【摘要】：軍民融合發(fā)展過(guò)程中實(shí)施創(chuàng)新驅(qū)動(dòng),不僅有利于提高國(guó)防科技工業(yè)的自主創(chuàng)新能力,還有助于軍民深度融合發(fā)展。當(dāng)前,我國(guó)軍民融合發(fā)展中創(chuàng)新驅(qū)動(dòng)已取得一定成果,但仍存在軍民相對(duì)分離的傳統(tǒng)體制未發(fā)生根本性轉(zhuǎn)變、創(chuàng)新主體間協(xié)同機(jī)制不完善、中介機(jī)構(gòu)服務(wù)尚不能滿足市場(chǎng)需求、創(chuàng)新驅(qū)動(dòng)體系不健全等問(wèn)題。為此,應(yīng)通過(guò)構(gòu)建基于創(chuàng)新元素、結(jié)構(gòu)體系、創(chuàng)新環(huán)境的創(chuàng)新驅(qū)動(dòng)系統(tǒng),鼓勵(lì)軍民融合開放式協(xié)同創(chuàng)新合作,完善創(chuàng)新驅(qū)動(dòng)運(yùn)行機(jī)制,營(yíng)造創(chuàng)新驅(qū)動(dòng)實(shí)施的環(huán)境氛圍,進(jìn)而為軍民融合創(chuàng)新驅(qū)動(dòng)機(jī)制的有效實(shí)施提供保障。
[Abstract]:The implementation of innovation-driven in the process of military-civilian integration is not only conducive to improving the independent innovation capability of national defense science and technology industry, but also conducive to the development of military-civil-military integration. At present, some achievements have been made in the innovation drive in the development of military-civilian integration in China. However, there are still some problems, such as the traditional system of relative separation between military and civilian is not fundamentally changed, the coordination mechanism among innovation subjects is not perfect, the service of intermediary organizations can not meet the market demand, and the innovation driving system is not perfect, and so on. We should build innovation-driven system based on innovation elements, structure system and innovation environment, encourage the military and civilian to integrate open cooperative innovation cooperation, perfect innovation-driven operation mechanism, and create an environment atmosphere for innovation-driven implementation. Furthermore, it provides guarantee for the effective implementation of the innovative driving mechanism of military and civilian integration.
