【摘要】：自1978年以來,我國的工業(yè)得到了長足的發(fā)展,工業(yè)技術(shù)水平有了很大的提高,工業(yè)結(jié)構(gòu)也在不斷的優(yōu)化。從目前的情況來看,我國的工業(yè)現(xiàn)代化水平較發(fā)達(dá)國家還存在一定差距。要想縮小與發(fā)達(dá)國家的差距,保持國民經(jīng)濟(jì)的持續(xù)穩(wěn)定增長,全面建成小康社會,就必須把技術(shù)進(jìn)步作為經(jīng)濟(jì)發(fā)展的重中之重,提高技術(shù)進(jìn)步對工業(yè)結(jié)構(gòu)優(yōu)化升級的促進(jìn)作用,對經(jīng)濟(jì)增長的貢獻(xiàn)程度。技術(shù)引進(jìn)作為推動技術(shù)進(jìn)步的主要方式,能夠快速的縮小我國與發(fā)達(dá)國家的技術(shù)差距,所以探討技術(shù)引進(jìn)到工業(yè)結(jié)構(gòu)升級的傳導(dǎo)機(jī)制具有重要的意義。本文在緒論中總結(jié)了中外學(xué)者對技術(shù)引進(jìn)和工業(yè)結(jié)構(gòu)以及兩者之間相關(guān)性的理論。第一章,對技術(shù)引進(jìn)的相關(guān)定義、引進(jìn)模式以及影響效果的因素進(jìn)行了詳細(xì)的闡述,同時,介紹了工業(yè)結(jié)構(gòu)升級的定義和一般模式。從需求和供給兩個方面介紹了技術(shù)引進(jìn)促進(jìn)工業(yè)結(jié)構(gòu)升級的傳導(dǎo)機(jī)制,并在此基礎(chǔ)上提出了該傳導(dǎo)機(jī)制運(yùn)行的必備條件,包括技術(shù)配套、規(guī)模配套和管理能力配套。第二章分時段介紹了自新中國成立以來技術(shù)引進(jìn)和工業(yè)結(jié)構(gòu)升級的發(fā)展歷程,并分析了不同階段存在的問題,同時,觀察二者是否具有相應(yīng)的協(xié)同發(fā)展趨勢。第三章選取了技術(shù)引進(jìn)合同總金額和工業(yè)增加值兩個指標(biāo),利用格蘭杰因果檢驗(yàn)和協(xié)整檢驗(yàn)兩種計(jì)量方法,對技術(shù)引進(jìn)對工業(yè)結(jié)構(gòu)升級的影響進(jìn)行了實(shí)證研究。得出技術(shù)引進(jìn)是工業(yè)結(jié)構(gòu)升級的格蘭杰原因,但二者不具備協(xié)同發(fā)展趨勢。這說明技術(shù)引進(jìn)對工業(yè)結(jié)構(gòu)升級確實(shí)有推動作用。接下來就二者為什么不具有協(xié)同趨勢進(jìn)行了解釋,主要是因?yàn)槲覀儧]有為技術(shù)引進(jìn)提供一個良好的內(nèi)部環(huán)境。第四章,提出了三點(diǎn)政策建議。首先,建立技術(shù)引進(jìn)一體化管理體制,加強(qiáng)技術(shù)引進(jìn)合理性評估,明確技術(shù)引進(jìn)重點(diǎn),設(shè)立職、權(quán)、責(zé)分明的技術(shù)引進(jìn)管理機(jī)構(gòu);其次,建立技術(shù)引進(jìn)宏微觀機(jī)制,為企業(yè)技術(shù)引進(jìn)創(chuàng)造良好的外部基礎(chǔ),組織企業(yè)間以及科研單位的合作研發(fā),嚴(yán)格實(shí)行知識產(chǎn)權(quán)體系,重視對風(fēng)險資本的投資;最后,加速完善市場體系,充分發(fā)揮價值規(guī)律的作用,形成市場供求決定價格的機(jī)制,培育和完善技術(shù)市場。
[Abstract]:Since 1978, China's industry has made great progress, the level of industrial technology has been greatly improved, and the industrial structure has been continuously optimized. In order to narrow the gap between China and the developed countries, to maintain the sustained and stable growth of the national economy, and to build a well-off society in an all-round way, It is necessary to take technological progress as the most important part of economic development, to improve the contribution of technological progress to the optimization and upgrading of industrial structure and to economic growth, and to introduce technology as the main way to promote technological progress. Can quickly narrow the technological gap between China and developed countries, Therefore, it is of great significance to explore the transmission mechanism between the introduction of technology and the upgrading of industrial structure. In the introduction, this paper summarizes the theories of technology introduction and industrial structure as well as the correlation between them. At the same time, the definition of technology introduction, the model of technology introduction and the factors influencing the effect are elaborated in detail. This paper introduces the definition and general mode of industrial structure upgrading, introduces the transmission mechanism of technology introduction to promote industrial structure upgrading from two aspects of demand and supply, and puts forward the necessary conditions for the operation of the transmission mechanism. The second chapter introduces the development process of technology introduction and industrial structure upgrading since the founding of New China, and analyzes the problems in different stages. The third chapter selects the total amount of technology introduction contract and industrial added value two indicators, using Granger causality test and cointegration test two measurement methods, This paper makes an empirical study on the influence of technology introduction on the upgrading of industrial structure, and concludes that technology introduction is the Granger cause of industrial structure upgrading. But the two do not have the trend of synergistic development. This shows that the introduction of technology does promote the upgrading of industrial structure, and then explains why the two do not have the trend of synergy. This is mainly because we have not provided a good internal environment for the introduction of technology. In chapter four, we put forward three policy recommendations. First, we should establish an integrated management system for technology introduction and strengthen the evaluation of the rationality of technology introduction. Make clear the key points of technology introduction, set up the management organization of technology introduction with clear position, right and responsibility; secondly, establish macro and micro mechanism of technology introduction, create a good external foundation for technology introduction of enterprises, and organize cooperation and research and development among enterprises and scientific research units. Finally, we should speed up the improvement of the market system, give full play to the role of the law of value, form the mechanism of market supply and demand to determine the price, and cultivate and perfect the technology market.
