device market with low technology content and many other problems. The above situation seriously hinders the development of the medical device enterprises in our country to the advanced and high-end market. How to utilize the existing resources to integrate the domestic medical device market, With the support of national policy, it has become an urgent task to realize the qualitative leap of the medical device industry. This paper takes the comparison of the current situation of the medical device industry at home and abroad as the starting point. This paper deeply analyzes the causes of the problems existing in the domestic medical device industry, and focuses on the comprehensive analysis of the ZHM medical device industry park by using the PEST-SWOT analysis method. In the face of the inferiority of the foreign medical device industry occupying the dominant position, Make scientific and reasonable strategic plan, fully excavate policy advantage, science and technology advantage, financial advantage, construction advantage, etc. Through a lot of documents and field investigation, this paper puts forward that ZHM medical device industry park should close around "park operation," The development principle of "industry leading", encouraging innovative, environment-friendly and potential medical device manufacturing enterprises to enter the park, giving full play to the effect of industrial cluster, setting short, medium and long term development goals, and renting and selling through carrier, Innovation and hatching, industrial investment, and other multi-channels to achieve the park's profit growth, further enhance the comprehensive competitiveness of the park, create brand effects and achieve the role of radiation. The medical device industry is a key industry in the 13th Five-Year Plan of our country. With the introduction of the medical and biological industry policy in 2016, the medical device industry will usher in a historic development opportunity, and its prospects are certain.
