【摘要】：十八大以來(lái),隨著經(jīng)濟(jì)體制改革,我國(guó)電力體制進(jìn)入新一輪改革發(fā)展時(shí)期,電網(wǎng)企業(yè)的發(fā)展方向、競(jìng)爭(zhēng)格局都將隨之發(fā)生比較大的變化。"準(zhǔn)許成本+合理收益"的轉(zhuǎn)變、售電端業(yè)務(wù)的市場(chǎng)化開(kāi)放,這兩大變化對(duì)于我國(guó)電網(wǎng)企業(yè)來(lái)說(shuō),帶來(lái)不僅是諸多發(fā)展機(jī)遇,更多的是嚴(yán)峻的挑戰(zhàn)。因此,對(duì)我國(guó)電力體制改革與電網(wǎng)企業(yè)發(fā)展規(guī)劃與未來(lái)運(yùn)營(yíng)、管理等戰(zhàn)略調(diào)整存在的關(guān)系進(jìn)行分析、論證和深入研究,并使之能夠符合電力體制改革的潮流,是我國(guó)所有電網(wǎng)企業(yè)在電力體制改革中取得更好發(fā)展所要解決的首要問(wèn)題。本文以南方電網(wǎng)為例,分析提出南方電網(wǎng)在新一輪電力體制改革背景下,特別是電改"9號(hào)文"發(fā)布后的戰(zhàn)略方向和應(yīng)對(duì)策略。在結(jié)合戰(zhàn)略管理相關(guān)理論的基礎(chǔ)上,在南方電網(wǎng)的經(jīng)營(yíng)實(shí)際之上,通過(guò)對(duì)中美歐電力體制改革進(jìn)行對(duì)比,運(yùn)用PEST和SWOT分析法,對(duì)電力體制改革下南方電網(wǎng)的內(nèi)、部環(huán)境、優(yōu)劣形式,發(fā)展機(jī)遇及挑戰(zhàn)等進(jìn)行分析,本文提出南方電網(wǎng)戰(zhàn)略方向(精益化管理、市場(chǎng)化發(fā)展),基于戰(zhàn)略方向,提出保守型發(fā)展策略和進(jìn)取型發(fā)展成策略并存的模式謀求發(fā)展,并詳細(xì)提出通過(guò)具體的業(yè)務(wù)運(yùn)營(yíng)策略和發(fā)展支撐戰(zhàn)略,使得公司能夠適應(yīng)改革發(fā)展需要,謀求新的發(fā)展。通過(guò)本文的研究,希望能夠在一定程度上對(duì)新一輪電力體制改革背景下南方電網(wǎng)發(fā)展提供參考,同時(shí)對(duì)其他電網(wǎng)企業(yè)甚至電力相關(guān)企業(yè)探索符合我國(guó)企業(yè)發(fā)展的模式起到借鑒作用。
[Abstract]:Since the 18 National Congress, with the reform of the economic system, the electric power system of our country has entered a new period of reform and development, and the development direction and competition pattern of the power grid enterprises will be changed greatly. The market-oriented opening of power sale end business brings not only a lot of development opportunities, but also a severe challenge to the power grid enterprises in our country. Therefore, the reform of power system and the development planning and future operation of power grid enterprises in our country. The relationship between management and other strategic adjustments should be analyzed, demonstrated and studied in depth, and it will be able to conform to the trend of the reform of the electric power system. This paper takes Southern Power Grid as an example to analyze and propose that Southern Power Grid is in the background of a new round of electric power system reform. In particular, the strategic direction and countermeasures after the release of the "9th text" of the electricity reform. On the basis of combining the relevant theories of strategic management, and on the basis of the operation practice of Southern Power Grid, the paper compares the reform of power system between China, the United States and Europe. By using PEST and SWOT analysis method, this paper analyzes the internal and external environment, advantages and disadvantages, development opportunities and challenges of Southern Power Grid under the reform of power system, and puts forward the strategic direction of Southern Power Grid (lean management). Market-oriented development, based on the strategic direction, put forward a conservative development strategy and enterprising development strategy co-exist to seek development, and put forward in detail through the specific business operation strategy and development support strategy, So that the company can adapt to the needs of reform and development, and seek new development. Through the research of this paper, I hope to provide a reference for the development of Southern Power Grid in the context of the new round of electric power system reform. At the same time, it can be used as a reference for other power grid enterprises and even electric power related enterprises to explore the mode that conforms to the development of Chinese enterprises.
