【摘要】:提高工業(yè)綠色水資源效率是緩解長江經(jīng)濟(jì)帶水資源短缺與水環(huán)境污染的重要途徑。本文以地區(qū)工業(yè)為研究對象,將工業(yè)用水與水污染排放納入分析框架,構(gòu)建Epsilon-Based Measure(EBM)-Tobit兩階段效率分析模型。首先,采用兼容徑向與非徑向特點(diǎn)的EBM模型測算2005-2014年長江經(jīng)濟(jì)帶11省市的工業(yè)綠色水資源效率,分析效率的時(shí)空差異特征;然后,從投入要素視角對長江經(jīng)濟(jì)帶各省市工業(yè)綠色水資源無效率進(jìn)行解構(gòu),測算各投入要素的貢獻(xiàn)率,通過泰爾指數(shù)分解詮釋長江經(jīng)濟(jì)帶工業(yè)綠色水資源效率地區(qū)差距的形成根源;進(jìn)而,根據(jù)EBM模型計(jì)算得到的投入目標(biāo)值與實(shí)際值的差異測算長江經(jīng)濟(jì)帶各省市的工業(yè)節(jié)水與水污染減排潛力;最后,利用面板Tobit模型檢驗(yàn)長江經(jīng)濟(jì)帶工業(yè)綠色水資源效率的影響機(jī)制。研究結(jié)果表明:研究期內(nèi)長江經(jīng)濟(jì)帶工業(yè)綠色水資源效率較低,地區(qū)差異特征明顯,工業(yè)節(jié)水與水污染減排潛力巨大;縮小長江上游、中游與下游三大地區(qū)間差距和長江上游各省市間內(nèi)部差距是未來優(yōu)化長江經(jīng)濟(jì)帶工業(yè)綠色水資源效率的關(guān)鍵;經(jīng)濟(jì)發(fā)展水平、工業(yè)化程度、工業(yè)用水強(qiáng)度、科技進(jìn)步、政府環(huán)境規(guī)制力度、地域差異對長江經(jīng)濟(jì)帶工業(yè)綠色水資源效率均有一定影響,但是各因素影響方向、影響力度與顯著性存在差異。本文研究結(jié)論可以為長江經(jīng)濟(jì)帶實(shí)現(xiàn)工業(yè)水資源高效、綠色利用提供理論與實(shí)踐依據(jù)。
[Abstract]:Improving the efficiency of industrial green water resources is an important way to alleviate the shortage of water resources and the pollution of water environment in the economic zone of the Yangtze River. Taking regional industry as the research object, the industrial water and water pollution emissions are included in the analysis framework, and the Epsilon-Based Measure (EBM) -Tobit two stage efficiency analysis model is constructed. First, the EBM model is compatible with radial and non radial characteristics calculation of green industrial water efficiency in the Yangtze River Economic Belt of 11 provinces during 2005-2014, the temporal and spatial analysis of the efficiency of the characteristics; then, from the perspective of input factors of green water resources of the Yangtze River Economic Belt provinces industry inefficient deconstruction, estimates the contribution rate of each input factor, form root by Theil Index Interpretation of the Yangtze River economic belt industrial green water resources efficiency gap between regions; then, according to the EBM model to obtain the investment target value and the actual value of the measured difference with provincial and municipal industrial economy of the Yangtse River water saving and water pollution reduction potential; finally, the influence mechanism of using the panel Tobit model test of the Yangtze River economic belt industrial green water resource efficiency. The results show that: the green water efficiency in the Yangtze River economic belt industrial research period is low, area difference is obvious, the industrial water saving and pollution reduction potential; narrowing the gap between the upper reaches of the Yangtze River, middle and lower reaches of the three regions and the upper reaches of the Yangtze River provinces between the internal gap is the key to future optimization of the Yangtze River economic belt industrial green water resources efficiency the effect; the level of economic development, industrialization, industrial water intensity, technological progress, government environmental regulation, the regional difference of the Yangtze River economic belt industrial green water resources have certain efficiency, but the differences between various factors influence the direction of the impact strength and significant. The conclusions of this paper can provide theoretical and practical basis for the high efficiency and green utilization of industrial water resources in the Yangtze Economic Belt.
