【摘要】：加強(qiáng)植物新品種保護(hù)是發(fā)展現(xiàn)代種業(yè)、建設(shè)種業(yè)強(qiáng)國(guó)的重要支撐,也是實(shí)施國(guó)家知識(shí)產(chǎn)權(quán)戰(zhàn)略,建設(shè)知識(shí)產(chǎn)權(quán)強(qiáng)國(guó)的重要內(nèi)容。論文首先討論了植物新品種保護(hù)與發(fā)展現(xiàn)代種業(yè)之間的內(nèi)在聯(lián)系,分析我國(guó)植物新品種保護(hù)目前存在的問(wèn)題,提出應(yīng)盡快完善植物新品種保護(hù)制度、加強(qiáng)植物新品種審查和測(cè)試的技術(shù)支撐體系、加強(qiáng)植物新品種保護(hù)宣傳培訓(xùn)與引導(dǎo),以及深化植物新品種保護(hù)的國(guó)際合作交流機(jī)制等政策措施。
[Abstract]:Strengthening the protection of new plant varieties is an important support for the development of modern seed industry and the construction of a powerful country in seed industry. It is also an important content of implementing the strategy of national intellectual property rights and building a powerful country of intellectual property rights. This paper first discusses the internal relationship between the protection of new plant varieties and the development of modern seed industry, analyzes the problems existing in the protection of new plant varieties in China, and puts forward that the protection system of new plant varieties should be improved as soon as possible. We should strengthen the technical support system for the review and testing of new plant varieties, strengthen the propaganda, training and guidance for the protection of new plant varieties, and deepen the mechanism of international cooperation and exchange for the protection of new plant varieties.
