【摘要】：隨著煤炭工業(yè)的發(fā)展,煤炭開發(fā)所帶來的諸多問題,分析了產(chǎn)生這些問題的關(guān)鍵原因在于煤炭開采具有較大的負(fù)外部性,指出對(duì)其進(jìn)行計(jì)量是完善價(jià)格體制和進(jìn)行補(bǔ)償?shù)幕A(chǔ)和難題。論文系統(tǒng)地從資源耗竭成本、環(huán)境成本、生態(tài)成本、安全負(fù)外部性成本四個(gè)方面提出計(jì)量模型,并用山西燕子山礦實(shí)際數(shù)據(jù)對(duì)模型進(jìn)行了驗(yàn)證,計(jì)算出該礦的負(fù)外部性成本。
[Abstract]:With the development of coal industry, many problems brought by coal exploitation are analyzed. The key reason for these problems lies in the negative externality of coal mining. It is pointed out that the measurement is the basis and difficult problem of perfecting the price system and compensating. This paper systematically puts forward the measurement model from four aspects: resource depletion cost, environmental cost, ecological cost, and safety negative externality cost. The model is verified by the actual data of Yanzishan Mine, Shanxi Province, and the negative externality cost of the ore is calculated.
