【摘要】：2015年3月12日,十二屆全國人大三次會議提出來,要把軍民融合發(fā)展上升為國家戰(zhàn)略,新出臺的《關(guān)于經(jīng)濟(jì)建設(shè)和國防建設(shè)融合發(fā)展“十三五”規(guī)劃》,明確把建設(shè)國家軍民融合綜合公共服務(wù)平臺作為重大示范項(xiàng)目。把軍民融合發(fā)展上升為國家戰(zhàn)略,是黨中央從國家安全和發(fā)展戰(zhàn)略全局作出的重大決策,是全面建成小康社會進(jìn)程中實(shí)現(xiàn)富國和強(qiáng)軍相統(tǒng)一的必由之路。有國家層面的戰(zhàn)略部署,還必須有戰(zhàn)役層面上的規(guī)劃、戰(zhàn)術(shù)層面的組織實(shí)施,戰(zhàn)略目的才能實(shí)現(xiàn)。當(dāng)前制約我國軍民融合深度發(fā)展的因素很多,其中既有體制機(jī)制層面的,也有屬于具體操作層面的。特別是軍民融合中民營企業(yè)參與國防工業(yè)面臨的制約更加突出,也是當(dāng)前理論界和政府、國有軍工企業(yè)、民營企業(yè)最需要破解的實(shí)際問題。為了尋找一條破解民企參與國防工業(yè)的有效途徑,首先,論文對國內(nèi)外軍民融合的歷史進(jìn)行了研究和解讀,對國內(nèi)外軍民融合由來和方式方法進(jìn)行了比較。其次,論文對陜西省軍民融合中民企參軍進(jìn)行了調(diào)查研究,對西安、寶雞、陜南等地民營企業(yè)參與國防工業(yè)領(lǐng)域的方法和途徑進(jìn)行了分析,從最初的軍轉(zhuǎn)民,到民進(jìn)軍,民營企業(yè)能過各自不同的探索,通過提高自身的技術(shù)和產(chǎn)品標(biāo)準(zhǔn),實(shí)現(xiàn)了進(jìn)軍國防工業(yè)領(lǐng)域的目的。再次,論文對西安兵器基地的發(fā)展情況、歷史機(jī)遇和比較優(yōu)勢進(jìn)行了分析研究,西安兵器基地作為軍工企業(yè)和地方政府合作共建的軍民融合專業(yè)園區(qū),具有獨(dú)特的先天優(yōu)勢,軍工企業(yè)本身就與軍隊(duì)建立了良好的合作關(guān)系,通過軍民融合專業(yè)園區(qū)的產(chǎn)業(yè)聚集和技術(shù)集成,特別是軍民融合專業(yè)園區(qū)的保密性,能夠完全搭建起民營企業(yè)參與國防軍工領(lǐng)域的通道。民營企業(yè)通過技術(shù)對標(biāo)、參與核心裝備的研發(fā)、生產(chǎn)或者配套,逐步完成從向民用領(lǐng)域到國防軍工領(lǐng)域的滲透。最后,論文通過對西安兵器基地項(xiàng)目規(guī)劃和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整設(shè)想,體制機(jī)制、法律政策、技術(shù)創(chuàng)新等方面的策略研究,軍隊(duì)、地方政府和傳統(tǒng)軍工企業(yè)深度合作,共建國家級軍民融合綜合公共服務(wù)平臺,通過軍民兩用科技資源整合、企業(yè)混合所有制度改革和搭建軍地雙向通道,規(guī)劃設(shè)計(jì)一個軍民融合的示范園區(qū),通過項(xiàng)目規(guī)劃、項(xiàng)目布局和項(xiàng)目建設(shè),可以實(shí)現(xiàn)有效破解軍民融合中民參軍困境的關(guān)鍵課題。
[Abstract]:On March 12, 2015, the third session of the 12th National people's Congress proposed that the integration of the military and the people should be upgraded to a national strategy. The new "Thirteenth Five-Year Plan" on the Integration of Economic Construction and National Defense Construction, explicitly regards the construction of a comprehensive public service platform for the national military-civilian integration as a major demonstration project, and raises the development of military-civilian integration into a national strategy. It is an important decision made by the Party Central Committee from the overall situation of the national security and development strategy, and is the only way to realize the unity of rich countries and strong troops in the process of building a well-off society in an all-round way. There are strategic plans at the national level, and there must also be plans at the campaign level. At the tactical level, the implementation of the organization can achieve the strategic goal. At present, there are many factors restricting the deep development of military and civilian integration in our country, among which there are institutional mechanisms, There are also specific operational aspects. In particular, the constraints faced by private enterprises in participating in the national defense industry in the process of military and civilian integration are even more prominent. They are also the current theorists, governments, and state-owned military enterprises. In order to find an effective way to solve the private enterprises' participation in national defense industry, firstly, the paper studies and interprets the history of military and civil integration at home and abroad. The origin and methods of civil-military integration at home and abroad are compared. Secondly, the paper investigates and studies the participation of civil enterprises in the military and civilian integration in Shaanxi Province, and makes an investigation on Xi'an and Baoji. The ways and means for private enterprises to participate in the field of national defense industry in southern Shaanxi and other places have been analyzed. From the initial conversion of military to civilian, to the march of people, private enterprises can make different explorations and improve their own technology and product standards. Third, the paper analyzes the development, historical opportunity and comparative advantage of Xi'an weapon base. Xi'an Armament Base, as a specialized zone of military and civilian integration built jointly by military industry enterprises and local governments, has unique innate advantages, and the military industry enterprises themselves have established a good cooperative relationship with the army. Through the industrial agglomeration and technology integration of the military and civilian integration specialized parks, especially the confidentiality of the military and civilian integration specialized parks, the private enterprises can completely set up channels for private enterprises to participate in the field of national defense military industry. Participate in the research and development, production or supporting of core equipment, and gradually complete the infiltration from civilian to national defense military industry. Finally, through the project planning and industrial structure adjustment of Xi'an weapon base, the paper proposes, systems, mechanisms, laws and policies, Strategic research on technological innovation, in-depth cooperation among the military, local governments and traditional military industry enterprises, joint establishment of a comprehensive public service platform for the integration of national military and civil affairs, and integration of dual-use scientific and technological resources through the integration of military and civilian science and technology resources, The enterprise mixes all the system reform and builds the military-civilian two-way channel, plans and designs a demonstration park of the military-civilian integration, through the project planning, the project layout and the project construction, can realize the effective solution in the military and civilian fusion the civilian enlist the military difficult position the key topic.
