【摘要】：20世紀(jì)90年代以來，隨著互聯(lián)網(wǎng)的深入發(fā)展和應(yīng)用，人類生活也逐漸延伸至網(wǎng)絡(luò)領(lǐng)域開創(chuàng)了新的時代——互聯(lián)網(wǎng)時代。網(wǎng)絡(luò)經(jīng)濟(jì)作為網(wǎng)絡(luò)生活的重要組成部分，以其特有的超時空性、高效性、便捷性等優(yōu)勢，逐漸被人們所接受，極大地促進(jìn)了社會經(jīng)濟(jì)的發(fā)展、飛躍。但是，由于現(xiàn)行的網(wǎng)絡(luò)經(jīng)濟(jì)活動缺乏完善的倫理體系支撐，再加上與之相應(yīng)的法律、制度尚未建設(shè)完成，使得主體在享受網(wǎng)絡(luò)經(jīng)濟(jì)便捷的同時也極易遭遇各種由倫理道德缺失而引發(fā)的難題。 筆者認(rèn)為如何解決這一倫理問題已成為當(dāng)前網(wǎng)絡(luò)經(jīng)濟(jì)健康發(fā)展亟待解決的重要課題。對網(wǎng)絡(luò)經(jīng)濟(jì)下的道德缺失及其對策進(jìn)行研究不僅具有緊迫的現(xiàn)實(shí)意義，同時還具有重要的理論意思。首先，在當(dāng)前網(wǎng)絡(luò)經(jīng)濟(jì)飛速發(fā)展的大前提下，網(wǎng)絡(luò)環(huán)境所獨(dú)具的虛擬性、多元性以及開放性使得各種倫理問題日益尖銳，倘若這些問題得不到妥善解決則勢必會制約網(wǎng)絡(luò)經(jīng)濟(jì)的健康發(fā)展。其次，網(wǎng)絡(luò)經(jīng)濟(jì)道德作為網(wǎng)絡(luò)經(jīng)濟(jì)與網(wǎng)絡(luò)道德的新型交叉性學(xué)科，討論的是基于互聯(lián)網(wǎng)平臺之上的經(jīng)濟(jì)活動中面臨的各種道德問題，倫理道德建設(shè)對網(wǎng)絡(luò)經(jīng)濟(jì)的健康發(fā)展同樣有著舉足輕重的作用。 文章從網(wǎng)絡(luò)經(jīng)濟(jì)、網(wǎng)絡(luò)經(jīng)濟(jì)倫理等基礎(chǔ)概念入手，對當(dāng)前存在于網(wǎng)絡(luò)經(jīng)濟(jì)下的道德缺失問題進(jìn)行剖析，認(rèn)為侵犯個人隱私問題、知識產(chǎn)權(quán)問題、信息安全問題、誠信缺失問題以及信息壟斷問題，，是當(dāng)前阻礙我國網(wǎng)絡(luò)經(jīng)濟(jì)健康發(fā)展的主要道德難題。通過對上述問題的分析，本文分別從內(nèi)在成因、主觀成因以及外部成因三大角度出發(fā)，指出網(wǎng)絡(luò)經(jīng)濟(jì)的虛擬性、開放性、多元性；主體功利主義；主體對網(wǎng)絡(luò)技術(shù)不恰當(dāng)使用；網(wǎng)絡(luò)經(jīng)濟(jì)相關(guān)的法律滯后；網(wǎng)絡(luò)經(jīng)濟(jì)相關(guān)的監(jiān)管不力；現(xiàn)實(shí)社會道德缺失現(xiàn)象的擴(kuò)散、轉(zhuǎn)移是引發(fā)網(wǎng)絡(luò)經(jīng)濟(jì)下道德缺失的主要原因。文章最后，筆者提出了應(yīng)對網(wǎng)絡(luò)經(jīng)濟(jì)下道德缺失的幾點(diǎn)建議，包括：確立網(wǎng)絡(luò)經(jīng)濟(jì)的基本道德規(guī)范；強(qiáng)化主體道德意識；改善網(wǎng)絡(luò)經(jīng)濟(jì)外部環(huán)境；加強(qiáng)信息安全教育；進(jìn)一步完善網(wǎng)絡(luò)信息技術(shù)。
[Abstract]:Since the 1990s, with the further development and application of the Internet, human life has gradually extended to the network field to create a new era-the Internet era. As an important part of network life, network economy is gradually accepted by people because of its unique advantages such as super space-time, high efficiency and convenience, which greatly promotes the development and leap of social economy. However, due to the lack of a sound ethical system for the current network economic activities and the corresponding laws, the system has not yet been completed. Making the subject enjoy the convenience of the network economy, it is easy to encounter a variety of problems caused by the lack of ethics. The author thinks that how to solve this ethical problem has become an important issue to be solved in the healthy development of network economy. It is not only of urgent practical significance, but also of important theoretical meaning to study the moral deficiency and its countermeasures under the network economy. First of all, under the premise of the rapid development of the network economy, the virtual, pluralistic and open nature of the network environment makes all kinds of ethical problems more and more acute. If these problems can not be properly solved, it is bound to restrict the healthy development of the network economy. Secondly, as a new intersecting discipline between network economy and network morality, network economic morality discusses various moral problems in economic activities based on Internet platform. Ethical construction also plays an important role in the healthy development of network economy. Starting with the basic concepts of network economy and network economic ethics, this paper analyzes the moral deficiency existing in the network economy, and points out that the problems of personal privacy, intellectual property rights and information security are infringed upon. Lack of honesty and information monopoly are the main moral problems hindering the healthy development of China's network economy. Through the analysis of the above problems, this paper points out the fictitious, open and pluralistic nature of the network economy, the main utilitarianism, the improper use of the network technology, from the internal cause, the subjective cause and the external cause. The lag of laws related to network economy, the weak supervision of network economy, the diffusion and transfer of moral deficiency in real society are the main reasons for the lack of morality in network economy. Finally, the author puts forward some suggestions to deal with the moral deficiency in the network economy, including: establishing the basic moral norms of the network economy; strengthening the moral consciousness of the subject; improving the external environment of the network economy; strengthening the information security education; Further improve the network information technology.
