【摘要】：由于和油價(jià)掛鉤的天然氣定價(jià)機(jī)制不能反映中國(guó)以及東亞地區(qū)其他國(guó)家天然氣市場(chǎng)的基本面,包括中國(guó)在內(nèi)的幾個(gè)東亞地區(qū)的國(guó)家都在考慮建立自己的天然氣基準(zhǔn)價(jià)格。為此,分析了建立中國(guó)天然氣基準(zhǔn)價(jià)格應(yīng)有的動(dòng)力,厘清了交易樞紐的基本概念,并提出形成中國(guó)天然氣基準(zhǔn)價(jià)格的基本條件,即:①具備供買賣雙方交易合同的交易所;②具備明確交割地的交易樞紐;③具有標(biāo)準(zhǔn)化的交易產(chǎn)品;④具備競(jìng)爭(zhēng)性的市場(chǎng)環(huán)境包括足夠數(shù)量的市場(chǎng)參與者�；谏鲜鰲l件,分析了形成中國(guó)天然氣基準(zhǔn)價(jià)格的現(xiàn)狀:①中國(guó)目前僅僅建立了功能不全的現(xiàn)貨交易所,仍缺乏明確定義的交易樞紐,不具備形成天然氣中國(guó)價(jià)格的必要條件;②多個(gè)重要骨干管網(wǎng)的交匯地,或者管輸能力充足的主要市場(chǎng),都有望在未來(lái)成為基準(zhǔn)樞紐。最后針對(duì)形成中國(guó)天然氣基準(zhǔn)價(jià)格提出建議:天然氣市場(chǎng)化改革形成競(jìng)爭(zhēng)性的天然氣市場(chǎng)是形成基準(zhǔn)價(jià)格的前提,在當(dāng)前改革仍舊不到位的環(huán)境下,有關(guān)部門可以從理順現(xiàn)貨和期貨交易平臺(tái)的關(guān)系、建立交易樞紐著手,先夯實(shí)基礎(chǔ)。
[Abstract]:Natural gas pricing mechanisms linked to oil prices do not reflect the fundamentals of natural gas markets in China and other countries in East Asia. Several countries in East Asia, including China, are considering establishing their own natural gas benchmark price. Therefore, this paper analyzes the motive force of establishing China's natural gas benchmark price, and clarifies the basic concept of trading hub. And put forward the basic conditions to form the benchmark price of natural gas in China, that is, the stock exchange with the contract between buyer and seller. (2) a trading hub with a clear delivery site; (3) standardized trading products; The competitive market environment includes a sufficient number of market participants. Based on the above conditions, this paper analyzes the status quo of the formation of China's natural gas benchmark price: 1 China has only established a functional spot exchange. There is still a lack of clearly defined trading hubs and the necessary conditions to form the price of natural gas in China; (2) the intersection of more than one important backbone pipe network, or the main market with sufficient pipeline transmission capacity. It is expected to become the benchmark hub in the future. Finally, the paper puts forward some suggestions for the formation of China's natural gas benchmark price: natural gas market-oriented reform and competitive natural gas market are the prerequisite for the formation of the benchmark price. In the current environment where the reform is still not in place, the relevant departments can start by straightening out the relationship between spot and futures trading platform and establishing a trading hub to consolidate the foundation first.
