【摘要】：摘要：高校是我國(guó)培養(yǎng)高層次創(chuàng)新人才的重要基地,是我國(guó)基礎(chǔ)研究和高新技術(shù)領(lǐng)域原始創(chuàng)新的主力軍。專利產(chǎn)出作為高�？萍紕�(chuàng)新的重要表現(xiàn),體現(xiàn)了高�？萍紕�(chuàng)新能力與績(jī)效。中國(guó)高校專利產(chǎn)出數(shù)量較大,整體呈上升趨勢(shì),不同類別高校專利產(chǎn)出數(shù)量變化趨勢(shì)大致相同,各類高校專利產(chǎn)出以發(fā)明為主,顯示出我國(guó)高校雄厚的科研實(shí)力,但是高校專利轉(zhuǎn)化率整體較低,高校專利產(chǎn)出質(zhì)量不高�，F(xiàn)階段,我國(guó)高校專利產(chǎn)出主要有以下幾個(gè)問題：高校專利歸屬制度不完善,忽視了發(fā)明人在發(fā)明創(chuàng)造過程中的智力投入；高校專利產(chǎn)出考核評(píng)價(jià)機(jī)制不科學(xué),科研評(píng)價(jià)指標(biāo)單一,通常情況下僅考察專利申請(qǐng)量和授權(quán)量,過分重視短期效應(yīng),忽視了科研的長(zhǎng)期性；高校專利產(chǎn)出激勵(lì)機(jī)制不合理；高校專利申請(qǐng)和科研開發(fā)脫節(jié)。為了完善高校專利管理制度,提高高校專利產(chǎn)出質(zhì)量,應(yīng)當(dāng)建立高校教師職務(wù)發(fā)明共享機(jī)制,以及在校學(xué)生專利權(quán)共享機(jī)制；建立中長(zhǎng)期考核機(jī)制,逐漸把由注重專利申請(qǐng)量為主的考核指標(biāo),轉(zhuǎn)移到知識(shí)產(chǎn)權(quán)創(chuàng)新與運(yùn)用并重的指標(biāo)上來；高校要把專利放在與承擔(dān)項(xiàng)目、發(fā)表論文和申報(bào)科技獎(jiǎng)勵(lì)同等的位置,完善我國(guó)高校專利產(chǎn)出激勵(lì)機(jī)制；將知識(shí)產(chǎn)權(quán)管理納入到科學(xué)研發(fā)的整個(gè)過程,實(shí)現(xiàn)專利申請(qǐng)與科研開發(fā)對(duì)接。
[Abstract]:Absrtact: colleges and universities are an important base for training high-level innovative talents in our country, and are the main force of the original innovation in the field of basic research and high-tech in our country. Patent output, as an important manifestation of scientific and technological innovation in colleges and universities, embodies the ability and performance of scientific and technological innovation in colleges and universities. The number of patent output in colleges and universities in China is large and the overall trend is on the rise. The change trend of the number of patent output of different kinds of colleges and universities is roughly the same. The patent output of various colleges and universities is mainly invention-oriented, which shows the strong scientific research strength of our universities. But the conversion rate of university patent is low, and the quality of university patent output is not high. At present, there are several problems in the patent output of colleges and universities in our country: the patent ownership system is not perfect, the intellectual input of the inventor in the process of invention and creation is neglected, the evaluation mechanism of the patent output in colleges and universities is not scientific, The evaluation index of scientific research is single, the quantity of patent application and the quantity of authorization are examined only, the short-term effect is paid too much attention to, the long-term nature of scientific research is neglected, the incentive mechanism of university patent output is unreasonable, and the patent application and research development of university are out of touch. In order to perfect the patent management system in colleges and universities and improve the quality of patent output in colleges and universities, we should establish the sharing mechanism of university teachers' job inventions and the sharing mechanism of patent rights among college students, and establish a medium and long term examination mechanism. Gradually shifting the assessment index, which focuses mainly on the amount of patent applications, to the index of equal emphasis on innovation and application of intellectual property rights; colleges and universities should put patents in the same position as undertaking projects, publishing papers and declaring scientific and technological awards. To perfect the incentive mechanism of patent output in colleges and universities in our country, to bring intellectual property management into the whole process of scientific research and development, and to realize the docking of patent application and scientific research and development.
