【摘要】：新型工業(yè)化與新型城鎮(zhèn)化協(xié)調(diào)發(fā)展是經(jīng)濟健康、持續(xù)發(fā)展的內(nèi)在要求。成都市作為四川省“兩化互動、城鄉(xiāng)統(tǒng)籌”發(fā)展戰(zhàn)略的重要踐行區(qū)域,同時又是“全國統(tǒng)籌城鄉(xiāng)綜合配套改革試驗區(qū)”,選擇對其新型工業(yè)化和新型城鎮(zhèn)化協(xié)調(diào)發(fā)展水平進行研究,具有十分重要的現(xiàn)實價值和政策意義。本文在系統(tǒng)梳理有關(guān)新型工業(yè)化與新型城鎮(zhèn)化研究文獻和闡述相關(guān)理論的基礎(chǔ)上,首先運用IU、NU比值法對成都市新型工業(yè)化與新型城鎮(zhèn)化協(xié)調(diào)發(fā)展水平做出初步判斷,其次通過構(gòu)建評價新型工業(yè)化和新型城鎮(zhèn)化綜合發(fā)展水平的指標(biāo)體系,采用主成分分析法和耦合協(xié)調(diào)度模型對成都市及19個區(qū)(市)縣2014年新型工業(yè)化與新型城鎮(zhèn)化的綜合發(fā)展水平及其在發(fā)展過程中相互作用的耦合協(xié)調(diào)程度進行了系統(tǒng)評價,最后根據(jù)實證結(jié)論提出了促進成都市及各區(qū)(市)縣新型工業(yè)化與新型城鎮(zhèn)化向高水平高度耦合協(xié)調(diào)發(fā)展的政策建議。本文研究結(jié)論有:(1)成都市新型工業(yè)化與新型城鎮(zhèn)化發(fā)展處于基本同步的低水平高度耦合協(xié)調(diào)狀態(tài);(2)成都市新型工業(yè)化與新型城鎮(zhèn)化的綜合發(fā)展水平及其耦合協(xié)調(diào)水平具有明顯的圈層特征,即第一圈層處于新型城鎮(zhèn)化明顯超前新型工業(yè)化發(fā)展的高水平中度耦合協(xié)調(diào)水平,第二圈層處于新型城鎮(zhèn)化輕度滯后新型工業(yè)化發(fā)展的高水平中度/高度耦合協(xié)調(diào)狀態(tài),第三圈層大部分區(qū)縣則處于新型城鎮(zhèn)化明顯滯后新型工業(yè)化發(fā)展的低水平中度耦合協(xié)調(diào)程度;(3)部分區(qū)縣明顯“異動”,發(fā)展的“點極”特征和圈層融合態(tài)勢凸顯。據(jù)此,文章提出三點政策建議:一是明確兩化發(fā)展定位,促進圈層內(nèi)各區(qū)(市)縣新型工業(yè)化與新型城鎮(zhèn)化高水平協(xié)調(diào)發(fā)展;二是深化改革,促進圈層融合發(fā)展;三是加強與外部經(jīng)濟區(qū)合作,促進成都市新型工業(yè)化與新型城鎮(zhèn)化向高水平高度耦合協(xié)調(diào)發(fā)展。
[Abstract]:The new industrialization and urbanization coordinated development is the inherent requirement of economic health and sustainable development. The city of Chengdu in Sichuan Province, two interactive, important practice area of urban and rural development strategy, but also is the "national urban and rural comprehensive reform pilot area", the choice of the new industrialization and the coordinated development of new urbanization the level of research has very important practical value and policy significance. This paper combs the new industrialization and new urbanization research literature and based on the basic theory, the first use of IU, NU ratio of Chengdu new industrialization and new urbanization coordinated development level to make a preliminary judgment, followed by the construction of index system evaluation of the new industrialization and new urbanization comprehensive development level, using principal component analysis and coupling coordination degree model of Chengdu city and 19 district (city) The coupling coordination degree of the comprehensive development level of county in 2014 the new industrialization and new urbanization and its development in the process of interaction of system evaluation, finally according to the empirical results put forward to promote the Chengdu city and district (city) County of new industrialization and new urbanization to the coordinated development of high level highly coupled policy recommendations. The conclusions of this study: (1) the development of new industrialization and new urbanization in Chengdu city is basically synchronous low level highly coupled coordination; (2) with circle obvious characteristics of the comprehensive development level of the new industrialization and urbanization in Chengdu city and its coordination level, which is the first circle at the high level and moderate level of new urbanization significantly coupled coordination advance the development of new industrialization, the second circle in the new urbanization lags behind the development of new industrialization in mild moderate / high level highly coupled coordination The third circle state, most of the county is at a low level and moderate coupling coordination degree of new urbanization lags behind the development of new industrialization; (3) part of the county was very prominent "changes", "characteristics and development trend of circle integration". Accordingly, the article put forward three suggestions: one is to clear the two development positioning promote the circle district (city) County high level of coordinated development of the new industrialization and urbanization; the two is to deepen reform, promote the development of fusion circle; three is to strengthen cooperation with the external economic zone, promote the Chengdu new industrialization and new urbanization to the coordinated development of high level coupling.
