低碳經(jīng)濟(jì)與河北省工業(yè)結(jié)構(gòu)調(diào)整研究

【摘要】:隨著河北省經(jīng)濟(jì)快速發(fā)展,第二產(chǎn)業(yè)對(duì)經(jīng)濟(jì)的貢獻(xiàn)率不斷增加。近十年,第二產(chǎn)業(yè)經(jīng)濟(jì)比重均超過了50%,為區(qū)域國(guó)民經(jīng)濟(jì)的發(fā)展做出了重大貢獻(xiàn)。但是第二產(chǎn)業(yè)的快速發(fā)展也帶來能源消耗量的迅速攀升,河北省能源消耗總量從1990年的6124萬噸標(biāo)準(zhǔn)煤增長(zhǎng)到2015年的28813萬噸標(biāo)準(zhǔn)煤,河北省能源消費(fèi)量在全國(guó)31個(gè)省市區(qū)中排名第二,河北省在全國(guó)人均GDP只排在第20位,能源消耗總量卻占全國(guó)的7.2%,能源消耗強(qiáng)度為0.97噸標(biāo)準(zhǔn)煤/萬元,在全國(guó)中排名第八位?梢,河北省并沒有擺脫粗放式的經(jīng)濟(jì)增長(zhǎng)方式,高能耗的產(chǎn)業(yè)格局也沒有得到根本改變。在環(huán)境問題日益嚴(yán)峻的今天,必須通過二次產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化調(diào)整來促進(jìn)低碳排放,促進(jìn)低碳經(jīng)濟(jì)發(fā)展。本文在低碳經(jīng)濟(jì)與工業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整相互影響機(jī)制的理論基礎(chǔ)上,通過選取河北省1991-2014年工業(yè)整體數(shù)據(jù),以及2009-2014年河北省分地區(qū)數(shù)據(jù),分別利用時(shí)間序列模型和面板數(shù)據(jù)模型對(duì)河北省工業(yè)結(jié)構(gòu)調(diào)整對(duì)碳排放的影響進(jìn)行分析。實(shí)證得出:(1)河北省工業(yè)產(chǎn)值規(guī)模逐年上升,重工業(yè)比重顯著高于輕工業(yè)。工業(yè)能源消費(fèi)結(jié)構(gòu)變化不大,煤炭仍然是河北省工業(yè)第一大消費(fèi)能源。盡管能源消費(fèi)強(qiáng)度逐年下降,能源使用效率逐年升高,工業(yè)研發(fā)投入強(qiáng)度和三項(xiàng)專利發(fā)明數(shù)量也逐年增加,意味著河北省工業(yè)技術(shù)有著較為明顯的進(jìn)步,但河北省工業(yè)碳排放量卻逐年遞增。總體來看,河北省雖已開始步入工業(yè)轉(zhuǎn)型階段,但效果還不顯著。(2)計(jì)量模型顯示,影響河北省工業(yè)碳排放的主要因素為工業(yè)總規(guī)模、產(chǎn)業(yè)結(jié)構(gòu)、能源消費(fèi)強(qiáng)度和工業(yè)技術(shù)進(jìn)步。工業(yè)總規(guī)模對(duì)工業(yè)碳排放有正向影響,能源使用效率和技術(shù)進(jìn)步對(duì)工業(yè)碳排放有負(fù)向影響,重工業(yè)比重、對(duì)外開放度也對(duì)碳排放有著正向影響;趯(shí)證研究結(jié)果,本文提出了政府應(yīng)加強(qiáng)宏觀政策調(diào)控,加快第二產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)的優(yōu)化調(diào)整,加大研發(fā)投入,推動(dòng)技術(shù)進(jìn)步,不斷提高能源的使用效率,大力發(fā)展新能源、清潔能源,對(duì)六大高能耗產(chǎn)業(yè)進(jìn)行并購(gòu)重組等相關(guān)建議。
[Abstract]:With the rapid economic development of Hebei Province, the contribution rate of the secondary industry to the economy is increasing. In the last ten years, the economic proportion of the secondary industry has exceeded 50%. It has made a great contribution to the development of regional national economy, but the rapid development of the secondary industry has also brought about a rapid rise in energy consumption. The total energy consumption of Hebei Province increased from 61.24 million tons of standard coal in 1990 to 288.13 million tons of standard coal in 2015. Hebei's energy consumption ranks second among the 31 provinces and municipalities in China. Hebei Province ranked 20th in per capita GDP in the country, but the total energy consumption accounted for 7.2 percent of the country, energy consumption intensity of 0.97 tons of standard coal / 10,000 yuan, ranked 8th in the country. Hebei Province has not got rid of the extensive economic growth mode, the industrial pattern of high energy consumption has not been fundamentally changed. We must promote low carbon emissions and promote the development of low carbon economy through the optimization and adjustment of secondary industrial structure. This paper is based on the theory of the interaction mechanism between low carbon economy and industrial structure adjustment. Through the selection of Hebei Province 1991-2014 industrial data, as well as 2009-2014 in Hebei Province sub-region data. Time series model and panel data model are used to analyze the impact of industrial structure adjustment on carbon emissions in Hebei Province. The empirical results show that the scale of industrial output value in Hebei Province is increasing year by year. The proportion of heavy industry is significantly higher than that of light industry. The structure of industrial energy consumption has not changed much, and coal is still the largest energy consumption in Hebei Province. Although the intensity of energy consumption has decreased year by year, the efficiency of energy use has increased year by year. Industrial R & D investment intensity and the number of three patent inventions are also increasing year by year, which means the industrial technology of Hebei Province has a more obvious progress, but the industrial carbon emissions of Hebei Province are increasing year by year. Although Hebei Province has begun to step into the stage of industrial transformation, the effect is not significant. The econometric model shows that the main factors affecting industrial carbon emissions in Hebei Province are the total industrial scale and industrial structure. Energy consumption intensity and industrial technological progress. Total industrial scale has a positive impact on industrial carbon emissions, energy efficiency and technological progress have a negative impact on industrial carbon emissions, heavy industry proportion. The degree of opening to the outside world also has a positive impact on carbon emissions. Based on the results of empirical research, this paper proposes that the government should strengthen macroeconomic policy control, accelerate the internal structure of the secondary industry optimization adjustment, increase R & D investment. To promote technological progress, improve the efficiency of energy use, vigorously develop new energy, clean energy, merger and reorganization of six major high-energy industries and other related recommendations.
