【摘要】：天津作為我國(guó)主要的服務(wù)外包基地城市之一,積極推進(jìn)服務(wù)外包企業(yè)上規(guī)模、上水平發(fā)展,對(duì)天津經(jīng)濟(jì)的總體發(fā)展有著深遠(yuǎn)的意義。本研究的目的旨在借鑒國(guó)內(nèi)外服務(wù)外包發(fā)展較為領(lǐng)先城市的實(shí)踐經(jīng)驗(yàn),并結(jié)合天津企業(yè)自身特點(diǎn),分析天津企業(yè)承接國(guó)際服務(wù)外包的現(xiàn)狀和整體環(huán)境,提出天津企業(yè)承接國(guó)際服務(wù)外包方面存在的問(wèn)題和應(yīng)對(duì)策略,力求為天津企業(yè)快速拓展服務(wù)外包業(yè)務(wù)探索一條有效途徑。論文主要采用了借鑒和比較的研究方法,在綜合閱覽國(guó)內(nèi)外承接服務(wù)外包城市發(fā)展資料的基礎(chǔ)上,以相關(guān)經(jīng)濟(jì)數(shù)據(jù)為依據(jù)選擇了國(guó)際上服務(wù)外包發(fā)展處于領(lǐng)先水平的城市,并對(duì)部分城市進(jìn)行了走訪,對(duì)天津服務(wù)外包企業(yè)進(jìn)行了調(diào)研,分析天津企業(yè)當(dāng)前國(guó)際服務(wù)外包發(fā)展的現(xiàn)狀,包括天津國(guó)際服務(wù)外包企業(yè)的總體情況、產(chǎn)業(yè)分布和重點(diǎn)企業(yè)情況。論文還對(duì)天津企業(yè)承接國(guó)際服務(wù)外包業(yè)務(wù)的環(huán)境進(jìn)行了分析。天津市具備國(guó)際服務(wù)外包產(chǎn)業(yè)快速發(fā)展的基礎(chǔ)條件,并且國(guó)際服務(wù)外包產(chǎn)業(yè)已經(jīng)獲得了一定程度的發(fā)展。但是,天津市企業(yè)在承接國(guó)際服務(wù)外包方面也存在一些劣勢(shì)：1.天津企業(yè)國(guó)際服務(wù)外包水平相對(duì)落后；2.天津企業(yè)專(zhuān)門(mén)國(guó)際服務(wù)外包人才匱乏；3.天津企業(yè)國(guó)際服務(wù)外包核心競(jìng)爭(zhēng)優(yōu)勢(shì)不明顯；4.天津企業(yè)承接國(guó)際服務(wù)外包缺乏交流與合作；5.天津企業(yè)國(guó)際服務(wù)外包市場(chǎng)過(guò)于單一；6.天津企業(yè)應(yīng)對(duì)國(guó)際服務(wù)外包糾紛的處理能力欠缺。在此基礎(chǔ)上,論文提出了天津企業(yè)發(fā)展國(guó)際服務(wù)外包的應(yīng)對(duì)策略,包括：1.明確產(chǎn)業(yè)定位,形成獨(dú)特的核心競(jìng)爭(zhēng)力；2.通過(guò)擴(kuò)大規(guī)模和業(yè)務(wù)層次加強(qiáng)企業(yè)自身實(shí)力；3.與發(fā)包企業(yè)建立相互信賴(lài)的跨文化交流與合作機(jī)制；4.全面吸引和培養(yǎng)服務(wù)外包人才；5.充分發(fā)揮行業(yè)協(xié)會(huì)的作用；6.重視和保護(hù)知識(shí)產(chǎn)權(quán)。
[Abstract]:As one of the main service outsourcing base cities in China, Tianjin actively promotes the scale and level development of service outsourcing enterprises, which has far-reaching significance for the overall economic development of Tianjin. The purpose of this study is to draw lessons from the practical experience of leading cities in the development of service outsourcing at home and abroad, and to analyze the present situation and the overall environment of Tianjin enterprises undertaking international service outsourcing according to the characteristics of Tianjin enterprises. This paper puts forward the problems and countermeasures in undertaking international service outsourcing for Tianjin enterprises, and tries to explore an effective way for Tianjin enterprises to expand their service outsourcing business quickly. This paper mainly adopts the research method of reference and comparison, on the basis of comprehensive reading of the domestic and foreign information on the urban development of service outsourcing, and on the basis of the relevant economic data, selects the leading cities in the international service outsourcing development. And some cities were visited, the service outsourcing enterprises in Tianjin were investigated, and the current situation of the international service outsourcing development of Tianjin enterprises was analyzed, including the general situation, industrial distribution and key enterprises of Tianjin international service outsourcing enterprises. The paper also analyzes the environment for Tianjin enterprises to undertake international service outsourcing business. Tianjin has the basic conditions for the rapid development of international service outsourcing industry, and the international service outsourcing industry has been developed to a certain extent. However, Tianjin enterprises also have some disadvantages in undertaking international service outsourcing: 1. Tianjin enterprise international service outsourcing level is relatively backward; 2. Tianjin enterprise specialized international service outsourcing talent shortage; 3. Tianjin enterprise international service outsourcing core competitive advantage is not obvious; 4. Tianjin enterprises to undertake international service outsourcing lack of communication and cooperation; 5. Tianjin enterprise international service outsourcing market is too single; 6. Tianjin enterprises to deal with international service outsourcing disputes lack of capacity. On this basis, the paper puts forward the countermeasures of Tianjin enterprises to develop international service outsourcing, including: 1. Clear industry positioning to form a unique core competitiveness; 2. Through expanding the scale and business level to strengthen the strength of the enterprise; 3. To establish a mutual trust and cross-cultural exchange and cooperation mechanism with contracting enterprises; 4. Attract and train service outsourcing talents; 5. Give full play to the role of trade associations; 6. Attach importance to and protect intellectual property rights.
