【摘要】：高校不僅承擔(dān)著科研和教學(xué)的任務(wù),更要承擔(dān)起專(zhuān)利技術(shù)轉(zhuǎn)化的重任�？墒�,目前我國(guó)高校專(zhuān)利技術(shù)轉(zhuǎn)化率較發(fā)達(dá)國(guó)家還是有很大差距,尤其在中西部地區(qū)。2016年底,中央出臺(tái)了關(guān)于促進(jìn)中部地區(qū)崛起的計(jì)劃,河南作為中部地區(qū)的重要省份,必須加快推動(dòng)河南高校的專(zhuān)利轉(zhuǎn)化,提高河南高校的專(zhuān)利技術(shù)轉(zhuǎn)化率,從而帶動(dòng)中部地區(qū)的崛起。本文以河南高校存在專(zhuān)利轉(zhuǎn)化率低的問(wèn)題為出發(fā)點(diǎn),高校轉(zhuǎn)化專(zhuān)利轉(zhuǎn)化模式為切入點(diǎn),將河南高校專(zhuān)利技術(shù)轉(zhuǎn)化模式按照運(yùn)作過(guò)程中所起主導(dǎo)作用的參與主體劃分為三類(lèi):自主轉(zhuǎn)化模式、技術(shù)轉(zhuǎn)移模式和產(chǎn)學(xué)研模式,并按照每個(gè)項(xiàng)下的參與形式細(xì)分為八種模式;以河南綜合性大學(xué)和工科類(lèi)院校為標(biāo)本進(jìn)行實(shí)地調(diào)研,以三重螺旋理論、增長(zhǎng)極理論為基礎(chǔ)對(duì)河南高校每種模式下存在的針對(duì)性問(wèn)題進(jìn)行分析。并借鑒國(guó)內(nèi)外優(yōu)秀的高校專(zhuān)利轉(zhuǎn)化模式,提出河南省目前高校專(zhuān)利轉(zhuǎn)化模式的優(yōu)化對(duì)策,主張應(yīng)從建立多渠道投融體系、知識(shí)產(chǎn)權(quán)評(píng)估中心、綜合性的專(zhuān)利轉(zhuǎn)化平臺(tái)、和建立專(zhuān)利轉(zhuǎn)化聯(lián)盟的綜合性保障對(duì)策以及發(fā)展特色學(xué)科制的股份制校辦產(chǎn)業(yè)和獨(dú)立管理的科技園模式著手,優(yōu)化專(zhuān)利轉(zhuǎn)化模式從而提高河南高校專(zhuān)利轉(zhuǎn)化率。
[Abstract]:Colleges and universities not only undertake the task of scientific research and teaching, but also undertake the task of patent technology transformation. However, at present, the conversion rate of patent technology in colleges and universities in China is still far behind that in developed countries, especially in the central and western regions. At the end of 2016, the Central Committee issued a plan to promote the rise of the central region. Henan is an important province in the central region. It is necessary to speed up the patent transformation of colleges and universities in Henan Province and improve the conversion rate of patent technology in colleges and universities in Henan Province, so as to promote the rise of the central region. This paper takes the problem of low patent conversion rate in Henan universities as the starting point, and the transformation mode of patent in colleges and universities as the starting point. The mode of patent technology transformation in Henan colleges and universities is divided into three categories according to the main bodies that play a leading role in the process of operation: independent transformation mode, technology transfer mode and production, education and research mode, and is subdivided into eight models according to the participation forms under each item; Based on the theory of triple helix and the theory of growth pole, this paper analyzes the pertinence problems in every mode of Henan universities. And draw lessons from the excellent university patent transformation mode at home and abroad, put forward the optimization countermeasures of the patent transformation mode in Henan Province, and propose that the establishment of multi-channel investment and financing system, intellectual property evaluation center, comprehensive patent transformation platform, And the comprehensive safeguard countermeasures of establishing patent transformation alliance and the mode of developing the joint-stock school-run industry with special subject system and the independent management of science and technology park, so as to optimize the patent transformation mode and improve the patent conversion rate of Henan universities and colleges.
