【摘要】：農(nóng)業(yè)風(fēng)險(xiǎn)投資作為一種新型的促進(jìn)農(nóng)村地區(qū)經(jīng)濟(jì)發(fā)展的投資方式，在促進(jìn)農(nóng)業(yè)科技進(jìn)步、調(diào)動(dòng)農(nóng)民積極性以及加快新農(nóng)村的建設(shè)上具有重要的作用，，但是目前我國(guó)的農(nóng)業(yè)風(fēng)險(xiǎn)投資仍然面臨著規(guī)模小、投資不足，政府支持力度不夠等問題。本文通過對(duì)我國(guó)當(dāng)前的農(nóng)業(yè)風(fēng)險(xiǎn)投資狀況進(jìn)行分析，并借鑒國(guó)外一些國(guó)家在發(fā)展農(nóng)業(yè)風(fēng)險(xiǎn)投資方面的成功經(jīng)驗(yàn)，提出了一條適合自己國(guó)情的農(nóng)業(yè)風(fēng)險(xiǎn)投資發(fā)展模式，該風(fēng)險(xiǎn)投資模式既綜合了小額信貸和風(fēng)險(xiǎn)投資的各自優(yōu)點(diǎn)，有效地填補(bǔ)了小額信貸與風(fēng)險(xiǎn)投資之間的空白地帶，而且與傳統(tǒng)的風(fēng)險(xiǎn)投資相比，更專注于農(nóng)村小微企業(yè)的投資，是一種兼顧經(jīng)濟(jì)利益和社會(huì)利益的小規(guī)模風(fēng)險(xiǎn)投資。 本文主要專注于農(nóng)村的小微企業(yè)，重點(diǎn)關(guān)注農(nóng)村創(chuàng)新型企業(yè)，希望通過構(gòu)建我國(guó)的農(nóng)業(yè)風(fēng)險(xiǎn)投資體系，能夠?qū)淼霓r(nóng)業(yè)風(fēng)險(xiǎn)投資的發(fā)展提供一定的理論支持，對(duì)農(nóng)村金融體系的建設(shè)提供一定的政策建議。文章認(rèn)為，我國(guó)應(yīng)首先加強(qiáng)政府的作用，政府可以率先在中西部地區(qū)成立一批微型風(fēng)險(xiǎn)投資基金進(jìn)行試點(diǎn)，待發(fā)展成熟或成功后再推向全國(guó)。其次，要大力提高風(fēng)險(xiǎn)投資項(xiàng)目的質(zhì)量。一方面要加大對(duì)農(nóng)村地區(qū)科研力量的投入，加快培訓(xùn)農(nóng)民，另一方面也要采取合適的措施實(shí)現(xiàn)對(duì)現(xiàn)有技術(shù)的增值。而且政府還應(yīng)做好各項(xiàng)保障措施，不僅要完善稅收優(yōu)惠政策，加強(qiáng)對(duì)農(nóng)業(yè)高新技術(shù)知識(shí)產(chǎn)權(quán)的保護(hù)，還要健全風(fēng)險(xiǎn)投資項(xiàng)目評(píng)價(jià)機(jī)制，建立完善的信息分享機(jī)制等。
[Abstract]:As a new type of investment mode to promote economic development in rural areas, agricultural venture capital plays an important role in promoting the progress of agricultural science and technology, arousing the enthusiasm of farmers and speeding up the construction of new rural areas. But at present, the agricultural venture capital in our country still faces the problems of small scale, insufficient investment, insufficient government support and so on. Based on the analysis of the current situation of agricultural venture capital in China and the successful experience of some foreign countries in the development of agricultural venture capital, this paper puts forward a development model of agricultural venture capital suitable for our own national conditions. This venture capital model not only combines the respective advantages of microfinance and venture capital, but also effectively fills the gap between microfinance and venture capital, and is more focused on the investment of rural small and micro enterprises than traditional venture capital. It is a kind of small-scale venture capital which takes account of economic interests and social interests. This paper focuses on small and micro enterprises in rural areas, focusing on rural innovative enterprises, hoping to provide some theoretical support for the future development of agricultural venture capital through the construction of our country's agricultural venture capital system. To the construction of rural financial system to provide certain policy recommendations. The paper holds that China should first strengthen the role of the government. The government can take the lead in setting up a batch of micro venture capital funds in the central and western regions to carry out pilot projects, and then push them to the whole country after the development is mature or successful. Second, the quality of venture capital projects should be greatly improved. On the one hand, we should increase investment in scientific research in rural areas, accelerate the training of farmers, on the other hand, we should take appropriate measures to realize the value-added of existing technology. Besides, the government should not only perfect the preferential tax policy, strengthen the protection of agricultural high and new technology intellectual property rights, but also perfect the evaluation mechanism of venture capital projects and establish a perfect information sharing mechanism.
