【摘要】：當(dāng)今的社會(huì)經(jīng)濟(jì)是以知識(shí)為基礎(chǔ)，企業(yè)通過不斷創(chuàng)新知識(shí)和提高技術(shù)創(chuàng)新的能力水平，才能不斷發(fā)展進(jìn)步。在QDHJ研究所的任務(wù)中，最主要的就是要不斷對(duì)型號(hào)進(jìn)行技術(shù)創(chuàng)新和改進(jìn)，通過提高技術(shù)創(chuàng)新項(xiàng)目的成功率和效率提高其技術(shù)創(chuàng)新的能力和水平。本文在分析了QDHJ研究所技術(shù)創(chuàng)新項(xiàng)目知識(shí)管理現(xiàn)狀的基礎(chǔ)上，總結(jié)了目前實(shí)施知識(shí)管理中存在的問題，并結(jié)合實(shí)際情況提出了在技術(shù)創(chuàng)新項(xiàng)目中實(shí)施知識(shí)管理的具體解決方案。 本文對(duì)目前國(guó)內(nèi)外有關(guān)知識(shí)管理文獻(xiàn)進(jìn)行了廣泛的調(diào)研，分析了QDHJ研究所實(shí)施知識(shí)管理的重要性、必要性以及管理現(xiàn)狀。針對(duì)QDHJ研究所實(shí)施知識(shí)管理中存在的一些問題提出總體解決思路和實(shí)施策略，對(duì)技術(shù)創(chuàng)新項(xiàng)目的實(shí)施流程進(jìn)行了介紹，從策略的角度提出了QDHJ研究所技術(shù)創(chuàng)新項(xiàng)目實(shí)施知識(shí)管理的總體規(guī)劃、目標(biāo)和實(shí)施方案。 從技術(shù)創(chuàng)新項(xiàng)目隱性知識(shí)管理和顯性知識(shí)管理的角度研究了技術(shù)創(chuàng)新項(xiàng)目的知識(shí)管理實(shí)施過程，并針對(duì)QDHJ研究所技術(shù)創(chuàng)新項(xiàng)目具體的特點(diǎn)和技術(shù)人員的組成提出了知識(shí)管理的具體實(shí)現(xiàn)途徑。從技術(shù)創(chuàng)新項(xiàng)目的制度建設(shè)和約束機(jī)制的角度，，對(duì)QDHJ研究所實(shí)施知識(shí)管理的實(shí)際情況進(jìn)行了分析，提出了構(gòu)建學(xué)習(xí)型的技術(shù)創(chuàng)新組織、構(gòu)建技術(shù)創(chuàng)新項(xiàng)目知識(shí)庫(kù)和知識(shí)管理系統(tǒng)、建立技術(shù)創(chuàng)新的知識(shí)產(chǎn)權(quán)管理制度和組織制度建設(shè)等建議。結(jié)合QDHJ研究所保密管理規(guī)定和要求，提出實(shí)施技術(shù)創(chuàng)新項(xiàng)目知識(shí)管理的改進(jìn)方案，為QDHJ研究所知識(shí)管理戰(zhàn)略的推進(jìn)提供建議和參考。
[Abstract]:Nowadays, the social economy is based on knowledge. Only by constantly innovating knowledge and improving the ability of technological innovation, can enterprises develop and progress continuously. In the task of QDHJ research institute, the most important task is to continuously carry on the technical innovation and improvement to the model, and to improve the ability and level of technological innovation by improving the success rate and efficiency of the technical innovation project. Based on the analysis of the current situation of knowledge management in the technological innovation project of QDHJ Institute, this paper summarizes the problems existing in the implementation of knowledge management at present, and puts forward a concrete solution to the implementation of knowledge management in the technical innovation project in combination with the actual situation. This paper has carried on the extensive investigation to the domestic and foreign related knowledge management literature, analyzed the importance, the necessity and the management present situation of the QDHJ institute to implement the knowledge management. In view of some problems existing in the implementation of knowledge management in QDHJ Institute, this paper puts forward the overall solution and implementation strategy, and introduces the implementation process of the technological innovation project. From the point of view of strategy, this paper puts forward the overall plan, goal and implementation scheme of implementing knowledge management in QDHJ Institute's technological innovation project. From the point of view of tacit knowledge management and explicit knowledge management of technology innovation project, this paper studies the implementation process of technology innovation project knowledge management. According to the specific characteristics of the technical innovation project of QDHJ Institute and the composition of the technical personnel, this paper puts forward the specific ways to realize knowledge management. From the point of view of system construction and constraint mechanism of technological innovation project, this paper analyzes the actual situation of implementing knowledge management in QDHJ research institute, and puts forward the construction of learning technology innovation organization. Some suggestions such as constructing knowledge base and knowledge management system of technological innovation project and establishing intellectual property management system and organization system of technological innovation are proposed. Combined with the rules and requirements of QDHJ Institute, this paper puts forward the improvement scheme of implementing knowledge management of technological innovation project, and provides suggestions and references for the promotion of knowledge management strategy of QDHJ Institute.
