【摘要】：隨著“十三五”時(shí)期,我國(guó)電力建設(shè)步伐的不斷加快,農(nóng)村電網(wǎng)升級(jí)改造工程項(xiàng)目也不斷向前推進(jìn)。但是在項(xiàng)目工程建設(shè)過(guò)程中,一個(gè)不可忽視的問(wèn)題就是成本控制。鑒于XX市地區(qū)經(jīng)濟(jì)社會(huì)的發(fā)展和對(duì)電力需求的持續(xù)旺盛,以及目前電網(wǎng)負(fù)荷較重,難以滿足經(jīng)濟(jì)社會(huì)發(fā)展用電需要的現(xiàn)狀,XX市供電公司開(kāi)展了農(nóng)網(wǎng)升級(jí)改造工程。本論文針對(duì)XX市地區(qū)農(nóng)網(wǎng)升級(jí)改造工程項(xiàng)目,在認(rèn)真梳理成本控制相關(guān)理論的基礎(chǔ)上,通過(guò)對(duì)工程項(xiàng)目的梳理,影響成本因素的分析,分階段制定了成本控制方案,并提出了成本控制方案具體實(shí)施的保障措施。在第一章中,論文梳理了國(guó)內(nèi)外關(guān)于成本控制的現(xiàn)狀,結(jié)合研究課題,確定了研究?jī)?nèi)容和意義。在第二章中,則全面梳理了成本控制的內(nèi)涵、原則和方法。比如成本控制原則層面的全面性原則、最低化原則、目標(biāo)管理原則、動(dòng)態(tài)控制原則等,在成本控制方法層面,則主要分析了優(yōu)化施工組織設(shè)計(jì)和資源配置、加強(qiáng)質(zhì)量管理,控制返工率等方法。在第三章中,則結(jié)合XX市工程項(xiàng)目建設(shè)的背景、目標(biāo)和內(nèi)容,細(xì)致梳理出了工程項(xiàng)目成本構(gòu)成和影響因素,比如自然環(huán)境影響成本過(guò)高、材料成本控制薄弱、施工占地賠付高等。在第四章中,則從準(zhǔn)備階段、實(shí)施階段和完工階段,分階段針對(duì)性提出了成本控制方案。比如在工程項(xiàng)目準(zhǔn)備階段,要加強(qiáng)初始投資估算、建立成本控制分級(jí)歸口管理制度等;在實(shí)施階段,要降低人工、材料、機(jī)械設(shè)備費(fèi)用支出、加強(qiáng)項(xiàng)目成本費(fèi)用核算控制、加強(qiáng)施工質(zhì)量控制等;在完工階段,則要建立成本控制報(bào)告制度、調(diào)查成本差異并采取相關(guān)措施糾偏等。在第五章中,則是根據(jù)階段性工程項(xiàng)目成本控制方案,提出了一系列保障措施,如加強(qiáng)預(yù)算管理,加強(qiáng)制度建設(shè),提高成本控制意識(shí);加強(qiáng)監(jiān)督檢查,保障工程質(zhì)量,降低安全事故;建立成本控制動(dòng)態(tài)管理機(jī)制,落實(shí)項(xiàng)目責(zé)任成本執(zhí)行情況考核等。綜合考量,成本控制需要從多角度、多層面入手。對(duì)于XX市地區(qū)農(nóng)網(wǎng)升級(jí)改造工程項(xiàng)目來(lái)說(shuō),按照成本控制方案和保障措施,卓有成效的實(shí)現(xiàn)成本控制,是論文的研究目的所在,也是研究意義所在。
[Abstract]:With the "13th Five-Year" period, the pace of China's electric power construction continues to accelerate, the rural power grid upgrading projects will continue to move forward. But in the process of project construction, one of the problems that can not be ignored is cost control. In view of the economic and social development and the continuous demand for electricity and the heavy load of power grid in XX City, it is difficult to meet the needs of electricity consumption in the economic and social development. XX city power supply company has launched the upgrading and transformation project of rural power network. This thesis focuses on the rural XX City area upgrading projects, based on cost control to seriously sort out the relevant theory, through the project review, analysis of the factors that affect cost, develop a phased cost control scheme, and puts forward specific measures to protect the real cost control scheme. In the first chapter, the thesis combs the status of cost control at home and abroad, and combines the research topics to determine the content and significance of the research. In the second chapter, the connotation, principles and methods of cost control are combed in a comprehensive way. For example, the principle of cost control is based on the principle of comprehensiveness, minimization, target management and dynamic control. On the aspect of cost control, we mainly analyze the methods of optimizing construction organization design and resource allocation, strengthening quality management and controlling rework rate. In the third chapter, combined with the background, objectives and contents of XX city project construction, the cost components and influencing factors of the project are carefully combed out, such as the high cost of natural environment impact, weak material cost control, and high compensation for construction land occupation. In the fourth chapter, from the preparatory stage, the implementation stage and the completion stage, the cost control scheme is put forward in stages. For example, in the run-up to the project, to strengthen the initial investment, establishment of cost control management system of classification; in the implementation phase, to reduce the labor, materials, machinery and equipment costs, strengthening the project cost accounting control, strengthen the quality control of construction; in the stage of completion, to establish the cost control investigation cost variance reporting system and take relevant measures to rectification etc.. In the fifth chapter, the cost control scheme is based on the stage of engineering project, and puts forward a series of security measures, such as strengthening budget management, strengthen the system construction, improve cost control consciousness; strengthen supervision and inspection to ensure the engineering quality, reduce accidents; establish cost control dynamic management mechanism, the implementation of the implementation of project responsibility cost assessment etc.. Comprehensive consideration, cost control needs to start from multiple angles and multilayers. For XX city's rural area network upgrading project, according to cost control plan and safeguard measures, effective implementation of cost control is the purpose and significance of this paper.
