【摘要】：隨著市場經(jīng)濟(jì)的不斷發(fā)展,中小企業(yè)在社會中的重要地位日益顯現(xiàn),它們在增加就業(yè)、促進(jìn)財政收入、提升市場活力、維持社會穩(wěn)定等方面發(fā)揮了至關(guān)重要的作用。但同時,中小企業(yè)又面臨著自身資源不足、競爭力不夠強(qiáng)、存活時間短、資金融通難等制約中小企業(yè)發(fā)展的客觀條件。中小企業(yè)服務(wù)體系的建設(shè)可以幫助中小企業(yè)彌補(bǔ)這些先天的不足和缺陷,因此,中小企業(yè)服務(wù)體系的建設(shè)完善就顯得尤為重要。 首先對中小企業(yè)、中小企業(yè)服務(wù)體系建設(shè)的概念做出界定,梳理系統(tǒng)論原理和競爭力理論；其次,通過對現(xiàn)狀的分析,指出我國現(xiàn)行中小企業(yè)服務(wù)體系建設(shè)取得的成就：中小企業(yè)法律支持體系不斷豐富、中小企業(yè)協(xié)會發(fā)展態(tài)勢良好、中小企業(yè)的金融政策體系不斷發(fā)展、人才培訓(xùn)體系穩(wěn)步推進(jìn)、技術(shù)創(chuàng)新服務(wù)體系初現(xiàn)成果、信用和信息服務(wù)體系初現(xiàn)成果；中小企業(yè)服務(wù)體系建設(shè)中存在的問題：融資難問題仍然普遍存在、人才培訓(xùn)服務(wù)體系建設(shè)不完善、技術(shù)創(chuàng)新服務(wù)體系不健全、信用服務(wù)體系不足、信息服務(wù)體系建設(shè)欠缺。本文還對現(xiàn)在和問題進(jìn)行了原因分析：再次,借鑒美國、日本服務(wù)體系建設(shè)的經(jīng)驗(yàn)；通過經(jīng)驗(yàn)借鑒,最后,提出完善中小企業(yè)服務(wù)體系建設(shè)的對策：從直接融資體系、間接融資體系及中小企業(yè)自身建設(shè)三個方面著手,完善中小企業(yè)的融資體系；發(fā)揮政府的主導(dǎo)作用和中介服務(wù)組織的輔助作用,從而建立健全信用服務(wù)體系；強(qiáng)化政府對信息服務(wù)體系的集中控制和宏觀管理、加強(qiáng)政府的財政扶持力度、加強(qiáng)人才隊(duì)伍建設(shè)、提升信息化服務(wù)水平,從而完善信息服務(wù)體系；通過加強(qiáng)人才培訓(xùn)機(jī)構(gòu)能力、人才培訓(xùn)機(jī)制的建設(shè)來完善人才培訓(xùn)體系；加強(qiáng)專業(yè)化服務(wù)、加強(qiáng)對知識產(chǎn)權(quán)的保護(hù)、培育中小企業(yè)技術(shù)創(chuàng)新的核心能力,從而建立健全技術(shù)創(chuàng)新體系。
[Abstract]:With the development of market economy, small and medium-sized enterprises (SMEs) play an important role in increasing employment, promoting financial revenue, promoting market vitality and maintaining social stability. But at the same time, SMEs are faced with the objective conditions which restrict the development of SMEs, such as insufficient resources, insufficient competitiveness, short survival time and difficult financing. The construction of service system of small and medium-sized enterprises can help them to make up for these inherent deficiencies and defects, therefore, the construction and perfection of service system of small and medium-sized enterprises is particularly important. First of all, it defines the concept of small and medium-sized enterprises, SME service system construction, combing the theory of system theory and competitiveness theory; secondly, through the analysis of the current situation, This paper points out the achievements in the construction of service system for SMEs in China: the legal support system of SMEs is constantly rich, the SME association is developing well, the financial policy system of SMEs is developing, and the personnel training system is advancing steadily. Technical innovation service system, credit and information service system, the problems in the construction of small and medium-sized enterprises service system: financing problems are still widespread, personnel training service system construction is not perfect, The technical innovation service system is not perfect, the credit service system is insufficient, and the information service system construction is deficient. This paper also analyzes the reasons for the present and the problems: thirdly, draw lessons from the experience of the United States and Japan in the construction of service system; through the experience, finally, put forward the countermeasures to perfect the service system of small and medium-sized enterprises: from the direct financing system, The indirect financing system and the small and medium-sized enterprises' own construction will improve the financing system of the small and medium-sized enterprises, give play to the leading role of the government and the auxiliary role of the intermediary service organization, and thus establish and perfect the credit service system. Strengthening the centralized control and macro management of the information service system by the government, strengthening the financial support of the government, strengthening the construction of the contingent of talents, improving the level of information service, thus perfecting the information service system, strengthening the capacity of the personnel training institutions, The construction of talent training mechanism will improve the talent training system, strengthen the specialized service, strengthen the protection of intellectual property rights, cultivate the core ability of technological innovation of small and medium-sized enterprises, and thus establish and perfect the technological innovation system.
