【摘要】：現(xiàn)如今,區(qū)域競(jìng)爭(zhēng)力最重要的指標(biāo)因素之一就是知識(shí)產(chǎn)權(quán),其中,區(qū)域企業(yè)專利競(jìng)爭(zhēng)力也已然成為了地區(qū)企業(yè)經(jīng)濟(jì)發(fā)展的重要推動(dòng)力。在這種專利發(fā)展的大環(huán)境下,對(duì)區(qū)域?qū)＠?jìng)爭(zhēng)力進(jìn)行評(píng)價(jià),在現(xiàn)階段是非常有必要的。并且,自2008年國家大力實(shí)施知識(shí)產(chǎn)權(quán)戰(zhàn)略以來,西部地區(qū)企業(yè)也在結(jié)合自身的經(jīng)濟(jì)環(huán)境以及技術(shù)環(huán)境競(jìng)爭(zhēng)力,實(shí)施專利戰(zhàn)略和布局。因此為本地區(qū)彌補(bǔ)專利管理策略上的漏洞以及轉(zhuǎn)換地區(qū)經(jīng)濟(jì)發(fā)展方式、優(yōu)化本地區(qū)產(chǎn)業(yè)結(jié)構(gòu)等方面提供策略性的保障,對(duì)西部地區(qū)企業(yè)整體專利競(jìng)爭(zhēng)力進(jìn)行評(píng)價(jià)是十分重要的。本文從西部地區(qū)省市企業(yè)的專利產(chǎn)出實(shí)力、企業(yè)專利質(zhì)量、支持實(shí)力和發(fā)展態(tài)勢(shì)四個(gè)一級(jí)指標(biāo)來分析西部地區(qū)企業(yè)專利競(jìng)爭(zhēng)力,四個(gè)一級(jí)指標(biāo)下有細(xì)分出各個(gè)二級(jí)指標(biāo),而且,通過層次分析法來獲取各個(gè)指標(biāo)的權(quán)重。本文在獲取指標(biāo)的方法以及創(chuàng)建評(píng)價(jià)西部地區(qū)企業(yè)專利競(jìng)爭(zhēng)力的模型方面,對(duì)原有專利競(jìng)爭(zhēng)力的研究論文進(jìn)行了豐富和完善。具體地,本文借助于創(chuàng)建出的西部地區(qū)企業(yè)專利競(jìng)爭(zhēng)力評(píng)價(jià)模型,對(duì)西部地區(qū)的云南省、貴州省、廣西省和陜西省、重慶市以及四川省六個(gè)省市的專利數(shù)據(jù)進(jìn)行了排名和分析,并重點(diǎn)剖析了云南省企業(yè)的狀況。通過對(duì)云南省企業(yè)專利競(jìng)爭(zhēng)力的各個(gè)單項(xiàng)指標(biāo)的分析評(píng)價(jià),對(duì)部分西部地區(qū)的企業(yè)專利競(jìng)爭(zhēng)力不平衡或者弱勢(shì)的方面,給出改進(jìn)地區(qū)專利工作的合理性并且具有針對(duì)性的建議。在本文中,指出了制約西部地區(qū)企業(yè)專利競(jìng)爭(zhēng)力的各個(gè)政策和管理等方面,其中主要包括區(qū)域企業(yè)管理狀況、人才結(jié)構(gòu)和知識(shí)產(chǎn)權(quán)合作機(jī)制、專利機(jī)構(gòu)的監(jiān)督管理,以及專利發(fā)展協(xié)會(huì)和基金的設(shè)立等狀況。最后結(jié)合已創(chuàng)建的區(qū)域企業(yè)專利競(jìng)爭(zhēng)力的評(píng)價(jià)模型,分析西部地區(qū)部分省市當(dāng)?shù)氐膶?shí)際情況,給出了加大知識(shí)產(chǎn)權(quán)宣傳普及的力度,建立“政、企、學(xué)、研”的合作機(jī)制,以及強(qiáng)化政府對(duì)企業(yè)知識(shí)產(chǎn)權(quán)服務(wù)平臺(tái)建設(shè),鼓勵(lì)引導(dǎo)建立以企業(yè)為主的專利發(fā)展協(xié)會(huì)和基金等西部地區(qū)企業(yè)專利競(jìng)爭(zhēng)力的相關(guān)對(duì)策。
[Abstract]:Nowadays, one of the most important index factors of regional competitiveness is intellectual property, among which, the patent competitiveness of regional enterprises has become an important driving force for the economic development of regional enterprises. In this environment of patent development, it is necessary to evaluate the regional patent competitiveness. Since the implementation of intellectual property strategy in 2008, enterprises in the western region are also implementing patent strategy and layout in combination with their own economic environment and technological environmental competitiveness. Therefore, it is very important to make up for the loopholes in patent management strategy, to change the mode of regional economic development and to optimize the industrial structure of the region. It is very important to evaluate the overall patent competitiveness of enterprises in the western region. This paper analyzes the patent competitiveness of enterprises in western China from four primary indexes: patent output strength, patent quality, support strength and development situation. The weight of each index is obtained by analytic hierarchy process (AHP). This paper enriches and perfects the research papers on the original patent competitiveness in terms of obtaining the index and establishing a model to evaluate the patent competitiveness of enterprises in the western region. Specifically, with the help of the established evaluation model of the patent competitiveness of enterprises in the western region, this paper ranks and analyzes the patent data of Yunnan, Guizhou, Guangxi and Shaanxi provinces, Chongqing and Sichuan provinces in the western region. And analyzes the Yunnan Province enterprise situation emphatically. Through the analysis and evaluation of each single index of the patent competitiveness of enterprises in Yunnan Province, the paper gives the rationality of improving the patent work in some western regions in terms of the imbalance or weakness of the patent competitiveness of the enterprises, and puts forward some suggestions for improving the patent work in the region. In this paper, the author points out the various policies and management aspects that restrict the patent competitiveness of enterprises in the western region, including the status of regional enterprise management, the talent structure and intellectual property cooperation mechanism, the supervision and management of patent institutions, and so on. And the establishment of patent development association and fund and so on. Finally, based on the established evaluation model of the patent competitiveness of regional enterprises, this paper analyzes the local conditions of some provinces and cities in the western region, and puts forward the cooperation mechanism of "government, enterprise, learning and research" to increase the publicity and popularization of intellectual property. And strengthen the government to the enterprise intellectual property service platform construction, encourage to guide the establishment of enterprise-oriented patent development association and fund enterprises in the western region of the patent competitiveness of relevant countermeasures.
