【摘要】:寧東煤化工基地作為自治區(qū)1號(hào)工程,承擔(dān)著提振全自治區(qū)經(jīng)濟(jì)實(shí)力,優(yōu)化煤炭利用價(jià)值,將資源優(yōu)勢(shì)轉(zhuǎn)化成為經(jīng)濟(jì)優(yōu)勢(shì),引進(jìn)、掌握、提升、研發(fā)國(guó)際先進(jìn)煤化工技術(shù)等重大職責(zé)!坝挚煊趾谩币恢笔腔亟ㄔO(shè)發(fā)展的總體規(guī)劃思路。神寧集團(tuán)作為煤化工基地的主要建設(shè)力量,自2004年首個(gè)煤制甲醇項(xiàng)目建設(shè)起,便進(jìn)入一個(gè)高速發(fā)展期。截至目前短短13年的時(shí)間,多個(gè)項(xiàng)目已建成投產(chǎn)。伴隨著企業(yè)的高速發(fā)展,對(duì)人才的需求量越來(lái)越大,尤其是一線(xiàn)專(zhuān)業(yè)操作人員,需求數(shù)量龐大。按照企業(yè)人資管理“年輕化、知識(shí)化”的用人思路,人才培養(yǎng)成為企業(yè)發(fā)展的瓶頸問(wèn)題。M企業(yè)作為神寧煤化工基地專(zhuān)業(yè)化公司之一,伴隨基地項(xiàng)目的不斷投產(chǎn),員工數(shù)量急劇增加,為盡快滿(mǎn)足各裝置的生產(chǎn)需要,盡快培養(yǎng)出所需的技術(shù)操作人員,投入大量人力、物力構(gòu)建了一套企業(yè)培訓(xùn)管理體系,每年又花費(fèi)大量資金用于培訓(xùn)投入。但是新的問(wèn)題又應(yīng)運(yùn)而生,企業(yè)構(gòu)建了培訓(xùn)體系,不斷增加培訓(xùn)的投入,耗費(fèi)了大量成本,培訓(xùn)過(guò)后,是否給員工帶來(lái)知識(shí)和技能的提高?是否給企業(yè)帶來(lái)安、穩(wěn)、長(zhǎng)、滿(mǎn)、優(yōu)的生產(chǎn)運(yùn)行態(tài)勢(shì)?筆者通過(guò)對(duì)M企業(yè)現(xiàn)有培訓(xùn)管理體系運(yùn)行效果的調(diào)研,借鑒同類(lèi)型企業(yè)先進(jìn)的培訓(xùn)方法和效果評(píng)估方法,力求通過(guò)科學(xué)有效的培訓(xùn)效果評(píng)估,找出現(xiàn)有培訓(xùn)管理體系在實(shí)施過(guò)程中存在的問(wèn)題,從而提高M(jìn)企業(yè)“三級(jí)四步”培訓(xùn)管理體系的運(yùn)行效果,實(shí)現(xiàn)M企業(yè)在培訓(xùn)管理體系實(shí)施過(guò)程中的PDCA閉環(huán)管理。本論文主要分為七個(gè)章節(jié)進(jìn)行闡述,分別是緒論、培訓(xùn)效果評(píng)估理論概述、M企業(yè)生產(chǎn)人員培訓(xùn)管理體系實(shí)施情況概述、M企業(yè)生產(chǎn)人員培訓(xùn)管理體系實(shí)施效果的評(píng)價(jià)、M企業(yè)培訓(xùn)管理體系運(yùn)行過(guò)程存在的問(wèn)題、優(yōu)化M企業(yè)生產(chǎn)人員培訓(xùn)管理體系運(yùn)行效果的建議、結(jié)論。首先本文簡(jiǎn)要地介紹了選題的背景和研究的目的與意義、國(guó)內(nèi)外培訓(xùn)現(xiàn)狀與培訓(xùn)評(píng)價(jià)理論研究現(xiàn)狀;其次介紹了M企業(yè)生產(chǎn)人員培訓(xùn)管理體系實(shí)施概況。通過(guò)分析M企業(yè)培訓(xùn)管理體系的運(yùn)行現(xiàn)狀,發(fā)現(xiàn)其存在的問(wèn)題并分析了問(wèn)題產(chǎn)生的原因。明確了實(shí)施培訓(xùn)效果評(píng)價(jià)的必要性;最后介紹了為M企業(yè)生產(chǎn)人員培訓(xùn)管理體系制定的培訓(xùn)效果評(píng)價(jià)模型建立、方法選擇、評(píng)價(jià)過(guò)程及評(píng)價(jià)結(jié)果,提出優(yōu)化M企業(yè)生產(chǎn)人員培訓(xùn)管理體系運(yùn)行過(guò)程的建議。本文的研究對(duì)煤化工行業(yè)人員培訓(xùn)管理,有著一定的參考作用和借鑒意義。

According to the enterprise human resource management "young, with people thinking knowledge", personnel training has become the bottleneck of the development of.M enterprise as the Shenhua Ningxia coal chemical industry base of professional One of the company, with the continuous production base project, a sharp increase in the number of employees, as soon as possible to meet the production needs of various equipment, training technical personnel required for operation as soon as possible, put a lot of manpower and material resources to build a set of enterprise training management system, and spent a great amount of money each year for training. But new problems it came into being, enterprise constructs the training system, increase training investment, takes a lot of cost, after the training, whether employees bring to the improvement of knowledge and skills? Whether to bring security, stability, long, full production situation better? The author through investigation and Research on the operation effect of the existing training management system of M company from the evaluation method, the same type of training method and effect of advanced, through scientific and effective training evaluation, find the problems in the implementation process of training management system, from And improve the operation effect of M enterprise "three level Four" training management system, implementation of M enterprise implement PDCA closed-loop management in the process of training management system. This thesis is mainly divided into seven chapters, namely introduction, an overview of the theory of training effect evaluation system of production, personnel training management of enterprise M implementation overview effect of M, the production personnel training management system, training management system of M operation of the existing problems of enterprises, optimize the operation effect of training of production personnel management system of enterprise M suggestions, conclusion. Firstly, this paper briefly introduces the purpose and significance of the research background and the research status of evaluation theory, training status and training in China abroad; secondly introduces the M enterprise production personnel training management system. Through the analysis of the present condition of running situation of the implementation of the training management system of M company, find out the existing problems and analysis The cause of problems. The necessity of implementing the training effect evaluation; finally introduces the selection method for establishing evaluation, the development of M enterprise staff training management system training model, evaluation process and evaluation results, put forward to optimize the M production personnel training management system operation suggestions. This research on coal the chemical industry personnel training management, has a certain reference and reference.
