【摘要】：隨著經(jīng)濟全球化進一步加強,國與國之間的競爭日益激烈,中國作為紡織出口大國,一方面承受著印度、越南等國的同業(yè)競爭,另一方面面臨著各國的貿(mào)易保護主義的壓力,在貿(mào)易保護行為中,技術(shù)貿(mào)易壁壘憑借自身合法性、隱蔽性、雙重性、靈活性等特點備受青睞。面對發(fā)達國家和發(fā)展中國家設(shè)置的種種技術(shù)性貿(mào)易壁壘,中國作為一個紡織出口大國,應(yīng)當熟知自身所處的環(huán)境,在承認技術(shù)貿(mào)易壁壘的前提下,深入研究。本文共五個部分,首先對前人的研究進行了梳理,認識了技術(shù)貿(mào)易壁壘的含義、Qg容、特點以及中國出口貿(mào)易遭遇技術(shù)貿(mào)易壁壘的原因,隨后總結(jié)了技術(shù)貿(mào)易壁壘對紡織出口的影響以及應(yīng)對技術(shù)貿(mào)易壁壘的措施。其次,從理論上分析技術(shù)貿(mào)易壁壘產(chǎn)生的原因,從前人的研究上,總結(jié)出目前技術(shù)貿(mào)易壁壘的量化指標以及測量TBT貿(mào)易效應(yīng)的方法,從理論上分析技術(shù)貿(mào)易壁壘的作用機制以及TBT對出口國的經(jīng)濟效應(yīng)。隨后,描述了紡織業(yè)出口貿(mào)易的現(xiàn)狀,主要分析了出口產(chǎn)品類型以及主要出口市場。結(jié)合中國TBT研究中心提供有關(guān)技術(shù)貿(mào)易壁壘的分析報告,從全球和主要出口市場兩個角度分析紡織出口貿(mào)易遭遇技術(shù)貿(mào)易壁壘的現(xiàn)狀;在總結(jié)現(xiàn)狀的同時,得出了紡織業(yè)遭遇技術(shù)貿(mào)易壁壘的新特點,如兒童服裝的出口是進口國關(guān)注的重要對象,技術(shù)貿(mào)易壁壘的擴散效應(yīng)日益明顯等。第四部分,從實證角度對提出的假說進行驗證,首先以美國、日本、英國、法國、德國等國對中國紡織產(chǎn)品的進口額與設(shè)置的技術(shù)貿(mào)易壁壘,分析技術(shù)貿(mào)易壁壘和紡織出口貿(mào)易的關(guān)系,隨后論證了不同類型的紡織產(chǎn)品出口總額與技術(shù)貿(mào)易壁壘的關(guān)系,比較技術(shù)貿(mào)易壁壘對它們的影響。第五部分根據(jù)上文的現(xiàn)狀描述、原因分析及實證結(jié)果,從政府、行業(yè)、企業(yè)的角度提出建議。本文主要的研究結(jié)論是:1)技術(shù)貿(mào)易壁壘具有雙重性,在短期,技術(shù)貿(mào)易壁壘與紡織出口貿(mào)易存在負相關(guān),在長期,技術(shù)貿(mào)易壁壘與出口貿(mào)易存在正相關(guān);2)技術(shù)貿(mào)易壁壘對不同類型的紡織出口產(chǎn)品的出口影響力不同,對服裝出口的影響大于對紡織原料、織物紡織品的影響。本文的創(chuàng)新之處,在于實證研究,本文的實證分析中將時間維度劃分為長期和中短期,分別做實證分析,并且將紡織產(chǎn)品細分三大類,進行對比分析,使實證分析更加深入。除此之外,本文結(jié)合現(xiàn)狀描述,提出與紡織相關(guān)的技術(shù)貿(mào)易壁壘呈現(xiàn)的幾點新特征。
[Abstract]:With the further strengthening of economic globalization and the increasingly fierce competition between countries, China, as a major textile exporter, is suffering from peer competition from India, Vietnam and other countries on the one hand, and is facing the pressure of trade protectionism from various countries on the other. In the course of trade protection, technical trade barriers are favored by their own legitimacy, concealment, duality, flexibility, etc. In the face of various technical barriers to trade set up by developed and developing countries, China, as a textile exporting country, should know its own environment well, under the premise of recognizing the technical trade barrier, deeply research. This article has five parts, first, has carried on the combing to the predecessor's research, The meaning and characteristics of technical trade barriers and the reasons why China's export trade encounters technical trade barriers are understood. Then, the influence of technical trade barriers on textile exports and the measures to deal with technical trade barriers are summarized. Secondly, From the theoretical analysis of the causes of technical barriers to trade, previous studies, summed up the current quantitative indicators of technical barriers to trade and the method of measuring the trade effects of TBT. This paper theoretically analyzes the mechanism of technical barriers to trade and the economic effects of TBT on exporting countries. Then, it describes the current situation of export trade in textile industry. This paper mainly analyzes the types of export products and the main export markets. In conjunction with the TBT Research Center of China, it provides an analytical report on technical barriers to trade. This paper analyzes the current situation of textile export trade encountered with technical trade barriers from the perspective of global and major export markets, and concludes the new characteristics of textile trade encountered by technical trade barriers while summing up the present situation. For example, the export of children's clothing is an important object of concern to importing countries, and the diffusion effect of technical barriers to trade is becoming increasingly obvious. Part 4th, from an empirical point of view, verifies the hypothesis put forward, first of all with the United States, Japan, Britain, France, Germany and other countries have analyzed the relationship between technical trade barriers and textile export trade, and then demonstrated the relationship between the total export volume of different types of textile products and technical trade barriers. Comparing the impact of technical barriers to trade on them. 5th part according to the above description of the current situation, cause analysis and empirical results, from the government, industry, The main conclusion of this paper is: (1) Technical barriers to trade have duality. In the short term, there is a negative correlation between technical trade barriers and textile export trade, and in the long run, there is a negative correlation between technical trade barriers and textile export trade. There is a positive correlation between technical barriers to trade and export trade. 2) Technical barriers to trade have different effects on the export of different types of textile exports, and the impact on garment exports is greater than on textile raw materials and textile fabrics. In the empirical research, the time dimension is divided into long-term and short-term, respectively, and the textile products are divided into three categories, which make the empirical analysis more in-depth. Based on the description of the present situation, this paper puts forward some new features of technical barriers to trade related to textiles.
