【摘要】:面對(duì)競(jìng)爭(zhēng)的日益加劇和外部環(huán)境的不斷變化,很多中小企業(yè)采取一系列創(chuàng)新措施促使人力資源管理的變革,從而提高競(jìng)爭(zhēng)能力,而外包作為一種新型的管理模式,在全球范圍內(nèi)不斷發(fā)展,并在理論界和實(shí)踐領(lǐng)域引起了廣泛的關(guān)注。如何克服不確定的競(jìng)爭(zhēng)環(huán)境,集中力量發(fā)展核心項(xiàng)目,獲得競(jìng)爭(zhēng)優(yōu)勢(shì),是越來(lái)越多的中小企業(yè)選擇人力資源管理外包的動(dòng)力。本文在對(duì)人力資源管理外包理論梳理和相關(guān)研究回顧的基礎(chǔ)上,對(duì)企業(yè)人力資源管理外包的內(nèi)涵、模式、層次進(jìn)行梳理,同時(shí)分析了交易成本理論、核心競(jìng)爭(zhēng)力理論、戰(zhàn)略管理理論和資源基礎(chǔ)理論等對(duì)中小企業(yè)人力資源管理外包的指導(dǎo)和應(yīng)用。研究以M公司為具體的研究對(duì)象,對(duì)M公司的人力資源體系和外包現(xiàn)狀進(jìn)行分析,發(fā)現(xiàn)M公司人力資源體系不完善。當(dāng)前人力資源外包模式僅僅是招聘與培訓(xùn)的進(jìn)行外包,其余板塊還由本公司人力資源部門管理,造成管理效率低下、影響企業(yè)競(jìng)爭(zhēng)力等問(wèn)題。同時(shí)M公司當(dāng)前對(duì)人力資源管理外包的風(fēng)險(xiǎn)認(rèn)識(shí)不足,對(duì)應(yīng)該外包的項(xiàng)目沒(méi)有清晰的了解,對(duì)外包的流程不熟悉,缺乏系統(tǒng)的人力資源管理的外包方案。通過(guò)必要性分析可知,M公司有必要優(yōu)化現(xiàn)有的部分業(yè)務(wù)外包模式;通過(guò)Alan Speaker模型分析,可知M公司應(yīng)該對(duì)人力資源管理整體業(yè)務(wù)進(jìn)行外包。在整體業(yè)務(wù)外包的基礎(chǔ)上,研究為M公司指出科學(xué)的人力資源管理外包方法和外包內(nèi)容,以及形成了一套完整的外包方案和配套措施。通過(guò)研究希望能為M公司實(shí)施人力資源外包提供相關(guān)指導(dǎo),也為類似中小企業(yè)提供借鑒。
[Abstract]:The changing face of increasingly fierce competition and the external environment, many small and medium-sized enterprises to take a series of innovative measures to promote the reform of human resource management, so as to improve the competitive ability, and outsourcing as a new management mode, continuous development in the global scope, and has caused widespread concern in the theory field and practice field. To overcome the uncertainty of the competitive environment, focus on the development of the core project, gain competitive advantage, is the power of human resource management outsourcing more and more small and medium-sized enterprises. Based on the carding and review of related research based on human resource management outsourcing theory, the connotation of enterprise model, human resource management outsourcing, the level of carding, at the same time, analyzes the transaction cost theory, core competence theory, strategic management theory and resource based theory of SME human resource management outsourcing and guidance The application of research. Taking M company as the research object, the M company's human resources outsourcing system and analysis of the present situation, found that the human resource system of M company is not perfect. The human resources outsourcing mode is just the recruitment and training outsourcing, the rest of the plate by the human resources department of the company management, resulting in low efficiency of management that affects the competitiveness of enterprises and other issues. At the same time, M company's current understanding of the risk of human resource management outsourcing is insufficient, there is no clear understanding of the project should be outsourced, familiar with the outsourcing process, the lack of human resource management outsourcing plan system. Through the analysis of necessity of M company, it is necessary to optimize the outsourcing business the existing Alan Speaker model; through the analysis, we can see that the M should be carried out on the whole business outsourcing of human resource management. Based on the overall business outsourcing, the research for M company It points out scientific outsourcing methods and outsourcing contents of human resources management, and forms a complete set of outsourcing programs and supporting measures. Through research, we hope to provide guidance for M to implement HR outsourcing, and provide reference for similar SMEs.
