【摘要】：恩施州是全國最年輕的少數(shù)民族自治州,由于恩施州發(fā)展基礎(chǔ)薄弱、經(jīng)濟(jì)總量偏低、人均水平低與全國的平均水平以及小康程度低等的因素,脫貧攻堅(jiān)任重道遠(yuǎn)。因此,恩施州想要達(dá)到全國平均水平,實(shí)現(xiàn)與全國的同步小康,必須結(jié)合自身發(fā)展的實(shí)際以及恩施州所具有的各種生態(tài)優(yōu)勢,發(fā)展生態(tài)工業(yè),生態(tài)工業(yè)也是恩施州發(fā)展經(jīng)濟(jì)的最佳路徑選擇。自2010年以來,恩施州在習(xí)近平總書記系列重要講話精神的基礎(chǔ)上,制定了一系列發(fā)展生態(tài)工業(yè)的政策措施,為恩施州生態(tài)工業(yè)發(fā)展,生態(tài)工業(yè)園區(qū)建設(shè)、生態(tài)工業(yè)發(fā)展轉(zhuǎn)型等都創(chuàng)造了有利的政策環(huán)境。但是恩施州目前的生態(tài)工業(yè)發(fā)展與生態(tài)工業(yè)政策之間的矛盾關(guān)系突出,而現(xiàn)階段政策對(duì)需求的滿足程度如何,也是我們密切關(guān)注的問題,本研究從整體上以恩施州生態(tài)工業(yè)發(fā)展的政策文本為研究對(duì)象對(duì)政策現(xiàn)狀進(jìn)行分析,希望能夠找出恩施州生態(tài)工業(yè)發(fā)展政策的優(yōu)化路徑。本文的基本思路是運(yùn)用文獻(xiàn)研究法、案例分析法、實(shí)地調(diào)查法、總結(jié)和歸納法等研究方法,從恩施州政策文本的分析為基礎(chǔ),以恩施州生態(tài)工業(yè)發(fā)展現(xiàn)狀為載體,以恩施州生態(tài)工業(yè)發(fā)展政策的現(xiàn)狀、問題、原因?yàn)橥黄瓶?對(duì)恩施州生態(tài)工業(yè)發(fā)展政策取得的成效進(jìn)行透析,并通過相關(guān)政策的梳理以及國內(nèi)外生態(tài)工業(yè)發(fā)展政策的借鑒提出恩施州生態(tài)工業(yè)發(fā)展政策的優(yōu)化策略,從政策優(yōu)化角度提出總體構(gòu)想和具體建議。本文的主要內(nèi)容本研究在結(jié)構(gòu)上分為七個(gè)大的部分:緒論,核心概念和相關(guān)理論,政策的聚焦,現(xiàn)狀、問題、原因分析,國內(nèi)經(jīng)典案例政策借鑒,優(yōu)化策略,研究結(jié)論與展望。具體包括第一章緒論。介紹了本文的研究背景和研究意義、相關(guān)內(nèi)容的國內(nèi)外文獻(xiàn)綜述、本文的研究思路與方法、本文的內(nèi)容與可能創(chuàng)新之處、最后一節(jié)是本文的技術(shù)路線圖;第二章核心概念與理論基礎(chǔ)。對(duì)本文的核心概念進(jìn)行界定,對(duì)本文可能用到的理論作了介紹;第三章恩施州生態(tài)工業(yè)發(fā)展現(xiàn)狀以及政策文本的梳理;第四章恩施州生態(tài)工業(yè)發(fā)展政策存在的問題與原因分析;第五章恩施州生態(tài)工業(yè)發(fā)展政策的經(jīng)驗(yàn)借鑒。選擇生態(tài)工業(yè)發(fā)展較好的麗水市和貴港市生態(tài)工業(yè)發(fā)展政策的經(jīng)驗(yàn)借鑒;第六章恩施州生態(tài)工業(yè)發(fā)展政策的優(yōu)化策略。對(duì)恩施州生態(tài)工業(yè)發(fā)展政策的優(yōu)化提出總體構(gòu)想,總結(jié)出恩施州生態(tài)工業(yè)發(fā)展政策的優(yōu)化的具體建議。第七章結(jié)論。本文的結(jié)論是在我國“五位一體”總體布局的大背景下,生態(tài)文明理念已融入各個(gè)產(chǎn)業(yè),各級(jí)政府開始為生態(tài)工業(yè)發(fā)展提供政策支持。從政策供給現(xiàn)狀看,恩施州關(guān)于生態(tài)工業(yè)發(fā)展的政策不容樂觀,其覆蓋面窄,究其原因,主要是由于政策的構(gòu)建方式與運(yùn)行機(jī)制存在問題,而且政策實(shí)施的社會(huì)經(jīng)濟(jì)環(huán)境發(fā)生了變化,受到傳統(tǒng)工業(yè)的影響,政策的推行和保障遇到諸多障礙。政策實(shí)施效率的降低,直接影響著恩施州生態(tài)工業(yè)相關(guān)政策發(fā)揮的效果。在政策改進(jìn)方面,恩施州政府需要增加對(duì)生態(tài)工業(yè)財(cái)稅政策的投入、加大政策支持覆。同時(shí),恩施州生態(tài)工業(yè)發(fā)展政策會(huì)受到內(nèi)部和外部因素的深刻影響,政策之間否協(xié)調(diào)又直接影響到政策效果。因此筆者得出結(jié)論:迫切需要優(yōu)化恩施州現(xiàn)有的生態(tài)工業(yè)發(fā)展政策,以改進(jìn)政策系統(tǒng)的整體效果,進(jìn)一步滿足恩施州生態(tài)工業(yè)發(fā)展的基本政策需求。本文的可能創(chuàng)新之處有兩點(diǎn),一是本文對(duì)恩施州生態(tài)工業(yè)發(fā)展政策與國內(nèi)外生態(tài)工業(yè)發(fā)展較好地區(qū)的政策進(jìn)行比較分析。以現(xiàn)有的關(guān)于生態(tài)工業(yè)發(fā)展政策文本為依據(jù),通過分析對(duì)恩施州發(fā)展生態(tài)工業(yè)的政策的優(yōu)化分析作為參考和借鑒依據(jù)。分析存在的問題,對(duì)進(jìn)一步發(fā)展好恩施州的生態(tài)工業(yè)提出總體構(gòu)想和具體優(yōu)化建議。二是本文選用了恩施州生態(tài)工業(yè)發(fā)展政策研究視角。當(dāng)前形勢,生態(tài)文明建設(shè)再次成為熱點(diǎn)。要實(shí)現(xiàn)我國第一個(gè)百年目標(biāo),全面建成小康社會(huì),需要民族偏遠(yuǎn)地區(qū),生態(tài)脆弱的山區(qū)發(fā)展生態(tài)經(jīng)濟(jì)。恩施州的特殊地理位置和區(qū)位環(huán)境特點(diǎn),要實(shí)現(xiàn)本地區(qū)GDP的健康增長,也必須借鑒和發(fā)展生態(tài)經(jīng)濟(jì),在恩施州工業(yè)發(fā)展基礎(chǔ)薄弱的條件下,生態(tài)工業(yè)是該地區(qū)工業(yè)進(jìn)一步發(fā)展的必然選擇,因此本研究選擇生態(tài)工業(yè)發(fā)展政策為研究視角,對(duì)本地區(qū)的可持續(xù)發(fā)展具有理論和實(shí)踐兩方面的指導(dǎo)意義。
[Abstract]:Enshi is the youngest National Minority Autonomous Prefecture, the Enshi economic development foundation is weak, low volume, low per capita level with the national average level and a low degree of the factors of poverty alleviation has a long way to go. Therefore, the state of Enshi to reach the national average, and realize the synchronous well-off country, must combine the ecological advantages the actual development and the state of Enshi with the development of ecological industry, ecological industry in Enshi is also the best choice of state economic development. Since 2010, the state of Enshi based on the spirit of general secretary Xi Jinping's important speech series, formulated a series of policies and measures for development of ecological industry, ecological industry development in Enshi, the construction of eco industrial park, eco industrial development transformation have created a favorable policy environment. But the current Enshi eco industrial development and ecological construction The contradiction between industry policy between the prominent, and how to meet the demand of the present policy, we also pay close attention to the problem, the research on the whole text in Enshi to develop eco industrial policy as the research object to analyze the policy status quo, hope to find out the optimal path of eco industrial development policy in Enshi. The basic idea this is the use of the literature research method, case analysis method, field survey method, summary and induction and other research methods, from the analysis of the state of Enshi policy text based on the current situation of the development of ecological industry in Enshi as the carrier, to the status quo, development policy of eco industrial in Enshi, because as a breakthrough, made for the development of policy Enshi eco industrial effectiveness of dialysis, and through the relevant policy of the sort and eco industrial development at home and abroad from Enshi proposed policy development of Ecological Industry Administration Optimization strategies, and puts forward concrete suggestions from the overall concept of policy optimization perspective. The main content of this paper is the research on the structure is divided into seven parts: introduction, core concepts and related theory, policy focus, status quo, problems and reason analysis, a classic case of domestic policy reference, optimization strategy, conclusion and prospect the specific research. Including the first chapter introduction. Introduces the research background and research significance, literature review of relevant content, ideas and methods of this research, the content and possible innovations. The last section is the technology roadmap; the core concepts and theoretical basis. The second chapter defines the core concept of in this paper, the theory of this paper may be used to introduce; the third chapter of Enshi eco industrial development status and policy text combed; the fourth chapter is Enshi eco industrial development policy issues With the development of eco industrial policy analysis; the fifth chapter Enshi experience. Choose good eco industrial development of Lishui and Guigang eco industrial development policy experience; optimization strategy of eco industrial development policy in Enshi. The seventh chapter is the conclusion. Enshi, eco industrial development policy will be influenced by the internal and external factors, not directly affect the effect of the policy coordination between the policy. So the author draws a conclusion: the urgent need to optimize Enshi's existing eco industrial development policy, to improve the overall effect of the policy system, to meet the basic needs of eco industrial policy development in Enshi. Special geographical location and regional environment characteristics in Enshi, to achieve the healthy growth of the region GDP, can be used for reference and development of ecological economy, based on Industrial Development in Enshi under the conditions of weak ecological industry is the industrial area, further development Therefore, this study chooses eco industrial development policy as the research perspective, which has two guiding significance for theory and practice of sustainable development in this area.
