【摘要】：伴隨著經(jīng)濟(jì)全球化發(fā)展趨勢(shì)不斷增強(qiáng),企業(yè)競(jìng)爭(zhēng)進(jìn)入到白熾化時(shí)代,特別是對(duì)高新技術(shù)企業(yè)而言,知識(shí)產(chǎn)權(quán)將是其參與未來市場(chǎng)競(jìng)爭(zhēng)的焦點(diǎn)。中國北車是我國軌道交通裝備行業(yè)一家大型企業(yè),所屬企業(yè)已全部通過了高新技術(shù)企業(yè)認(rèn)定,但是目前中國北車知識(shí)產(chǎn)權(quán)管理仍存在知識(shí)產(chǎn)權(quán)組織管理力度薄弱、戰(zhàn)略和制度管理被動(dòng)、資源管理水平較低、成果轉(zhuǎn)化程度不高等問題,不能完全滿足企業(yè)經(jīng)濟(jì)規(guī)模擴(kuò)大和技術(shù)創(chuàng)新發(fā)展的要求,也使其市場(chǎng)競(jìng)爭(zhēng)優(yōu)勢(shì)不能充分發(fā)揮。論文通過分析其他高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理情況,歸納總結(jié)出可以借鑒的內(nèi)容,明確了中國北車應(yīng)系統(tǒng)地構(gòu)建一個(gè)符合市場(chǎng)經(jīng)濟(jì)規(guī)則和自身發(fā)展需要的知識(shí)產(chǎn)權(quán)管理體系。論文運(yùn)用經(jīng)濟(jì)學(xué)、管理學(xué)等多學(xué)科理論和方法,確定了從知識(shí)產(chǎn)權(quán)管理戰(zhàn)略和制度、管理內(nèi)容、管理組織、管理方法和工具、管理評(píng)價(jià)和激勵(lì)共五大方面構(gòu)建中國北車知識(shí)產(chǎn)權(quán)管理體系。 論文通過中國北車知識(shí)產(chǎn)權(quán)管理體系構(gòu)建研究,為解決束縛企業(yè)發(fā)展的知識(shí)產(chǎn)權(quán)管理問題提出了建議,同時(shí)可為我國其他高新技術(shù)企業(yè)知識(shí)產(chǎn)權(quán)管理體系建設(shè)提供借鑒。
[Abstract]:With the increasing trend of economic globalization, enterprise competition has entered the incandescent era, especially for high-tech enterprises, intellectual property rights will be the focus of market competition in the future. CNR is a large enterprise in China's rail transit equipment industry, and all of its enterprises have passed the identification of high-tech enterprises. However, at present, there are still weak WIPO management efforts in the intellectual property management of CNR. The passive management of strategy and system, the low level of resource management, the low degree of transformation of achievements, etc., can not fully meet the requirements of economic scale expansion and technological innovation and development of enterprises, and also make their market competitive advantages not to be brought into full play. By analyzing the situation of intellectual property management in other high-tech enterprises, the paper summarizes the contents that can be used for reference, and clarifies that China North Rail should systematically construct an intellectual property management system that meets the rules of market economy and the needs of its own development. Based on the theories and methods of economics and management, this paper defines the strategy and system of intellectual property management, management content, management organization, management methods and tools. Management evaluation and incentive a total of five aspects of China North car intellectual property management system. Through the research on the construction of the intellectual property management system of China North Rail, this paper puts forward some suggestions for solving the problem of intellectual property management which constrains the development of enterprises, and can also provide reference for the construction of intellectual property management system of other high-tech enterprises in China.
