西安市電動汽車充電站合作運營模式設(shè)計及投資決策研究

【摘要】:當(dāng)前國家大力倡導(dǎo)節(jié)能減排、綠色發(fā)展理念。隨著公眾對電動汽車認(rèn)可度不斷提升,國家系列利好政策的出臺對下游電動汽車充電市場發(fā)展帶來的龐大需求,推動充電設(shè)施的快速發(fā)展。本課題研究將為西安市電動汽車充電站尋求合理的合作商業(yè)運營模式提供參考和依據(jù),對于進(jìn)一步推進(jìn)城市充電站建設(shè)與發(fā)展具有重要現(xiàn)實意義。論文梳理了目前國內(nèi)外電動汽車充電設(shè)施研究及發(fā)展現(xiàn)狀的相關(guān)文獻(xiàn),分析西安市電動汽車充電設(shè)施建設(shè)運營的現(xiàn)狀,認(rèn)為在充電設(shè)施建設(shè)運營的探索階段,未形成成熟商業(yè)模式、投資主體單一、社會資本進(jìn)入不足、利益主體難協(xié)調(diào)及行業(yè)不確定性等因素阻礙電動汽車充電設(shè)施市場的發(fā)展,導(dǎo)致充電設(shè)施不能滿足市場需求。在此基礎(chǔ)上論證了西安市電動汽車充電站選擇合作運營模式的必要性,進(jìn)而對電動汽車充電站產(chǎn)業(yè)鏈中存在的投資主體進(jìn)行分析,認(rèn)為合作運營模式下的投資主體主要包括設(shè)備制造商、設(shè)備運營商、中間服務(wù)商、生態(tài)服務(wù)商以及用戶,依據(jù)投資主體間優(yōu)勢互補的原則,建立了不同發(fā)展階段適用的合作運營模式,并選擇滿足西安市現(xiàn)階段發(fā)展需求的合作運營模式。在確定合作運營模式的基礎(chǔ)上,對該合作運營模式下充電站投資收益進(jìn)行測算,分析認(rèn)為電動汽車充電站合作運營模式有利于優(yōu)化資源配置、增加獲利能力,并加快充電設(shè)施的發(fā)展和布局,進(jìn)一步解決西安市充電市場發(fā)展中存在的問題。建議西安市在電動汽車充電站投資建設(shè)方面加強企業(yè)間的合作,通過政府加強對充電市場的調(diào)控,明確合作中企業(yè)和政府的職責(zé),有效防范投資決策中的風(fēng)險,以促進(jìn)充電市場的快速發(fā)展。
[Abstract]:At present, the country vigorously advocates energy saving and emission reduction, green development concept. With the public recognition of electric vehicles, the introduction of national series of good policies on the downstream electric vehicle charging market development brought huge demand. To promote the rapid development of charging facilities. This research will provide a reference and basis for the Xi'an electric vehicle charging station to seek a reasonable cooperative business operation model. For further promoting the construction and development of urban charging stations has important practical significance. This paper reviews the current domestic and foreign research and development of electric vehicle charging facilities related literature. By analyzing the current situation of electric vehicle charging facilities construction and operation in Xi'an, it is considered that in the exploration stage of charging facilities construction and operation, no mature business model has been formed, the investment body is single, and the social capital is insufficient. The difficult coordination of the stakeholders and the uncertainty of the industry hinder the development of the electric vehicle charging facilities market. The charging facilities can not meet the needs of the market. On this basis, the necessity of choosing cooperative operation mode for charging stations of electric vehicles in Xi'an is demonstrated. Then the paper analyzes the investment subject in the industry chain of electric vehicle charging station, and thinks that the main investment body under the cooperative operation mode mainly includes equipment manufacturer, equipment operator and intermediate service provider. Ecological service providers and users, according to the principle of complementary advantages between investors, set up different stages of development applicable to the cooperative operation model. And select the cooperative operation mode to meet the current development needs of Xi'an. On the basis of determining the cooperative operation model, this paper calculates the investment income of charging station under the cooperative operation mode. It is considered that the cooperative operation mode of electric vehicle charging station is beneficial to optimize the allocation of resources, increase profitability, and accelerate the development and layout of charging facilities. Further solve the problems existing in the development of charging market in Xi'an. It is suggested that Xi'an strengthen the cooperation among enterprises in the investment and construction of electric vehicle charging stations and strengthen the regulation and control of the charging market through the government. Make clear the responsibility of enterprises and government in cooperation, effectively guard against the risk in investment decision, in order to promote the rapid development of charging market.
