【摘要】：我國是能源消費大國。在國內(nèi)供給側(cè)結(jié)構(gòu)性調(diào)整的背景下,優(yōu)化能源消費結(jié)構(gòu)、發(fā)展新興能源是我國"十三五"時期低碳經(jīng)濟、綠色發(fā)展和節(jié)能減排目標的具體體現(xiàn),關乎著我國綠色經(jīng)濟的建設和國民經(jīng)濟的持續(xù)發(fā)展。煤層氣這種新興能源的利用充分契合了這一能源發(fā)展戰(zhàn)略目標,但其尚缺乏符合自身特征的價格形成機制與政策體系,亟待從理論層面予以深入、系統(tǒng)地探究。為此,本文以山西省為例,總結(jié)并歸納了近年來我國煤層氣價格機制改革、煤層氣開發(fā)利用的稅費和財政補貼政策的基本情況,并分析了現(xiàn)階段我國煤層氣價格及相關政策的問題所在和今后一段時期價格政策調(diào)整所面臨的困難,最后從價格機制、激勵機制、財稅政策、儲備模式以及價格監(jiān)管政策等方面提出了完善煤層氣價格政策的建議啟示。
[Abstract]:China is a big energy consuming country. Under the background of domestic supply-side structural adjustment, optimizing the energy consumption structure and developing new energy is the low-carbon economy in the 13th Five-Year Plan period. The concrete embodiment of green development and energy saving and emission reduction targets is related to the construction of green economy and the sustainable development of national economy in China. The utilization of coal bed methane, as a new energy source, fully accords with the strategic goal of energy development. However, it still lacks the price formation mechanism and policy system according to its own characteristics, which needs to be explored deeply and systematically from the theoretical level. Therefore, this paper takes Shanxi Province as an example. This paper summarizes and summarizes the basic situation of the reform of the price mechanism of coal bed methane in recent years, the tax and fee and the financial subsidy policy of the exploitation and utilization of the coal bed methane in China. It also analyzes the problems in the price of CBM and related policies and the difficulties in the adjustment of price policy in the future. Finally, from the price mechanism, incentive mechanism, fiscal and tax policy. Suggestions on consummating the price policy of CBM are put forward in the aspects of reserve mode and price supervision policy.
