【摘要】：隨著移動(dòng)通信技術(shù)的快速發(fā)展,移動(dòng)電子政務(wù)已成為拓展電子政務(wù)應(yīng)用領(lǐng)域、提升政府服務(wù)能力的重要方向。3G技術(shù)特別是具有自主知識(shí)產(chǎn)權(quán)的TD—SCDMA技術(shù)應(yīng)用,大大提升了無線數(shù)據(jù)帶寬,提供了優(yōu)異的無線承載通道,具備了將原有很多移動(dòng)電子政務(wù)應(yīng)用進(jìn)行“融合”升級(jí)的條件,這對(duì)于提高政府效能,降低行政成本,強(qiáng)化社會(huì)管理,促進(jìn)社會(huì)穩(wěn)定與發(fā)展具有重要意義。 本文以作者在項(xiàng)目管理工程碩士課程中所學(xué)習(xí)的項(xiàng)目管理及相關(guān)理論知識(shí)為指導(dǎo),結(jié)合自己作為主要負(fù)責(zé)人之一而親身參與TD電子政務(wù)試點(diǎn)建設(shè)工程為對(duì)象,探討了在建設(shè)過程中實(shí)施項(xiàng)目管理方法的一些關(guān)鍵問題。論文首先針對(duì)目前西部地區(qū)電子政務(wù)建設(shè)中普遍存在信息資源建設(shè)相對(duì)滯后的現(xiàn)狀,找出根源、提出目前可行的具體建設(shè)內(nèi)容、闡述了解決問題的方法和策略,然后選擇了一個(gè)有一定代表性的中小型城市——阜康市進(jìn)行了實(shí)例分析,包括阜康市電子政務(wù)現(xiàn)狀和需求分析,建設(shè)改造的原則和目標(biāo),以及TD電子政務(wù)試點(diǎn)項(xiàng)目工程規(guī)劃和建設(shè)方案。最后,結(jié)合網(wǎng)絡(luò)方案實(shí)施,重點(diǎn)對(duì)建設(shè)工程的規(guī)劃與實(shí)施的幾個(gè)關(guān)鍵問題進(jìn)行了研究,分析了項(xiàng)目管理在阜康市TD電子政務(wù)試點(diǎn)建設(shè)項(xiàng)目中所起到的作用,并在范圍規(guī)劃、組織結(jié)構(gòu)研究、建網(wǎng)方案規(guī)劃、工程進(jìn)度管理、工程質(zhì)量管理、費(fèi)用控制和售后服務(wù)、預(yù)期效果分析等方面,運(yùn)用了項(xiàng)目管理的方法。 TD電子政務(wù)建設(shè)是一個(gè)較為復(fù)雜的系統(tǒng)工程,交叉了多學(xué)科的知識(shí)。我國(guó)還沒有形成系統(tǒng)、成熟的理論。本文總結(jié)了新疆試點(diǎn)地區(qū)TD電子政務(wù)建設(shè)的經(jīng)驗(yàn),并采用項(xiàng)目管理的方法,較為深入地研究了TD電子政務(wù)建設(shè)的思路,相信會(huì)對(duì)民族和邊遠(yuǎn)地區(qū)的TD電子政務(wù)及其信息資源建設(shè)具有一定的借鑒作用。
[Abstract]:With the rapid development of mobile communication technology, mobile e-government has become an important direction to expand the application field of e-government and enhance the capability of government service. 3G technology, especially TD-SCDMA technology with independent intellectual property rights, has become an important direction. It greatly improves the wireless data bandwidth, provides excellent wireless bearer channels, and has the conditions to "merge" and upgrade many of the original mobile e-government applications, which will improve the efficiency of the government, reduce administrative costs, and strengthen social management. Promoting social stability and development is of great significance. Under the guidance of the author's knowledge of project management and related theories in the master's degree in project management, the author participates in the pilot project of TD e-government by himself as one of the main responsible persons. Some key problems of implementing project management in the process of construction are discussed. Firstly, aiming at the current situation that the information resources construction is lagging behind in the construction of E-government in the western region, this paper finds out the root cause, puts forward the concrete construction contents, and expounds the methods and strategies to solve the problem. Then I choose a representative medium and small city-Fukang City to carry out an example analysis, including the analysis of the status quo and needs of e-government in Fukang City, the principles and objectives of construction and transformation. And TD e-government pilot project planning and construction program. Finally, in combination with the implementation of the network scheme, several key problems in the planning and implementation of the construction project are studied, and the role of project management in the pilot construction project of TD e-government in Fukang City is analyzed, and the scope planning is also given. Organizational structure research, network planning, project schedule management, engineering quality management, cost control and after-sales service, expected effect analysis, etc. Using the method of project management, TD E-government construction is a more complex system engineering, and cross the knowledge of many subjects. China has not yet formed a systematic, mature theory. This paper summarizes the experience of the construction of TD e-government in Xinjiang pilot area, and adopts the method of project management to deeply study the ideas of the construction of TD e-government. It is believed that TD e-government and its information resource construction in ethnic and remote areas can be used for reference.
