【摘要】：知識(shí)經(jīng)濟(jì)時(shí)代，隨著經(jīng)濟(jì)全球化和技術(shù)高新化的日益深入，高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理在企業(yè)經(jīng)營(yíng)管理中的地位逐漸提高。然而，由于我國(guó)知識(shí)產(chǎn)權(quán)起步晚，企業(yè)知識(shí)產(chǎn)權(quán)管理研究水平低，高新技術(shù)企業(yè)在知識(shí)產(chǎn)權(quán)管理方面暴露出一些問題，主要包括：企業(yè)沒有根據(jù)自身實(shí)際情況合理制定企業(yè)知識(shí)產(chǎn)權(quán)戰(zhàn)略，沒有建立健全的知識(shí)產(chǎn)權(quán)管理制度，企業(yè)的知識(shí)產(chǎn)權(quán)管理機(jī)構(gòu)設(shè)置不合理、組織層級(jí)不高，知識(shí)產(chǎn)權(quán)管理人員配備不足、知識(shí)結(jié)構(gòu)和技能單一、配置不合理。之所以出現(xiàn)這些問題，其深層次的原因主要是歷史因素、制度因素和企業(yè)自身因素等。由于我國(guó)高新技術(shù)企業(yè)不斷受到國(guó)外企業(yè)的知識(shí)產(chǎn)權(quán)“圍攻”，促使企業(yè)知識(shí)產(chǎn)權(quán)意識(shí)逐漸提高，開始加強(qiáng)企業(yè)知識(shí)產(chǎn)權(quán)管理工作，并注重充分利用國(guó)外成熟的企業(yè)知識(shí)產(chǎn)權(quán)管理理論，提高企業(yè)知識(shí)產(chǎn)權(quán)管理水平。 基于我國(guó)高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理所面臨的嚴(yán)峻現(xiàn)狀，本文提出了構(gòu)建高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系的構(gòu)想。依據(jù)綜合性、動(dòng)態(tài)性、創(chuàng)新性和針對(duì)性原則，從企業(yè)知識(shí)產(chǎn)權(quán)戰(zhàn)略、企業(yè)知識(shí)產(chǎn)權(quán)管理機(jī)構(gòu)、企業(yè)知識(shí)產(chǎn)權(quán)管理人員和企業(yè)知識(shí)產(chǎn)權(quán)管理制度四個(gè)方面介紹了高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系的構(gòu)建內(nèi)容。同時(shí)，按照企業(yè)規(guī)模細(xì)分為小型高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系、中型高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系和大型高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系，使構(gòu)建的企業(yè)知識(shí)產(chǎn)權(quán)管理體系可以分別適用于不同規(guī)模的高新技術(shù)企業(yè)，以符合不同規(guī)模高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)事業(yè)發(fā)展的需要。 為了客觀、科學(xué)評(píng)估高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系，本文在科學(xué)性、全面性、可操作性、相對(duì)穩(wěn)定性和導(dǎo)向性原則的指導(dǎo)下，從企業(yè)知識(shí)產(chǎn)權(quán)戰(zhàn)略、知識(shí)產(chǎn)權(quán)管理機(jī)構(gòu)、知識(shí)產(chǎn)權(quán)管理人員和知識(shí)產(chǎn)權(quán)管理制度四個(gè)方面構(gòu)建了高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系評(píng)價(jià)指標(biāo)體系，以期能夠科學(xué)、合理地評(píng)價(jià)高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系，進(jìn)一步提高企業(yè)知識(shí)產(chǎn)權(quán)管理和保護(hù)能力。
[Abstract]:In the era of knowledge economy, with the deepening of economic globalization and high-tech, the position of intellectual property management of high-tech enterprises in enterprise management is gradually improved. However, due to the late start of intellectual property in China and the low level of research on intellectual property management in enterprises, high-tech enterprises have exposed some problems in intellectual property management. Mainly include: the enterprise has not reasonably formulated the enterprise intellectual property strategy according to its own actual situation, has not established the perfect intellectual property management system, the enterprise intellectual property management organization establishment is unreasonable, the organization level is not high, The intellectual property management personnel is insufficient, the knowledge structure and the skill are single, the disposition is unreasonable. The reasons for these problems are mainly historical factors, institutional factors and enterprises' own factors. Due to the constant "siege" of intellectual property rights by foreign enterprises, Chinese high-tech enterprises have gradually raised their awareness of intellectual property rights and started to strengthen the management of intellectual property rights of enterprises. And pay attention to make full use of foreign mature enterprise intellectual property management theory, improve the level of enterprise intellectual property management. Based on the severe situation of intellectual property management of high and new technology enterprises in China, this paper puts forward the conception of constructing intellectual property management system of high and new technology enterprises. According to the comprehensive, dynamic, innovative and targeted principles, from the enterprise intellectual property strategy, enterprise intellectual property management agencies, This paper introduces the construction of intellectual property management system of high and new technology enterprises from four aspects: enterprise intellectual property management personnel and enterprise intellectual property management system. At the same time, according to the size of the enterprise, it is subdivided into the intellectual property management system of small high-tech enterprises, the intellectual property management system of medium-sized high-tech enterprises and the intellectual property management system of large high-tech enterprises. The intellectual property management system can be applied to high and new technology enterprises of different scales, in order to meet the needs of the development of intellectual property rights of different scale high and new technology enterprises. In order to evaluate the intellectual property management system of high-tech enterprises objectively and scientifically, this paper, guided by the principles of science, comprehensiveness, maneuverability, relative stability and guidance, from the perspective of intellectual property strategy, intellectual property management institutions, The evaluation index system of intellectual property management system of high and new technology enterprises is constructed from four aspects of intellectual property management personnel and intellectual property management system in order to evaluate the intellectual property management system of high and new technology enterprises scientifically and reasonably. We will further improve the ability of enterprises to manage and protect intellectual property rights.
