【摘要】：正當(dāng)前中國已是世界第二大經(jīng)濟體,正處在經(jīng)濟轉(zhuǎn)型的關(guān)鍵時期,尖端科技迅猛發(fā)展,國防力量大增;與此同時,中國控制科學(xué)事業(yè)也獲得了空前的發(fā)展,中國已成為一個名副其實的控制大國。但論文數(shù)量巨大、參與人數(shù)眾多和巨額資金的投入,都還不足以代表中國是控制強國�？刂瓶茖W(xué)的本質(zhì)是技術(shù)科學(xué),其發(fā)展的第一驅(qū)動力是需求,從這個角度來說,控制強國的標(biāo)志應(yīng)該是:1)在控制工程領(lǐng)域,掌握自主知識產(chǎn)權(quán)與吸收外國的知識產(chǎn)權(quán)應(yīng)大致相當(dāng);在國防領(lǐng)域,涉及控制的自主知識產(chǎn)權(quán)應(yīng)占主要地位或全部是自主知識
[Abstract]:At present, China is already the second largest economy in the world, and it is in a critical period of economic transformation, with the rapid development of cutting-edge science and technology and the increase of national defense power. At the same time, China's science and control undertakings have also achieved unprecedented development. China has become a truly controlling power. But the large number of papers, the large number of participants and the huge investment are not enough to represent China as a controlling power. The essence of control science is technological science, and the first driving force of its development is demand. From this point of view, the symbol of controlling a powerful country should be: 1) in the field of control engineering, the control of independent intellectual property rights should be roughly equal to that of absorbing foreign intellectual property rights; In the field of national defence, autonomous intellectual property rights involving control should be dominant or all autonomous knowledge
