【摘要】：在國家創(chuàng)新體系中,制造業(yè)企業(yè),特別是中低技術企業(yè)作為科技創(chuàng)新的需求側(cè),是科技創(chuàng)新轉(zhuǎn)移和擴散的對象。中低技術制造企業(yè)的轉(zhuǎn)型升級不僅依靠吸收新技術提升技術能力,中國制造業(yè)的產(chǎn)業(yè)組織、制造企業(yè)的知識基礎和發(fā)展路徑等特征共同決定了依靠非研發(fā)創(chuàng)新為技術能力提升提供互補性資源的重要性。從新穎性、知識類型和創(chuàng)新方式3個角度,對"非研發(fā)創(chuàng)新"的內(nèi)涵進行界定,并提出培育中低技術制造企業(yè)非研發(fā)創(chuàng)新能力的渠道。
[Abstract]:In the national innovation system, manufacturing enterprises, especially middle and low technology enterprises, are the demand side of scientific and technological innovation. The transformation and upgrading of middle and low technology manufacturing enterprises not only depends on the absorption of new technology to enhance the technological capability, but also the industrial organization of Chinese manufacturing industry. The characteristics of knowledge base and development path of manufacturing enterprises together determine the importance of relying on non-R & D innovation to provide complementary resources for technological capability improvement. The connotation of "non-R & D innovation" is defined, and the channel of cultivating non-R & D innovation ability of middle and low technology manufacturing enterprises is put forward.
