【摘要】：隨著知識經(jīng)濟(jì)的興起和經(jīng)濟(jì)全球化的深入發(fā)展,科學(xué)技術(shù)日新月異,科技創(chuàng)新也就自然而然的成為了知識經(jīng)濟(jì)時代的主要命題。因此,知識產(chǎn)權(quán)日益成為各個國家發(fā)展的戰(zhàn)略性資源和國際競爭力的核心要素,在經(jīng)濟(jì)社會發(fā)展中的地位和作用日益突出,成為發(fā)展高科技,提升綜合國力,維護(hù)國家利益和經(jīng)濟(jì)社會安全的重要手段。掌握更多自主知識產(chǎn)權(quán)已經(jīng)成為各國之間相互競爭,提升核心競爭力的重要戰(zhàn)略。要全面實施知識產(chǎn)權(quán)戰(zhàn)略,最關(guān)鍵的是人才,只有培養(yǎng)大批的知識產(chǎn)權(quán)人才才能為實施知識產(chǎn)權(quán)戰(zhàn)略提供智力保障。 本文從知識產(chǎn)權(quán)與知識產(chǎn)權(quán)戰(zhàn)略的內(nèi)涵與特點(diǎn)談起,以經(jīng)典戰(zhàn)略管理理論、人才戰(zhàn)略理論等為支撐,采用文獻(xiàn)查閱法、調(diào)查研究法、實證分析法、圖表分析法等研究方法,闡述了我國建設(shè)創(chuàng)新型國家,需要不斷加強(qiáng)知識產(chǎn)權(quán)工作；要全面推進(jìn)知識產(chǎn)權(quán)戰(zhàn)略的實施,需要培養(yǎng)大批復(fù)合型、應(yīng)用型、高端學(xué)術(shù)型的知識產(chǎn)權(quán)專業(yè)人才。文章借助PEST分析和SWOT分析方法,分別對我省實施知識產(chǎn)權(quán)人才戰(zhàn)略的外部環(huán)境和內(nèi)部環(huán)境進(jìn)行了分析研究,并在此基礎(chǔ)上結(jié)合實際提出了我省實施知識產(chǎn)權(quán)人才戰(zhàn)略的使命、愿景和戰(zhàn)略目標(biāo),明確了戰(zhàn)略實施步驟、實施重點(diǎn)和保障措施,繼而就戰(zhàn)略控制的過程和方式提出了解決思路與具體對策,并對相關(guān)對策進(jìn)行深入分析。 知識產(chǎn)權(quán)人才是實施知識產(chǎn)權(quán)戰(zhàn)略的重要組成部分之一。本文在分析甘肅省知識產(chǎn)權(quán)人才現(xiàn)狀的基礎(chǔ)上,結(jié)合了筆者在實際工作中遇到的大量問題。就實施知識產(chǎn)權(quán)人才戰(zhàn)略提出的具體措施,對西北地區(qū)知識產(chǎn)權(quán)戰(zhàn)略的順利推進(jìn)具有一定的參考價值和借鑒意義。
[Abstract]:With the rise of knowledge economy and the deepening development of economic globalization, science and technology changes with each passing day, and scientific and technological innovation naturally becomes the main proposition in the era of knowledge economy. As a result, intellectual property rights have increasingly become the strategic resources for the development of various countries and the core elements of international competitiveness. They play an increasingly prominent role in economic and social development and become the development of high technology and the promotion of comprehensive national strength. An important means of safeguarding national interests and economic and social security. Mastering more independent intellectual property rights has become an important strategy for each country to compete with each other and enhance its core competitiveness. To implement the intellectual property strategy in an all-round way, the most important thing is talent. Only by cultivating a large number of intellectual property talents can intellectual security be provided for the implementation of intellectual property strategy. This paper starts with the connotation and characteristics of intellectual property and intellectual property strategy, supported by classical strategic management theory and talent strategy theory, and adopts the methods of literature review, investigation and research, empirical analysis, chart analysis, and so on. It is expounded that it is necessary to strengthen the work of intellectual property in order to build an innovative country in China. In order to promote the implementation of intellectual property strategy, it is necessary to train a large number of intellectual property professionals of compound, applied and high-end academic type. With the help of PEST analysis and SWOT analysis, this paper analyzes and studies the external and internal environment of implementing intellectual property talent strategy in our province, and puts forward the mission of implementing intellectual property talent strategy in our province based on the actual situation. Vision and strategic objective, this paper clarifies the steps of strategic implementation, implements the key points and safeguards, and then puts forward the solutions and specific countermeasures for the process and mode of strategic control, and makes a deep analysis of the relevant countermeasures. Intellectual property talent is one of the important components of implementing intellectual property strategy. On the basis of analyzing the present situation of intellectual property talents in Gansu Province, this paper combines a large number of problems encountered by the author in practical work. The concrete measures of implementing intellectual property talent strategy are of certain reference value and significance for the smooth promotion of intellectual property strategy in Northwest China.
