【摘要】:隨著我國全面推動供給側(cè)改革,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整進入到實質(zhì)性階段。化肥行業(yè)產(chǎn)能過剩,需求不足,各項優(yōu)惠政策退出,環(huán)保風(fēng)暴倒逼行業(yè)轉(zhuǎn)型升級。X化肥公司是一家大型化肥生產(chǎn)企業(yè)。面對環(huán)境的新變化,該公司提出以市場需求為導(dǎo)向,生產(chǎn)適應(yīng)市場需求的差異化產(chǎn)品戰(zhàn)略。然而,隨著X化肥公司規(guī)模擴大,生產(chǎn)管理系統(tǒng)中的問題日漸凸顯,存在著管理職能不完善、管理邊界不到位,管理職責(zé)不清晰,人員配置不合理等諸多問題。為了適應(yīng)發(fā)展戰(zhàn)略,如何對生產(chǎn)管理組織結(jié)構(gòu)及主要流程進行優(yōu)化,建立滿足集團化生產(chǎn)管控需要的生產(chǎn)管理系統(tǒng)是X化肥公司亟待解決的問題。本文在收集整理大量文獻資料的基礎(chǔ)上,以流程優(yōu)化為理論依據(jù),借鑒國內(nèi)外生產(chǎn)管理系統(tǒng)的成功實踐,研究了X化肥公司生產(chǎn)管理系統(tǒng)優(yōu)化策略。首先,分析了X化肥公司生產(chǎn)管理系統(tǒng)與公司戰(zhàn)略需求現(xiàn)狀,揭示了目前生產(chǎn)管理系統(tǒng)與該公司戰(zhàn)略不匹配的問題。其次,優(yōu)化X化肥公司生產(chǎn)管理系統(tǒng)的組織結(jié)構(gòu),增設(shè)了能源管理、設(shè)備管理、質(zhì)量管理、生產(chǎn)協(xié)調(diào)與計劃等職能部門。并整合該公司磅秤計量、倉儲管理、計量檢測和化驗分析業(yè)務(wù)模塊,確立了生產(chǎn)安全管理模式。進而,結(jié)合X化肥公司組織結(jié)構(gòu),對增設(shè)職能進行人員配置、明確職能定位、界定工作職責(zé)、建立管理制度、優(yōu)化工作流程。最后,優(yōu)化X化肥公司的主要業(yè)務(wù)流程,并分析和建立生產(chǎn)管控運營監(jiān)控機制,以保證生產(chǎn)管理系統(tǒng)的運轉(zhuǎn)有效,為X化肥公司戰(zhàn)略實現(xiàn)提供有力的保障。本文的研究特色與創(chuàng)新之處主要表現(xiàn)在以下三方面:(1)基于X化肥公司生產(chǎn)管理系統(tǒng)的現(xiàn)狀分析,揭示了生產(chǎn)管理組織結(jié)構(gòu)與流程中存在的問題;(2)通過增設(shè)能源管理、質(zhì)量管理等職能部門,優(yōu)化了X化肥公司生產(chǎn)管理系統(tǒng)的組織結(jié)構(gòu);(3)在新的組織結(jié)構(gòu)下,設(shè)置了各個職能部門的崗位和工作職責(zé),并梳理各個生產(chǎn)管理流程,提供X化肥公司生產(chǎn)流程優(yōu)化策略。本文的研究將不僅為X化肥公司提供一套可操作的生產(chǎn)管理組織結(jié)構(gòu)與流程優(yōu)化的實施策略,而且為其他同類企業(yè)生產(chǎn)管理系統(tǒng)的優(yōu)化提供理論依據(jù)與分析途徑。
[Abstract]:With the overall promotion of supply-side reform in China, industrial restructuring has entered a substantial stage. The chemical fertilizer industry has overcapacity, insufficient demand, and various preferential policies withdraw. The environmental storm has forced the industry to transform and upgrade. X Fertilizer Company is a large chemical fertilizer production enterprise. Facing the new changes in the environment, the company proposes to take the market demand as the direction. However, with the expansion of the scale of X fertilizer company, the problems in the production management system become more and more prominent, the management function is not perfect and the management boundary is not in place. In order to adapt to the development strategy, how to optimize the organizational structure and main process of production management. It is an urgent problem for X Fertilizer Company to set up a production management system to meet the needs of group production control. Based on the collection and collation of a large amount of literature, this paper takes process optimization as the theoretical basis. Based on the successful practice of production management system at home and abroad, the optimization strategy of production management system of X fertilizer company is studied. Firstly, the production management system and strategic demand of X fertilizer company are analyzed. This paper reveals the mismatch between the production management system and the strategy of the company. Secondly, optimize the organizational structure of the production management system of X fertilizer company, add the energy management, equipment management, quality management. Production coordination and planning and other functional departments. And the integration of the company weighing, warehousing management, measurement testing and laboratory analysis business modules, the establishment of production safety management model. Further, combined with the organizational structure of X Fertilizer Company. Staffing of additional functions, clear functional positioning, define job responsibilities, establish management system, optimize the workflow. Finally, optimize the main business processes of X fertilizer company. And analysis and establishment of production control and operation monitoring mechanism to ensure the effective operation of the production management system. The research features and innovations of this paper are mainly in the following three aspects: 1) based on the analysis of the current situation of the production management system of X Fertilizer Company. The problems in the organization structure and process of production management are revealed. Through the establishment of energy management, quality management and other functional departments, the organizational structure of the production management system of X Fertilizer Company has been optimized. Under the new organizational structure, the posts and responsibilities of each functional department have been set up, and various production management processes have been combed. The research in this paper will not only provide a set of operational production management organization structure and process optimization implementation strategy for X Fertilizer Company. It also provides theoretical basis and analysis approach for the optimization of production management system of other similar enterprises.
