【摘要】：能源問題是當(dāng)今世界經(jīng)濟(jì)發(fā)展中的重大議題之一,它不僅對(duì)人類生活,也對(duì)整個(gè)經(jīng)濟(jì)社會(huì)發(fā)展起著至關(guān)重要的作用。長期以來,我國的能源消費(fèi)以石化能源為主,這種能源消費(fèi)結(jié)構(gòu)不僅使傳統(tǒng)能源趨于枯竭、依賴國外進(jìn)口,更帶來了很多環(huán)境問題,為日后整個(gè)經(jīng)濟(jì)社會(huì)的健康、可持續(xù)發(fā)展埋下了隱患。而以清潔、可再生為特點(diǎn)的新能源產(chǎn)業(yè)正在逐步興起。風(fēng)電作為新能源中重要的一部分,開始被更多的國家重視并利用。如何開發(fā)并利用好風(fēng)力發(fā)電,發(fā)揮其優(yōu)勢(shì)從而帶動(dòng)我國能源發(fā)展的轉(zhuǎn)型升級(jí),值得深入研究。我國的風(fēng)電產(chǎn)業(yè)雖然在近幾年得到了發(fā)展,但仍有不少問題。例如我國電網(wǎng)體制僵化,風(fēng)電的消納能力相對(duì)落后,消費(fèi)市場(chǎng)建立遲緩等問題,拉低了產(chǎn)業(yè)的經(jīng)濟(jì)效益。當(dāng)前我國相關(guān)的稅收扶持和激勵(lì)政策缺少對(duì)發(fā)展風(fēng)電的戰(zhàn)略規(guī)劃,產(chǎn)業(yè)發(fā)展與政策保障之間有一定差距。因此政府應(yīng)加大力度對(duì)風(fēng)能產(chǎn)業(yè)進(jìn)行扶持,而財(cái)稅政策作為國家宏觀調(diào)控的主要工具正是發(fā)揮這種調(diào)控作用的最好手段,一方面通過建立一套完善的財(cái)稅政策體系,發(fā)揮財(cái)稅政策的經(jīng)濟(jì)杠桿作用,為財(cái)稅政策支持風(fēng)電產(chǎn)業(yè)提供理論支撐;另一方面通過研究、完善我國的財(cái)稅政策體系,有的放矢,使之在我國風(fēng)電產(chǎn)業(yè)發(fā)展中起到重要的引導(dǎo)和促進(jìn)作用,從而發(fā)揮風(fēng)電產(chǎn)業(yè)的優(yōu)勢(shì),帶動(dòng)我國經(jīng)濟(jì)和能源安全的整體向前。
[Abstract]:Energy is one of the most important issues in the economic development of the world. It plays a vital role not only in human life, but also in the development of the whole economy and society for a long time. China's energy consumption is mainly petrochemical energy, this energy consumption structure not only makes the traditional energy tend to dry up, rely on foreign imports, but also bring a lot of environmental problems, for the health of the whole economy and society in the future. Sustainable development has buried hidden dangers. And the new energy industry characterized by clean and renewable is gradually rising. Wind power as an important part of new energy. How to develop and make good use of wind power generation, give play to its advantages and promote the transformation and upgrading of energy development in China. Although the wind power industry in China has been developed in recent years, there are still many problems. For example, the system of power grid in our country is rigid, the absorption capacity of wind power is relatively backward, the establishment of consumer market is slow and so on. At present, the relevant tax support and incentive policies in China lack of strategic planning for the development of wind power. There is a certain gap between industrial development and policy guarantee. Therefore, the government should strengthen the support of wind energy industry, and fiscal and taxation policy as the main tool of national macro-control is the best means to play this role. On the one hand, through the establishment of a set of sound fiscal and tax policy system, play the role of economic leverage of fiscal and taxation policies, and provide theoretical support for fiscal and taxation policies to support wind power industry; On the other hand, through the research, improve the fiscal and taxation policy system of our country, make it play an important guiding and promoting role in the development of wind power industry in our country, so as to give play to the advantages of wind power industry. Drive our country economy and energy security to move forward as a whole.
