【摘要】：針對目前我國礦山企業(yè)高污染、難治理和礦業(yè)投資項目環(huán)境成本評估缺失、不規(guī)范的現(xiàn)狀,基于防護與恢復費用法,以礦山的開發(fā)生命三周期為時間節(jié)點,逐項分析不同階段礦山環(huán)境成本構成因素與量化方法,建立礦山環(huán)境成本計量模型;將環(huán)境成本貨幣化后納入企業(yè)未來現(xiàn)金流量分析中,改進傳統(tǒng)DCF決策方法,并對江西某銅硫礦進行了實例研究,分析加入環(huán)境成本后對該項目投資決策所產(chǎn)生的影響。結果表明,環(huán)境成本對項目投資決策有重大影響,考慮環(huán)境成本后該項目財務凈現(xiàn)值小于零,可行性未能通過。無論是新建礦山還是技改礦山,在規(guī)劃階段就應全面評估環(huán)境成本對項目可行性的影響,以提升投資決策的可靠性。
[Abstract]:At present, China's mining enterprises with high pollution, difficult to control and mining investment project assessment of environmental costs lack, non-standard situation, protection and restoration costs based on usage, to mine development life cycle for the three time node, itemized analysis of mine environment in different stages of the cost composing factors and quantitative methods, the establishment of mine environment cost measurement model; the environmental cost of money into the company's future cash flow analysis, to improve the traditional DCF decision method, and one of Jiangxi copper sulfur ore is studied, the impact of investment on the project cost after adding environmental decision generated. The results show that there is significant effect of environment cost of the project investment decision, considering environment cost the project financial net present value is less than zero, the feasibility fails. Whether it is new or renovation of mine mine, should be in the planning stage to evaluate the environmental cost of project The impact of the flexibility to improve the reliability of investment decisions.
