【摘要】：近年來(lái),隨著信息化勢(shì)不可擋的發(fā)展潮流席卷全球,我國(guó)業(yè)已進(jìn)入工業(yè)社會(huì)向信息社會(huì)加速轉(zhuǎn)型的歷史時(shí)期,與此同時(shí)信息貧富差距問題的擴(kuò)大也成為我國(guó)信息化社會(huì)進(jìn)程中必須破解的一大難題,網(wǎng)絡(luò)融合的發(fā)展也給信息扶貧工作的推進(jìn)帶來(lái)了機(jī)遇與挑戰(zhàn)。本論文依托公共管理及社會(huì)學(xué)方面的基礎(chǔ)理論,針對(duì)我國(guó)當(dāng)前信息貧困與信息扶貧工作的現(xiàn)狀與成因、網(wǎng)絡(luò)融合發(fā)展給信息扶貧帶來(lái)的機(jī)遇與挑戰(zhàn)做了全面性的嘗試性研究,論文主要包括以下內(nèi)容。第一部分是緒論,主要包括研究問題的意義、國(guó)內(nèi)研究現(xiàn)狀述評(píng)以及研究框架和創(chuàng)新之處。第二部分主要介紹基本的研究概念與理論基礎(chǔ),首先對(duì)信息社會(huì)與信息貧困的概念作出解釋,其次從新公共服務(wù)理論、社會(huì)公民權(quán)理論以及知識(shí)產(chǎn)權(quán)保護(hù)的角度分析信息貧困的必要性,最后對(duì)政府開展信息扶貧的正當(dāng)性進(jìn)行闡述。第三部分主要對(duì)我國(guó)信息化與網(wǎng)絡(luò)融合的進(jìn)程進(jìn)行概述,從經(jīng)濟(jì)、制度以及主體差異等方面對(duì)信息貧困的現(xiàn)狀與成因進(jìn)行分析,總結(jié)歸納了當(dāng)前我國(guó)政府信息扶貧工作存在的問題。第四部分是在前文的基礎(chǔ)上,從機(jī)會(huì)平等、信息共享、信息安全及人道主義等角度提出了整合資源、發(fā)展教育以及完善法律制度等具體政策建議。
[Abstract]:In recent years, with the unstoppable development trend of information technology sweeping the world, our country has entered the historical period of accelerating transformation from industrial society to information society. At the same time, the widening of the gap between the rich and the poor in information has become a big problem that must be solved in the process of our country's information society, and the development of network integration has brought opportunities and challenges to the promotion of information poverty alleviation. Based on the basic theories of public management and sociology, this paper makes a comprehensive and tentative study on the opportunities and challenges brought by the development of network integration to the information poverty alleviation in view of the current situation and causes of information poverty and information poverty alleviation in China. The thesis mainly includes the following contents. The first part is the introduction, including the significance of the research, the current situation of domestic research and the research framework and innovation. The second part mainly introduces the basic research concepts and theoretical basis, first of all to explain the information society and the concept of information poverty, secondly from the new public service theory. This paper analyzes the necessity of information poverty from the perspective of social citizenship theory and intellectual property protection, and finally expounds the legitimacy of the government to carry out information poverty alleviation. The third part mainly summarizes the process of the integration of information and network in China, and analyzes the current situation and causes of information poverty from the aspects of economy, system and main body difference. This paper summarizes and summarizes the problems existing in the work of helping the poor by government information at present. The fourth part is based on the above, from the perspective of equal opportunity, information sharing, information security and humanitarianism, the author puts forward some specific policy suggestions, such as integrating resources, developing education and perfecting legal system.
